Mr. Ridgell serves as the Construction Services
Department Manager in the Fredericksburg, Virginia
office. His responsibilities include the coordinating of
construction materials testing and Special Inspections
projects involving soils testing, deep and shallow‐
foundations, reinforced and post‐tensioned concrete,
masonry, asphalt pavement, structural and light‐gauge
steel, Exterior Insulation Finishing Systems and various
other specialty testing and inspections services. As part
of his management duties Mr. Ridgell oversees the
Fredericksburg, Virginia WACEL, AASHTO, and Army
Corps certified soils and concrete testing laboratory as
the Quality Assurance Manager. Mr. Ridgell has worked
in multiple ECS offices and has completed several
laboratory audits and has trained several laboratory
technicians that have subsequently gained certifications
in soils, aggregate, and concrete laboratory testing.
During his time with ECS, Mr. Ridgell has also
participated in the coordination of subsurface
explorations and the analysis of exploration results for
the preparation of geotechnical engineering analyses for
projects including commercial, industrial, and municipal
buildings.
SELECT PROJECT EXPERIENCE
VDOT Route 3 Widening, Spotsylvania County,
Virginia ‐ This design‐build project consists of the
widening of 1.2 miles of Route 3 from 4 lanes to 6
lanes. ECS is providing geotechnical engineering for
minor structures, a retaining wall, stormwater
management, and evaluation of the pavement
sections. Mr. Ridgell is managing Quality Control
testing and inspections during construction
including soils, concrete, and asphalt testing.
NVCC Woodbridge Campus – Phase 3 Academic
Building and Support Services Building,
Woodbridge, Virginia – This project consisted of
the construction of a four‐story, 80,000‐square‐foot
academic building and a single story 25,000‐square‐
foot facilities maintenance building. The
construction featured a combination of structural
and light gauge steel with reinforced concrete
masonry. Mr. Ridgell performed the review of
laboratory testing, project management for
construction material testing, and the field
observations of soil placement, concrete placement,
and various other building systems.
Hyatt Place at Eagle Village, City of Fredericksburg,
VA – This project consists of the construction of a 5‐
story hotel building with an interior swimming pool,
elevators, an a covered drive entrance. Prior to the
start of construction rammed aggregate piers were
installed to improve the foundation bearing
conditions. Inspections included foundations, cast‐
in place concrete, structural steel, light gage steel,
and hollow core panel connections. Mr. Ridgell
serves as the Project Engineer for the Special
Inspections and Testing during construction
City of Fredericksburg Courthouse, City of Fredericksburg, VA ‐ The building has a below grade level with
underground parking. The building structure consists of a steel superstructure bearing on shallow foundations.
The construction requires the installation of shoring systems consisting of soil nailing, underpinning, and soldier
pile and lagging. Due to the constraints of the site and nearby historical structures vibration monitoring is also
being performed. Mr. Ridgell is the Project Engineer responsible for overseeing the construction material testing
and Special Inspections during the construction of this project
