SUPPLEMENTARY APPENDIX: MY PERSONAL AND PROFESSIONAL PROFILE
Raj K Pandey (MBS, MA, MPA)
(I) MY PROFESSIONAL SYNOPSIS
(A) Basic Information
(1) I started my professional career in 1990 at the age of early sixteen with: (i) Save the Children-
Norway (Redd Barna); (ii) Japan Medical Association (JMA)/School and Community Health Project
(SCHP); (iii) UK Government's Department for International Development (DFID)/Rural Access
Program (RAP); (iv) United Nations Population Fund, Country Technical Services Team for South and
West Asia (UNFPA CST for SAWA Countries); (v) Himalaya Broadcasting Company (HBC) Radio
Station; (vi) Office of the Prime Minister and Council of Ministers through Strengthening the Office of
the Prime Minister and Council of Ministers Project funded by DFID under the UK Aid; (vii)
DFID/Enabling State Program-Nepal; (viii) United Nations Children Fund/Regional Office for South
Asia (UNICEF/ROSA); (ix) United States Agency for International Development (USAID)/International
Foundation of Electoral System (IFES); (x) USAID/National Democratic Institute (NDI); (xi) Japan
International Cooperation Agency (JICA); (xii) Asian Development Bank (ADB)/Nepal Residence
Mission. Moreover, I was working with National Entrepreneurship Development Center (NEDC); a
federated apex body of UNDP/MEDEP and MEDPA’s fifty-three district based partner NGOs; created
and backstopped by UNDP/Micro Enterprise Development Program (MEDEP), which is a joint initiative
and funding of United Nations Development Program (UNDP); Department of Foreign Affairs and Trade
(DFAT) under Australian Agency for International Development (AusAID) of Australian Government;
Department for International Development (DFID) of the UK Government; Canadian Agency for
International Development (CIDA) of Canadian Government; New Zealand Agency for International
Development (NZAID) of New Zealand Government; and MEDEP and MEDPA Programs/Projects are
executed by Government of Nepal (GON)/Ministry of Industry.
(2) I have involved in more than a dozen of the international organizations during more than two
decades of my progressive professional careers, covering multilateral (UN Agencies - -UNFPA and
UNICEF Regional Offices, ADB Nepal Residence Mission); bilateral (JICA Nepal Office); unilateral
(Japan Medical Association); international non-governmental organization (Save the Children-Norway);
private sector (HBC Radio); and bilateral and multilateral donors funded Programs/Projects under the UK
Government’s DFID and American Government’s USAID cooperation including UNDP/MEDED funded
NEDC. Moreover, I feel proud as my duty station was at the Office of the Prime Minister and Council of
Ministers at the PM Office of Nepal in order to implement the Strengthening the Office of the Prime
Minister and Council of Ministers Project under the UK Aid through DFID. I am, therefore, able to
understand the governmental working procedures and practices at the central level, where I worked in a
close coordination with GON’s line ministries and departments as well as commissions, judiciary,
legislative and executive bodies. I have also worked in mutual cooperation and coordination with
different districts based GON headquarters, particularly with DAOs, LDOs, DPOs as well as grassroots
level urban and rural local bodies, specifically, I/NGOs, CBOs, VDCs and development partners, etc.,
while implementing different Programs/Projects at the field level throughout my tenure with previous
employers, where I actively participated as a team member for several missions, researches, supervisions,
trainings, monitoring and evaluations, needs assessments, situation analysis and many other project
related activities both for the program/technical as well as administrative/operational purposes such as
internal auditing, etc. I have successfully completed fifteen different administrative and programme
related designations covering from supportive role such as receptionist to secretarial, assistant, officer,
supervisory, consultancy, acting project coordinator and up to the executive director levels in different
periods, where I implicated from administrative/operational to program/technical roles. I have worked in
coordination and cooperation among the most backward rural communities at grassroots level including
urban population in approximately forty-five districts as well as with the district headquarters and central
Government of Nepal since 1990.

(B) Trainings and Seminars
(3) I have attended approximately forty-five short-term training courses and participated on many
learning events and opportunities, particularly on seminars and workshops in order to enhance my career
with the international organizations. Moreover, I have also actively worked as a team member through my
previous employers to provide general support and facilitate national, regional and international training
courses, seminars and workshops in the past. I have developed a reading habit of different books,
literatures and journals to make my know-how stronger, which directly contributed for my career
enhancement as well as to broaden the positive mindset in maintaining optimistic personality during
difficult circumstances in my life.
(C) Higher Education
(4) I used to regularly study various kinds of literatures in different subject matters up to 2:00-
3:00am in every day to quench my deep-rooted learning hunger from my childhood. As a result, I used to
be always the first or second boy in classes in my entire school education and class monitor to control
class-mates in case of absence of teachers, which directly contributed me to shape my nature for self-
confidence, hard working and democratic leadership qualities in my present life. As far as my
pedagogical background is concerned, I have obtained three masters degrees in the mainstream of the
business studies/management; arts/humanities; and public administration viz. (i) Masters in Business
Studies (MBS); Masters in Rural Development (MA); (iii) Masters in Public Administration (MPA).
(D) My Life’s Journey
(5) My father and mother tied social-knot in their home district in Gulmi (hilly region), which is also
my birth place, where I spent up to the age of my four years. Later on, I spent two years in Gorakhpur’s
army camp including Nicharaul in UP/Bihar of India. Moreover, I spent additional four years of my
childhood in my own hometown in Triveni Bazaar, Nawalparashi district (terai belt). Similarly, I spent
my childhood after the age of ten years in different places of Lalitpur and Kathmandu, both in rural and
urban areas of the capital, as I was grown-up in this valley from the age of ten. I migrated to Kathmandu
from my hometown when I was 10 years in 1984 and still living at the same place. I have intensively
travelled and spent quality times with the various communities, casts, creeds and religions across India
and Nepal. I have visited 45 rural and urban districts in Nepal and thoroughly travelled many parts of
Indian cities including Tibet, Thailand, Singapore and Philippines. Similarly, I have closely worked with
different nationalities of many countries with my previous employers, who are multilateral, bilateral and
unilateral organizations in developmental sector based in Kathmandu, Nepal. Subsequently, I am able to
easily understand different natives’ dialects, cultures, customs, practices and life styles among the
diversified communities in India and Nepal as well as other parts of the world as I have closely worked
with the international communities from the early teenage of my life.
