2. PURPOSE
Improve agriculture infrastructure facility in the country
To provide finance for investment in viable projects for
post-harvest management infrastructure and community
farming assets
3. IMPLEMENTATION PERIOD
The Scheme will be operational from 2020-21 to 2029-30.
However, the loan disbursement period will be between 2020-
21 and 2023-24
6. QUANTUM OF LOAN
No minimum or Max Loan stipulated.
Interest subvention & Credit guarantee restricted to loans
up to Rs.2 Crores.
CGTMSE cover restricted to 50 lakhs for RRBs.
8. MARGIN
Any grant or subsidy available under any present or future
scheme of Central/State government can be availed for
projects under this financing facility. In cases of capital
subsidy such amount shall be considered as promoter’s
contribution. However, a minimum of 10% of the project
cost shall be mandatory as promoter’s contribution.
9. REPAYMENT
The loan may be repaid in half yearly/yearly installments,
based on income generation. The moratorium for repayment
under this financing facility may vary subject to a minimum of
6 months and maximum of 2 years.
10. SECURITY
1. Hypothecation of assets created out of bank finance.
2. Loans up to Rs.50 lakhs shall be covered under CGTMSE. In
loans above Rs.50 lakhs, mortgage of landed property with
post-development security value of minimum 125% of the loan
limit.
3. In case of FPOs, credit guarantee need to be availed from
NABSanrakshan.
Interest Subvention and credit guarantee will be applicable
only for 7 years from the date of first disbursement
11. INTEREST SUBVENTION & CREDIT GUARANTEE
Interest subvention of 3% will be available for loans sanctioned under the
scheme for limits up to Rs.2 Crores for a maximum period of 7 years. Subvention
will be allowed only till the account is under the standard category. If the account
slips in to NPA, no subvention will be allowed during the period account remains
under NPA category. Once the account is upgraded to standard category, it will be
eligible to receive subvention for the period in which the account was under NPA
category.
12. PROCESS FLOW
The applicant will register in the online portal (www.agriinfra.dac.gov.in) after which he/she will receive
registration credentials.
After getting credentials, beneficiary can apply for loan through the online portal by filling an application
form available on the portal.
Along with the application soft copy of detailed project report and related documents to be uploaded on
the portal by the applicant.
The application will then be forwarded to the lending institution opted by the applicant for appraisal.
The lending institution will appraise the proposal and decide whether to sanction the loan or reject the
application based on viability of project.
Once the loan is sanctioned, the funds will be transferred to the bank account of the beneficiary.
After the disbursal of loan to beneficiary, interest subvention and credit guarantee fee will be released
by GoI to the lending institution.
Loans can be availed through offline mode as well. But it is mandatory to make its entry on the online
platform to get the benefits of the scheme.
13. SECTOR SPECIFIC FOCUS
24% of total grants – in – aid under the scheme should be utilized for SC/ST entrepreneurs (16% for SC and
8% for ST)
CONVERGENCE

availed for projects under this financing facility. In cases of capital subsidy such amount shall be considered
as promoter’s contribution. However, a minimum of 10% of the project cost shall be mandatory as
promoter’s contribution.
PROJECT MANAGEMENT & HAND HOLDING
Farmers Welfare Programme Implementation Society under DACFW will provide PMU support to the
scheme at the central level and state PMUs of PM KISAN at state level
14. ELIGIBLE PROJECTS
Post-Harvest Management
Supply chain services including e-marketing platforms,
Warehouses, Silos, Pack houses, Assaying units, Sorting &
grading units, Cold chains, Logistics facilities, Primary
Processing Centres, Ripening Chambers etc.
Building community farming assets
Organic inputs production, Bio stimulant production units,
Infrastructure for smart and precision agriculture, Projects
identified for providing supply chain infrastructure for clusters
of crops including export clusters, Projects promoted by
Central /State /Local Governments or their agencies under
PPP for building community farming assets or post-harvest
management projects etc.
