n 2011-2012: IPCEE began to form essential in-
dividual and institutional relationships, many of
which consist of informal and unof cial contacts,
that distinguish IPCEE’sabilitytoef ectuatecritical
activities.Moreover,duringthisperiod weexplored
and evaluated theprivateand public medical land-
scapein thePalestinian West Bank and in Israel.
n 2013-2015: IPCEE sponsored three joint med-
ical conferences in nephrology, which culminated
in theestablishment of thef rst cross-border med-
ical association known as T e Palestinian and Is-
raeli Renal Society.
n June 2014: IPCEE sponsored a precedent-set-
ting two-day training in Advanced Trauma
Life Support (ATLS). Twenty-two West Bank
Palestinian physicians engaged in the training at
IDF headquarters for Israel’s Central Command.
Instruction wasprovided by Israeli Medical facul-
ty, Israel’sSchool of Military Medicine, and under
thedirect support of Israel’sSurgeon General. T is
was going on under the backdrop of the Israel
Defense Forces (IDF) full force search for three
kidnapped Israeli teenagersin theWest Bank.
IPCEEisnow ready to launch an even morerobust
healthcare initiative, Peace T rough Medicine
(PTM), a synergistic approach that fosters stabili-
ty and sustainability, two essential goals for both
Palestiniansand Israelis
n Strengthening essential healthcare infrastruc-
tureand institutional capacity in theregion facili-
tatesmedical self-reliancefor thePalestinians.
n Reducing the burden on Israeli medical and
security institutions while providing signif -
cant cost savings. IPCEE along with our overseas
partners have identif ed the following two critical
challanges.
THE MI SSI ON
The Israel Palestinian Cooperative for Economic Expansion (IPCEE)
is a Connecticut - based 501(c)(3) formed in 2011. IPCEE’s collaborative
activities are primarily centered in Israel and between Israel and the Palestinian
West Bank. A core IPCEE belief is that fostering sector-specific, cross-border
individual and institutional relationships is an effective way to produce mutually
beneficial results.

n Over the past two years Israel has issued more
than 500,000 medical permits to West Bank
Palestinianpatientsandtheir familiesfor treatment
in Israeli hospitals. Although Israel'shumanitarian
ef orts save lives, the escalating number of
Palestinian patients treated in Israeli hospitals,
posesextraordinary security and f nancial risksfor
Israel and Israeli hospitals.
n T e IPCEE Action Plan supports advanced
fellowships, education and training for Palestinian
physiciansplaced in Israeli partner hospitals,while
assigned to a strategic Palestinian hospital in the
West Bank.
n Addressing these core issues further fortif es
healthcare capacity, thereby providing greater
sustainability and medical self-reliance. Successful
results help to assure increased preparedness for
natural disastersand conf ict.

The shortage of physicians in I sraeli hospitals, which
limits treatment for I sraelis and the increasing number
of Palestinian patients receiving treatment in I srael.