(6) I, therefore, can easily mix-up with different casts, creeds, religions and ideologies. Such kind of
open mindset made me very liberal minded and respect for the co-existence of other people and
communities as nothing is above the humanitarian sentiment on this planet. I am, therefore, can easily
adopt with local situations and diversified groups of people with different values and ethos in life, which
is a basic requirement to work in a team for the client orientation in the competitive world, where
individuals may have their own varied personalities that will be the human resource assets for any
organizations, if we properly manage and mobilize them for the institutional benefit purpose.
(E) My Extra Skills
(7) I can independently support for trainings, seminars and workshops; conduct interviews; I can
draft articles, journals, reports, proposals as well as poems/songs after necessary literature review;
translate documents from Nepali to English and vice versa; delivery of lectures for students from school
to masters degree courses after proper preparation; prepare report/data presentation; focused group

discussions; coordination, liaison and other administrative as well as program related roles and
responsibilities as per organizational requirements because I can immediately update and upgrade myself
for the assigned responsibilities for my new roles.
(F) My Cumulative Experience
(8) I always tried to be a generic and accordingly groomed myself from my early childhood to be a
flexible person in my life as well as for the professional career in order to adjust with the existing
circumstances and market demand. I persistently attempted to broaden my horizons in my life and never
confined myself within a limited framework. I, therefore, have successfully worked in fifteen positions
with more than a dozen organizations and experienced job assignments both in administrative/operational
as well as program/technical fields. Moreover, being a student under multiple disciplines, particularly
three masters degree holder in the mainstream subjects on management, rural development and public
administration courses, I can work for administration, operational, finance, development, economics,
communication, coordination, reporting, planning, budgeting, socio-economic and psycho-social
developmental sectors. Furthermore, to be more specific and precise, I can independently handle the
multiple capacities in the cross-cutting sectors viz receptionist, secretary, assistant, analyst, officer,
supervisor, coordinator, specialist, manager, director, etc., which directly depends on the nature and
volume of organization, annual operational turnover and number of employees.
(G) My Working Strategies
(9) I am extremely punctual in my commitments and hardly leave the workplace until completion of
the assigned responsibilities despite working late hours and weekend. I am single so that I can spend any
hours of my personal time for the timely completion of the allocated tasks and meet the official deadlines.
I have clearly understood the value of time and priorities management in the workplace. I try my best for
the clients’ orientation, teamwork, shared organizational visions, missions and goals to achieve
institutional targets. I never compromise for the quality outputs and delivery of timely results in my
performance in modern result-based management system. As the performance based evaluation process is
the best indicator for the assessment of performance in a team. I prefer for the knowledge sharing, open
communication, flexibility and mutual respects among the team members to be a team player. I always
stress to work in a system approach for the institutional memory to enhance the sustainable development
approach as in-and-out of people is usual procedure but institutions must function permanently.
(II) INSTITUTIONAL EXPERIENCE
(H) Save the Children Norway
(10) My first professional career started at the age of early sixteen in January 1990 with Save the
Children Norway. Consequently, I always tried to groom and train myself as the competent employee to
meet the international quality outputs, which is necessary for performance based evaluation in any
international organizations. During my early teenage and younger age, I used to work for 18-19 hours
daily and used to sleep merely for 4-5 hours. I worked very hard in the office during normal official time
and side by side, I continued further education simultaneously from the night/morning school/college,
although my job and education were completely full time basis. Moreover, I used to attend several
training courses officially as well as personally to upgrade my knowledge and skills for the better
performance and upgrade the career ladders for the future. Subsequently, Save the Children Norway not
only promoted me, but also I was able to learn the human/people centric Scandinavian/Norwegian
management styles based on the human welfare, which is necessary everywhere. I was a book-worm
during my early teenage so that I could not focus in any other unproductive fields in my life. Working
with Save the Children Norway for nearly eight years supported me to understand the basic functioning of
I/NGOs and Community Based Organizations (CBOs), which is a permanent asset throughout my life to
clearly comprehend the insight of I/NGOs/CBOs operations in Nepal.

(11) I visited different projects implemented districts in Nepal during my tenure with Save the
Children Norway, which enhanced my knowledge to understand grassroots level communities in many
settlements of the nation. I started my career as a receptionist and was upgraded for the secretarial and
administrative assistant related activities, where I involved for the administrative related jobs for central
office as well as ten self-implemented programs/projects scattered in ten districts. I was involved for the
procurement, logistics, finance, store handling, records keeping, invoice inspections, vehicle and property
management, project visits for internal auditing and providing necessary supports for the program,
training and human resource departments as per necessary. Save the Children Norway groomed me and
facilitated for my human resource development since at the age of 17 in 1991, Save the Children Norway
encouraged me to enroll in the night school and financed my school education, too for an initial year.
(12) Hence, I enrolled in grade seven in a night school at Naxal, Kathmandu at the age of 17, which
runs from 5:30pm to 10:00pm every night even today. I used to return home from school at around 10:00-
11:00pm and after dining, I used to do school assignments up to 2:00-3:00am. Consequently, I was never
second even in the night school from grade seven to ten so that my school fee was waved for three years. I
completed my school leaving certificate (SLC) with the first division at the age of 21 in 1995, whereas I
was a regular employee at the age of 16 in 1990 with Save the Children Norway. It clearly indicates that
how laborious and target oriented I was during my teenage.
(13) Moreover, I completed the intermediate in commerce (I Com) from a morning college in
Pakanajol, Kathmandu, where I used to reach at 6:00am in the morning and used to join the office at
9:00am sharp in Jawalakhel. However, Social Welfare Council (SWC) issued a directive in late ninety to
all international non-governmental organizations to work through local NGOs/CBOs. Subsequently, Save
the Children Norway, including other Nepal based several INGOs, shut-down their self-implemented
programs/projects in field and initiated to work by local NGOs. Save the Children Norway, therefore, was
on the process of redundant nearly 200 employees as well as administrative staff from central office.
Subsequently, I, including other employees, explored the job in market and I was lucky enough that I
found a new job with Japan Medical Association (JMA) prior to staff restructuring process was
implemented in Redd Barna. When I was a teenage, I had heard about the hard working intrinsic nature of
Japanese people so that I also used to dream to work with Japanese communities since it could influence
my internal nature to be similar to Japanese in terms of hard work to materialize the vision. My several
years of dream eventually came true, when I joined Japanese organization and team.
(I) Japan Medical Association (JMA)
(14) My experience and know-how under Norwegian management proved very useful, while I worked
with Japan Medical Association (JMA) to implement School and Community Health Project throughout
sixteen VDCs of Kavrepalanchowk district in Nepal. I worked at the central and field offices to supervise
several project related activities and quality delivery of the services for grassroots level communities.
JMA subsequently, promoted me due to my best performance. Japanese management taught me for hard
work, quality outputs and never say no for assigned jobs, despite difficult circumstances. I was lucky
enough to directly work in program/technical team for JMA’s pilot project. I visited several districts with
Japanese experts to facilitate structured research and studies on several socio-economic sectors, in hilly
and terai districts as per instructions of Japan Medical Association’s headquarters in Tokyo, Japan. I was
able to directly interact with several urban and rural communities in Nepal. At the same time, I had
enrolled in a morning campus for my further education.
(15) However, due to several field visits, I was not able to regularly attend morning college from
6:00am-9:00am so that I realized that my education was deteriorating then past. I, therefore, explored a
new job in administration field, especially Kathmandu based, and I was lucky that I found an
administrative job, which was based in Kathmandu. However, Japan Medical Association (JMA) taught
me for hard working nature and I was able to understand programs, where I also understood Japanese
people, too.

(J) UK Government’s Department for International Development (DFID)
(16) My cumulative knowledge, skills, attitude, practices and working experience under Norwegian
and Japanese management proved a milestone in my career graph to look after the administration
department under UK Government’s Department for International Development (DFID) funded Rural
Access Program (RAP) during RAP project designing phase. I successfully facilitated for administrative
activities for two years’ RAP project design period, where I closely worked with a dozens of British
expectorates and international specialists for the rural access related project design activities. The British
management taught me for the flexible management style in the workplace. Further, I directly supported
for set-up of the new project, purchasing furniture and other required office materials to launch new
office. I contributed to develop the administrative forms and other necessary procedures from the project
inception phase. The entire project team members were newly recruited subsequently multidisciplinary
operational and program team members contributed their know-how for the smooth project operation.
After completion and submission of Nepal’s RAP project design outputs to DFID headquarters in UK, the
project bridging phase was very long due to lengthy governmental procedures, negotiations and high level
policy dialogues between Government of UK and Nepal, which took few years for finalization to initiate
project implementation phase. The UK based WSP International, Oxford Policy Management and
University of East Angelia including Switzerland based Helvetas, who had jointly worked out to design
RAP, formally decided to redundant RAP project designing team and officially closed project for design
phase. I learned bilateral working procedures fist time from DFID/RAP under the UK aid.
(K) United Nations Population Fund (UNFPA)
(17) I started a job at United Nations Population Fund (UNFPA)/Country Technical Services Team for
South and West Asia (CST for SAWA) Countries. I was fortunate to closely work with the multilateral
agency under United Nations (UN) systems and its regional and international experts, who were based in
Kathmandu. I closely worked with several expectorates of different countries and tried to understand UN
system of working procedures. However, I was in last year of my bachelor level of education and final
examination was ahead, but I had not prepared for exam so that I decided to resign from the job to
properly prepare for my graduation examination, where I succeeded to complete the bachelors in business
studies education on right time.
(L) Himalayan Broadcasting Corporation (HBC) Radio
(18) I joined radio station next day after leaving job with UNFPA/CST for SAWA Countries as the job
with radio station was not hectic as compared to UN system so that I could prepare my examination side
by side. It was my childhood dream to talk on radio since in our time television was not common as of
today. Moreover, FM radio stations were mushrooming in Kathmandu and it was an honor at that time to
work with media. However, all most all radio stations used to air commercial and entertainment related
programs, but I tried to change the market trends and focused for the production of development related
issues. My socio-economic and psycho-socio related radio programs on national burning issues were
proved most popular one among the intellectuals and academia group of listeners across the countryside.
(M) Office of the Prime Minister and Council of Ministers (PM Office)
(19) However, after working for one year, I internally realized that the national anthem and power of
words to influence the general public in a hungry stomach does not work efficiently and effectively as
there is no any precious wealth on this planet than food. I, therefore, explored the place, which could feed
me and my family because any places, where there is guarantee for the quality of livelihoods and easy life
styles are the mother land for us. I, therefore, applied for a new job and I was ultimately selected to
implement Strengthening the Office of the Prime Minister and Council of Ministers Project under the UK
Aid, where me and a Project Coordinator were only staff to complete the overall project assignments
through the UK Government’s DFID, which was a satellite project of Enabling State Program under
DFID cooperation for Nepal.

(20) My duty station was based in Office of the Prime Minister and Council of Ministers, where I
closely worked with senior level government’s beaurocrates and political appointees. At the final stage of
project completion, there was a huge political turmoil in Nepal, where seven changes of the government
in two years were taken place and then king took over for direct rule. The DFID headquarters in UK,
therefore, shutdown the project including other two governance and democracy related projects
immediately after takeover of ruling by then king in Nepal.
(N) DFID/Enabling State Program Nepal
(21) Strengthening the Office of the Prime Minister and Council of Ministers Project was a satellite
project of DFID/Enabling State Program. After shut down of the project, DFID/ESP recruited me in order
to clean-up the project activities and formally hand over the outputs to the PM Office, where my
responsibilities were to coordinate and liaison between DFID/ESP and PM Office. I was deployed at the
PM Office to represent DFID/ESP, where I was a bridging person between PM Office and DFID/ESP
senior officials until complete phase out of the project.
(O) United Nations Children Fund (UNICEF)/Regional Office for South Asia
(22) I was recruited under a special service contract in order to provide full supports for the
international level seminars/workshops and compilation of social data/information from South Asian
Countries through internet/Google. Moreover, I translated series of Government of Nepal’s policies and
social sector related documents into English to distribute them as working papers for international
participants, who were taking part as representation of specialized UN agencies from different countries.
Moreover, I supported UNICEF/ROSA’s social department for secretarial, logistical and administrative
activities to smoothly facilitate international events.
(P) United States Agency for International Development (USAID)/NDI
(23) United State Agency for International Development (USAID)/National Democratic Institute
(NDI) worked for Nepal in order to strengthen democratic process. USAID/NDI provided series of
democratic and human rights related training courses for the most senior and central committee leaders of
major political parties viz. Nepali Congress (NC), Communist Party of Nepal/United Marxist and Leninist
(CPN/UML), Rastriya Prajatantra Party (RPP) and Nepal Sadvawana Party. Moreover, USAID/NDI also
conducted a workshop for Women Member of Parliaments (MPs) from all political parties in Nepal. The
same workshop laid a foundation stone and conception for 33% women reservations in governmental
sectors in Nepal for equity and equality for all. For this purpose, all women MPs from all political parties
formed a “Women MPs Caucus” for an action plan in order to lobby and advocacy at the parliament as
well as policy formulation, which has been common agenda for all in these days. USAID/NDI had
recruited me in providing supports for training courses for major political parties and women MPs
committee formation workshop, where I worked as translator and training/workshop note taker/rappotear,
which I successfully completed. I prepared and submitted a series of reports and translated several
documents for training courses and workshop. On the same trainings and workshops, I was able to clearly
understand the functioning of major political parties in Nepal as well as status of the women MPs in the
existing political parties at that particular time.
(Q) United States Agency for International Development (USAID)/IFES
(24) USAID/International Foundation of Electoral System (IFES) was on the process of launching its
project activities in Nepal, especially on cooperation and partnership basis with the Election Commission
of Nepal. I supported to the team of American international experts as a local consultant during very
conception and inception phase to arrange necessary meetings/interactions with different stakeholders,
mainly senior government officials at GON ministries and departments, media, election commission, civil
societies, etc. Moreover, I translated relevant documents into English in to support for project inception
phase and also reported status of Nepalese politics at the time of local election during king’s direct rule.

Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 7/12)
(25) Later on, USAID/IFES had offered me for Administrative Officer job, when the project was
finally materialized, but at that specific time, I had already started a new job with JICA/Nepal Office so
that I could not accept the job offer and my relationship with IFES discontinued.
(R) Japan International Cooperation Agency (JICA)
(26) I worked with Japan International Cooperation Agency (JICA) Nepal Office to look after for the
human security of JICA staff and its volunteers, who are deployed across the countryside in multiple
sectors. I used to prepare daily, weekly and monthly reports, mainly related with security situations as
well as political issues to present for senior management on weekly basis. On the basis of my security
briefings and updates, JICA Nepal Office used to report to the Embassy of Japan and accordingly used to
issue the travel advisory and security measures for Japanese citizens based in Nepal. I also visited some
districts in order to assess the local security situations across countryside, where I used to prepare security
related reports upon consultations at districts headquarters with CDOs, DPOs, media and civil societies.
(S) Asian Development Bank (ADB)
(27) I moved to Asian Development Bank (ADB)/Nepal Residence Mission and worked for nearly
four years, where I supported administrative and operational activities. I supported several workshops,
seminars, trainings, missions for coordination and communication activities including daily clerical work
for the smooth operation of ADB/Nepal Residence Mission. I closely worked with 35 ADB funded
programs/projects and government counterparts at different ministries/departments. I also attended
training courses in ADB headquarters and participated on many online training courses under ADB
system since operational activities are under direct control by ADB headquarters. I closely worked and
politely interacted with citizens of more than 50 counties, who are employed with ADB. I clearly
understood the functioning of the multilateral organizations and I went through several literatures and
reports published by ADB on the basis of its operation across Asian countries. I highly benefitted in terms
of learning, while working with ADB. However, my job was merely for three years fixed-term basis, but
additional one year was extended for me.
(T) UNDP/MEDEP/NEDC
(28) I was working with National Entrepreneurship Development Center (NEDC); a federated apex
body of the UNDP/MEDEP and MEDPA’s fifty-three districts based partner NGOs; created and
backstopped by UNDP/Micro Enterprise Development Program (MEDEP), which is a joint initiative and
funding of United Nations Development Program (UNDP); Department of Foreign Affairs and Trade
(DFAT) under Australian Agency for International Development (AusAID) of Australian Government;
Department for International Development (DFID) of UK Government; Canadian Agency for
International Development (CIDA) of Canadian Government; New Zealand Agency for International
Development (NZAID) of New Zealand Government; and MEDEP and MEDPA Programs are executed
by Government of Nepal (GON)/Ministry of Industry.
(III) MY PERSONALITIES AND LIFE STYLES
(U) Extroverted Personality
(29) Openness: My general inherent personality traits keep on changing from extroverted to
introverted, which depends on natures and background of the target audience and subject matters for
discussions. I am a very liberal minded, democrat, independent, honest, talkative and extroverted person
and share my state of mind with the circles of influence and concern. I often trust people easily, but they
exploit my gentleness, soberness and softness for their own vested interests, which sometimes makes me
sad. I prefer simple life with the better human capital for own inner satisfaction purpose. I respect women
and men who are simple, gentle and liberal, although I prefer straight forward persona and speak of mind.
Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com
Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 8/12)
(30) However, I disgust liars, hypocrites, arrogant and sadist persons as they are good for nothing for
others since they act as the emotional terrorists for others. I am extremely transparent and I do mostly
speak-out of my mind. I am honest in dealings and do not like hanky-panky nature from others, too. I am
very much gender sensitive person and highly respect the women for their inner royal qualities.
(31) Hobbies: I review diversified literatures, especially books on philosophy, management,
spirituality, development, sociology, psychology, economics, politics and generalized news and views on
national/international issues on daily basis. I often watch movies - - documentaries, arts and commercial
films. I mostly listen all kinds of music from western to eastern. I like to travel new places with
likeminded friends for exposure from different ethnicities.
(32) Attributes: I am completely self-disciplined, self-made, self-developed and self-directed person
without guidance and mentoring from anybody in my entire life. I dreamed, visualized and worked hard
to materialize my visions, goals and aims, which made me active, laborious and confident to cope
difficult challenges and circumstances in the course of my life. On the other hand, when I was in my early
teenage and younger age, I used to work exceptionally hard both for my professional career and
education. I was able to work up to 18-19 hours daily in those struggle days and used to sleep merely 4-5
hours. Hence, I continued full time job and education simultaneously. However, when I get leisure time in
these days, particularly during weekend, I enjoy for — laying on bed; traveling around countryside;
reading newspapers; listening music; working in computer for writing something; dine delicious meals;
chatting, sharing and joking on generic issues with my family members, especially two sisters and old
mother; reviewing literature/reports; and watching latest movies/TV with family members.
(33) Strength: I am determined laborious person for my set goals, which usually makes me feel
exhausted and burnt-out. Consequently, I can hardly get pleasures from the ground reality in case of
failures in hard work. I am, however, not a perfect household manager, particularly for cooking, laundry,
ironing and other domestic work as I have never practiced such activities in my life due to sufficient love
and take care rendered by my mother/sisters, although I am organized and well managed person at home.
(34) Bad Habits: I often prefer non-veg meals (mutton/chicken/fish) that I must control as far as
possible. I am lazy person for the regular exercise, which I must improve soon. I prefer for an informal
academic knowledge sharing with the likeminded friends in different subjects, but I can hardly manage
free time for friends and social circles. Consequently, I mostly feel loneliness so that I interact with books
and media to avoid my emptiness.
(IV) MY FAMILY BACKGROUND
(V) The Community Root
(35) Aryan communities across the Indian sub-continent had migrated from present Middle East,
especially from current Persia and Iraq. Consequently, existing Brahmin/Chhetri communities, who
presently dwell throughout Nepal, arrived routed through the eastern and western parts of Indo-Nepal
boarders. Pandey community also had entered towards territory of present Nepal from Nainital, India in
approximately sixteen century and settled down in the western regions, which were different minor
kingdoms under several rulers around 240 years ago in the history of Nepal. The origin of our family
roots/forefathers is around the periphery of Palpa/Gulmi/Gorkha districts, who had served different
independent minor kingdoms and rulers across the country, particularly for the army and priest
professions, and contributed for the unification process of the present unified country.
(36) However, younger generations in the modern unified Nepal, selected several occupations and
initiated to migrate in different places all over the country and scattered around the world in search of
better livelihoods and quality of life. I, therefore, was also originally born in Gulmi, however, I was also
grown-up in different places of Nawalparashi, Lalitpur Kathmandu and some places of India, which is
part of every human being in the course of life.

(W) Social Background
(37) Regarding my social background, I am single (never married), yet; Chhetri (father Pandey and
mother Basnet); date of birth 17 April 1974; aries in western but tiger as per Chinese calendars; Kasyap
Gotra; 60 kg weight; height 5'3' with fair complexion. I am only son with two married and one single
sister including 75 years plus old mother. Our father used to be local level politician in Susta VDC during
his youth up to 1970, which is nostalgia for us in these days. On the other hand, he used to be an Indian
retired army with the pension from India and mother is housewife. They both used to live in hometown
(Tribeni Bazaar, Nawalparashi) to look after home/land and quarterly used to visit us as well as collecting
pension from Indian embassy in Kathmandu. However, our father expired in 2012 at the age of 75.
Subsequently, my old mother is currently living with us at Jawalakhel, Lalitpur. Our two older sisters
have already settled down in Kathmandu, but I and my small sister have not tied a social knot, yet.
(X) Economic Background
(38) I represent working class economy--I must work for my own as well as family members’
livelihoods. Currently, I have some hundreds of books in the name of visible property in my own name
with a four-roomed cemented home with the tropical based fruits garden in 3.5 kattha of land including
some pieces of farmland (1 hector = 1.5 bigha = 30 kattha = 20 ropani) to produce rice, wheat, maize and
cash crops in the tarai belt of Nepal--Tribeni Bazaar, which is situated at Indo-Nepal boarder, near
Bardaghat, Nawalparashi, Lumbini -- which is an outcome of purely my personal incomes! However,
three local families are looking after these properties.
(Y) Values for Life
(39) My father (Pandey Chhetri) was an Indian retired army and all my three maternal uncles (Basnet
Chhetri) also were involved for Indian army background. Moreover, our traditional family backgrounds,
both from father and mother’s side majority of young males, were conventionally implicated for Nepal
army service directly under the royal regime from several generations. Subsequently, Pandey and Basnet
are considered to be the traditional friends in Nepalese politics and they were given the title of Kaji,
which is equivalent to the ministers in the history. Moreover, then king, who unified the present Nepal,
had also encouraged his subordinates for the matrimonial relationships between Pandey and Basnet
communities at that particular time, which is in practice even today. My mother is also highly influenced
by the family roots and army backgrounds of her male family members, especially her grandparents,
father and brothers. As a result, my mother groomed me and my sisters under a strict social disciplines
and clear value systems for life. I am, therefore, self-disciplined and guided by certain core values and
norms in life - - never give up challenges, but fight for target - - due to the direct influence of the parental
army backgrounds from several generations in my family members’ blood.
(Z) My Childhood History
(40) Prior to my birth, my father was able to secure the army pension in his middle age due to a minor
injury on his hand. He had invested his life’s entire incomes in acquiring properties in Susta VDC,
Nawalparashi district, which is a conflict territory between India and Nepal even today. Moreover, then
Government of Nepal had also distributed free land to migrate hilly communities in the plain land under
fifteen resettlement programs in some terai districts in early sixty. However, my mother and her all
children were in the native district in the inherent property of our forefathers, where my sisters were
growing-up under direct mentoring of our mother. However, my father wanted additional children,
especially sons to manage his newly acquired huge chunk of land and properties in terai and also ensure
for secured future through sons during his elderly age, which is a common phenomenon in the developing
counties. Consequently, with the verbal consent of my mother, he tied a social-knot with the second wife
to produce sons and fortunately he was blessed with four additional sons from my second mother.
However, later on, I was also conceived in the womb of my mother as a second son of my father, who
contributed total nine children from two wives in the mobs of seven billion plus population on this planet.

(41) Moreover, my father was a local influential leader and an opinion former in his station during his
youth as he was a highly knowledgeable army with the pension from India including some exposures to
the outside world as compared to other villagers in those days. He was able to manage and influence the
local politics and coordinate with the district headquarters so that local illiterate people used to be his
blind flowers as he was also an affluent person in the entire Susta VDC as compared to backward people.
However, the time is the greatest decision maker in our life, which can completely alter the course of our
life, does not matter, we like it or not. The greatest natural disaster, caused by the Narayani river flood, in
early seventy in Nepal, made all dwellers of Susta VDC totally home and landless and local people
became overnight hopeless due to an unexpected will of the super natural forces. Albeit, then Government
of Nepal relocated and resettled all sufferers in different localities in Nawalparashi district, although those
unfortunate people were never able to overcome from their poverty line and the course of life of our all
family members altered forever for struggles, which reversely affected for the whole fate of mine and
other siblings as well as the same natural disaster totally changed our stations, priorities, values, life styles
and everything since we cannot go against the nature/time/God.
(a) My Struggle for Survival
(42) As a result, time-to-time, my school education used to be interrupted as I was in the economical
struggle phase from the very early childhood of my life. I supported my own living from the age of 10,
when I had independently started a tiny-shop without acquiring even a rupee seed-fund from my parents,
which makes me feel proud now. Albeit, it might be the demand of those difficult reversed circumstances
and negative fate of my own life, I went through several hardship moments caused by the financial crisis
for the survival in my life. However, I acquired a million dolor lessons to be flexible and accept the
challenges even in the reversed situations in the course of life, which is a great lesson for my entire life to
cope the difficulties until our death. A person can be better understood at the time of critical moments
since how to survive during miseries is the best education, which none of the universities can taught us.
(43) I left my hometown at the age of 10 and started to work hard for the envisioned dreams in life:
finding a source of income for livelihoods, improve the quality of life and acquire an education to use as a
means to eradicate financial hardships caused by the lack of economic resources in life, when I had
merely completed class 6 at the age of 10. However, immediately, my mother and sisters also joined me
and we collectively started a struggle for the survival at the periphery of Jawalakhel, Lalitpur district. Up
to the age of 16, my formal education was totally discontinued due to the first priority for my own as well
as family members’ livelihoods, albeit I used to self study different kinds of books for whole mid-night
on daily basis and updated knowledge about the burning issues in order to portray myself as an
intellectual for outsiders with an expectation that people will respect me, if I am knowledgeable, rational
and logical in any debates and discourses, which made a strong positive image and impacts among locals.
(44) Consequently, books and other source of knowledge/information unconsciously have became my
best friends even today so that reading habit has been converted as a part of my daily life. We are what we
repeatedly feed our minds. I have regularly fed my mind with the knowledge and information throughout
my life. I am, therefore, often able to convince most of the people through rational discussions on selected
topics. Hence, many people, who are in my close networks and social circles, enjoy my company, and
they approach me and seek for an appropriate solution of their problems, which has taught me that we
must prove our capacities in front of the people. Nobody will search you without any specific causes, but
if you are a proper solution of their problems/needs, they will definitely approach you and seek solutions
from you even at your retirement life as you are pleasure giver for them by properly mentoring people.
(45) Finally, my mother and father happily reunited after few years of physical separation in exploring
the better economy for quality of life. After a decade of my career, I constructed a home and purchased a
piece of land for them in my hometown so that both my parents were satisfactorily living together in their
elderly age. However, the nature is the only biggest decision maker of our fate. My father expired due to
asthma at the age of seventy-five in 2012, despite better medical efforts to save him.

(46) I have realized that visible properties and momentary achievements, which we consider as the
goals in our life is simply an illusion and mirage on our minds, but natural truth is the only reality for all
creatures including human being on this planet. We must survive happily for the fullest life until the
mother nature asks us to leave this planet. But, the greatest war in this world is the war within us since
everything is within our minds.
(V) SUPPLEMENTARY ANNEXES
Appendix (A) The Ultimate Truth of Life
(47) I reached to the east and I reached to the west. I reached everywhere for the sake of survival.
When I reviewed my life at a point of time; suddenly, I realized where I have exactly reached, at last.
When I used to dream during my innocent childhood; when I was on unconditional love with my near one
and the dear one; when I was in a total freedom of choice amid the nature; I naively used to thought, oh,
life is really a heaven. But, when the course of my life changed; when I felt extreme lonely among the
mob of the people; I thought, I had had acquired everything; but, what exactly I have acquired in my real
life. I was merely survived for an elusive life. I have lost several things in my life. I have lost inner peace
and the happiness of my soul.
(48) My precious onetime life has been vanished into the illusion. For the sake of running behind the
mirage, but to get nothing. I have lost everything, which my life had naturally given to me. I have
completely forgotten to happily survive my life. As I have unnecessarily worried and focused to learn
how to survive. I don't know where my natural happiness has gone, forever. I have totally forgotten to
laugh and smile. While running for the sake of getting physical comforts; I have completely forgotten to
live my natural real life. I might have been noticed as an achiever for the outsiders; others might have
considered me as a great persona. But, while I thoroughly scrutinized myself from the bottom of my soul,
suddenly, I realized: what I have exactly achieved in the total race of my life? And, where I have
eventually reached in the course of my life because life is simply an illusion and we all are running
behind the mirage that we never get.
Appendix (B) The Eventual Destination in Life
(49) Why do you worry without cause? Whom do you fear without reason? Who can kill you? The
soul is neither born, nor does it die. Whatever happened, happened for good; whatever is happening, is
happening for good; whatever will happen, will also happen for good. You need not have any regrets for
the past. You need not worry for the future. The present is happening now. What did you lose that you cry
about? What did you bring with you, which you think you have lost? What did you produce, which you
think got destroyed? You did not bring anything - - whatever you have, you received from here. Whatever
you have given, you have given only here.
(50) Whatever you took, you took from God/super natural forces. Whatever you gave, you gave to
him/her. You came an empty handed, you will leave empty handed, too. What is yours today, belonged to
someone else yesterday, and will belong to someone else the day after tomorrow. You are mistakenly
enjoying the thought that this is yours. It is this false happiness that is the cause of your sorrows. Change
is law of the universe. What you think of as death, is indeed life. In one instance, you can be a millionaire,
and in other instance you can be steeped in poverty. Yours and mine, big and small - - erase these ideas
from your mind.
(51) Then everything is yours and you belong to everyone. This body is not yours, neither are you of
the body. The body is made of fire, water, air, earth and ether, and will disappear into these elements. But
the soul is permanent: so who are you? Dedicate your being to God. S/he is the one to be ultimately relied
upon. Those who know of his support are forever free from fear, worry and sorrow. Whatever you do, do
it as a dedication to God. This will bring you the tremendous experience of joy and life-freedom forever.

Moreover, I was working with National Entrepreneurship Development Center (NEDC); a federated apex body of UNDP/MEDEP and MEDPA’s fifty-three district based partner NGOs; created and backstopped by UNDP/Micro Enterprise Development Program (MEDEP), which is a joint initiative and funding of United Nations Development Program (UNDP); Department of Foreign Affairs and Trade (DFAT) under Australian Agency for International Development (AusAID) of Australian Government; Department for International Development (DFID) of the UK Government; Canadian Agency for International Development (CIDA) of Canadian Government; New Zealand Agency for International Development (NZAID) of New Zealand Government; and MEDEP and MEDPA Programs/Projects are executed by Government of Nepal (GON)/Ministry of Industry. (2) I have involved in more than a dozen of the international organizations during more than two decades of my progressive professional careers, covering multilateral (UN Agencies - -UNFPA and UNICEF Regional Offices, ADB Nepal Residence Mission); bilateral (JICA Nepal Office); unilateral (Japan Medical Association); international non-governmental organization (Save the Children-Norway); private sector (HBC Radio); and bilateral and multilateral donors funded Programs/Projects under the UK Government’s DFID and American Government’s USAID cooperation including UNDP/MEDED funded NEDC. Moreover, I feel proud as my duty station was at the Office of the Prime Minister and Council of Ministers at the PM Office of Nepal in order to implement the Strengthening the Office of the Prime Minister and Council of Ministers Project under the UK Aid through DFID. I am, therefore, able to understand the governmental working procedures and practices at the central level, where I worked in a close coordination with GON’s line ministries and departments as well as commissions, judiciary, legislative and executive bodies. I have also worked in mutual cooperation and coordination with different districts based GON headquarters, particularly with DAOs, LDOs, DPOs as well as grassroots level urban and rural local bodies, specifically, I/NGOs, CBOs, VDCs and development partners, etc., while implementing different Programs/Projects at the field level throughout my tenure with previous employers, where I actively participated as a team member for several missions, researches, supervisions, trainings, monitoring and evaluations, needs assessments, situation analysis and many other project related activities both for the program/technical as well as administrative/operational purposes such as internal auditing, etc. I have successfully completed fifteen different administrative and programme related designations covering from supportive role such as receptionist to secretarial, assistant, officer, supervisory, consultancy, acting project coordinator and up to the executive director levels in different periods, where I implicated from administrative/operational to program/technical roles. I have worked in coordination and cooperation among the most backward rural communities at grassroots level including urban population in approximately forty-five districts as well as with the district headquarters and central Government of Nepal since 1990.
  • 2. Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 2/12) (B) Trainings and Seminars (3) I have attended approximately forty-five short-term training courses and participated on many learning events and opportunities, particularly on seminars and workshops in order to enhance my career with the international organizations. Moreover, I have also actively worked as a team member through my previous employers to provide general support and facilitate national, regional and international training courses, seminars and workshops in the past. I have developed a reading habit of different books, literatures and journals to make my know-how stronger, which directly contributed for my career enhancement as well as to broaden the positive mindset in maintaining optimistic personality during difficult circumstances in my life. (C) Higher Education (4) I used to regularly study various kinds of literatures in different subject matters up to 2:00- 3:00am in every day to quench my deep-rooted learning hunger from my childhood. As a result, I used to be always the first or second boy in classes in my entire school education and class monitor to control class-mates in case of absence of teachers, which directly contributed me to shape my nature for self- confidence, hard working and democratic leadership qualities in my present life. As far as my pedagogical background is concerned, I have obtained three masters degrees in the mainstream of the business studies/management; arts/humanities; and public administration viz. (i) Masters in Business Studies (MBS); Masters in Rural Development (MA); (iii) Masters in Public Administration (MPA). (D) My Life’s Journey (5) My father and mother tied social-knot in their home district in Gulmi (hilly region), which is also my birth place, where I spent up to the age of my four years. Later on, I spent two years in Gorakhpur’s army camp including Nicharaul in UP/Bihar of India. Moreover, I spent additional four years of my childhood in my own hometown in Triveni Bazaar, Nawalparashi district (terai belt). Similarly, I spent my childhood after the age of ten years in different places of Lalitpur and Kathmandu, both in rural and urban areas of the capital, as I was grown-up in this valley from the age of ten. I migrated to Kathmandu from my hometown when I was 10 years in 1984 and still living at the same place. I have intensively travelled and spent quality times with the various communities, casts, creeds and religions across India and Nepal. I have visited 45 rural and urban districts in Nepal and thoroughly travelled many parts of Indian cities including Tibet, Thailand, Singapore and Philippines. Similarly, I have closely worked with different nationalities of many countries with my previous employers, who are multilateral, bilateral and unilateral organizations in developmental sector based in Kathmandu, Nepal. Subsequently, I am able to easily understand different natives’ dialects, cultures, customs, practices and life styles among the diversified communities in India and Nepal as well as other parts of the world as I have closely worked with the international communities from the early teenage of my life. (6) I, therefore, can easily mix-up with different casts, creeds, religions and ideologies. Such kind of open mindset made me very liberal minded and respect for the co-existence of other people and communities as nothing is above the humanitarian sentiment on this planet. I am, therefore, can easily adopt with local situations and diversified groups of people with different values and ethos in life, which is a basic requirement to work in a team for the client orientation in the competitive world, where individuals may have their own varied personalities that will be the human resource assets for any organizations, if we properly manage and mobilize them for the institutional benefit purpose. (E) My Extra Skills (7) I can independently support for trainings, seminars and workshops; conduct interviews; I can draft articles, journals, reports, proposals as well as poems/songs after necessary literature review; translate documents from Nepali to English and vice versa; delivery of lectures for students from school to masters degree courses after proper preparation; prepare report/data presentation; focused group
  • 3. Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 3/12) discussions; coordination, liaison and other administrative as well as program related roles and responsibilities as per organizational requirements because I can immediately update and upgrade myself for the assigned responsibilities for my new roles. (F) My Cumulative Experience (8) I always tried to be a generic and accordingly groomed myself from my early childhood to be a flexible person in my life as well as for the professional career in order to adjust with the existing circumstances and market demand. I persistently attempted to broaden my horizons in my life and never confined myself within a limited framework. I, therefore, have successfully worked in fifteen positions with more than a dozen organizations and experienced job assignments both in administrative/operational as well as program/technical fields. Moreover, being a student under multiple disciplines, particularly three masters degree holder in the mainstream subjects on management, rural development and public administration courses, I can work for administration, operational, finance, development, economics, communication, coordination, reporting, planning, budgeting, socio-economic and psycho-social developmental sectors. Furthermore, to be more specific and precise, I can independently handle the multiple capacities in the cross-cutting sectors viz receptionist, secretary, assistant, analyst, officer, supervisor, coordinator, specialist, manager, director, etc., which directly depends on the nature and volume of organization, annual operational turnover and number of employees. (G) My Working Strategies (9) I am extremely punctual in my commitments and hardly leave the workplace until completion of the assigned responsibilities despite working late hours and weekend. I am single so that I can spend any hours of my personal time for the timely completion of the allocated tasks and meet the official deadlines. I have clearly understood the value of time and priorities management in the workplace. I try my best for the clients’ orientation, teamwork, shared organizational visions, missions and goals to achieve institutional targets. I never compromise for the quality outputs and delivery of timely results in my performance in modern result-based management system. As the performance based evaluation process is the best indicator for the assessment of performance in a team. I prefer for the knowledge sharing, open communication, flexibility and mutual respects among the team members to be a team player. I always stress to work in a system approach for the institutional memory to enhance the sustainable development approach as in-and-out of people is usual procedure but institutions must function permanently. (II) INSTITUTIONAL EXPERIENCE (H) Save the Children Norway (10) My first professional career started at the age of early sixteen in January 1990 with Save the Children Norway. Consequently, I always tried to groom and train myself as the competent employee to meet the international quality outputs, which is necessary for performance based evaluation in any international organizations. During my early teenage and younger age, I used to work for 18-19 hours daily and used to sleep merely for 4-5 hours. I worked very hard in the office during normal official time and side by side, I continued further education simultaneously from the night/morning school/college, although my job and education were completely full time basis. Moreover, I used to attend several training courses officially as well as personally to upgrade my knowledge and skills for the better performance and upgrade the career ladders for the future. Subsequently, Save the Children Norway not only promoted me, but also I was able to learn the human/people centric Scandinavian/Norwegian management styles based on the human welfare, which is necessary everywhere. I was a book-worm during my early teenage so that I could not focus in any other unproductive fields in my life. Working with Save the Children Norway for nearly eight years supported me to understand the basic functioning of I/NGOs and Community Based Organizations (CBOs), which is a permanent asset throughout my life to clearly comprehend the insight of I/NGOs/CBOs operations in Nepal.
  • 4. Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 4/12) (11) I visited different projects implemented districts in Nepal during my tenure with Save the Children Norway, which enhanced my knowledge to understand grassroots level communities in many settlements of the nation. I started my career as a receptionist and was upgraded for the secretarial and administrative assistant related activities, where I involved for the administrative related jobs for central office as well as ten self-implemented programs/projects scattered in ten districts. I was involved for the procurement, logistics, finance, store handling, records keeping, invoice inspections, vehicle and property management, project visits for internal auditing and providing necessary supports for the program, training and human resource departments as per necessary. Save the Children Norway groomed me and facilitated for my human resource development since at the age of 17 in 1991, Save the Children Norway encouraged me to enroll in the night school and financed my school education, too for an initial year. (12) Hence, I enrolled in grade seven in a night school at Naxal, Kathmandu at the age of 17, which runs from 5:30pm to 10:00pm every night even today. I used to return home from school at around 10:00- 11:00pm and after dining, I used to do school assignments up to 2:00-3:00am. Consequently, I was never second even in the night school from grade seven to ten so that my school fee was waved for three years. I completed my school leaving certificate (SLC) with the first division at the age of 21 in 1995, whereas I was a regular employee at the age of 16 in 1990 with Save the Children Norway. It clearly indicates that how laborious and target oriented I was during my teenage. (13) Moreover, I completed the intermediate in commerce (I Com) from a morning college in Pakanajol, Kathmandu, where I used to reach at 6:00am in the morning and used to join the office at 9:00am sharp in Jawalakhel. However, Social Welfare Council (SWC) issued a directive in late ninety to all international non-governmental organizations to work through local NGOs/CBOs. Subsequently, Save the Children Norway, including other Nepal based several INGOs, shut-down their self-implemented programs/projects in field and initiated to work by local NGOs. Save the Children Norway, therefore, was on the process of redundant nearly 200 employees as well as administrative staff from central office. Subsequently, I, including other employees, explored the job in market and I was lucky enough that I found a new job with Japan Medical Association (JMA) prior to staff restructuring process was implemented in Redd Barna. When I was a teenage, I had heard about the hard working intrinsic nature of Japanese people so that I also used to dream to work with Japanese communities since it could influence my internal nature to be similar to Japanese in terms of hard work to materialize the vision. My several years of dream eventually came true, when I joined Japanese organization and team. (I) Japan Medical Association (JMA) (14) My experience and know-how under Norwegian management proved very useful, while I worked with Japan Medical Association (JMA) to implement School and Community Health Project throughout sixteen VDCs of Kavrepalanchowk district in Nepal. I worked at the central and field offices to supervise several project related activities and quality delivery of the services for grassroots level communities. JMA subsequently, promoted me due to my best performance. Japanese management taught me for hard work, quality outputs and never say no for assigned jobs, despite difficult circumstances. I was lucky enough to directly work in program/technical team for JMA’s pilot project. I visited several districts with Japanese experts to facilitate structured research and studies on several socio-economic sectors, in hilly and terai districts as per instructions of Japan Medical Association’s headquarters in Tokyo, Japan. I was able to directly interact with several urban and rural communities in Nepal. At the same time, I had enrolled in a morning campus for my further education. (15) However, due to several field visits, I was not able to regularly attend morning college from 6:00am-9:00am so that I realized that my education was deteriorating then past. I, therefore, explored a new job in administration field, especially Kathmandu based, and I was lucky that I found an administrative job, which was based in Kathmandu. However, Japan Medical Association (JMA) taught me for hard working nature and I was able to understand programs, where I also understood Japanese people, too.
  • 5. Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 5/12) (J) UK Government’s Department for International Development (DFID) (16) My cumulative knowledge, skills, attitude, practices and working experience under Norwegian and Japanese management proved a milestone in my career graph to look after the administration department under UK Government’s Department for International Development (DFID) funded Rural Access Program (RAP) during RAP project designing phase. I successfully facilitated for administrative activities for two years’ RAP project design period, where I closely worked with a dozens of British expectorates and international specialists for the rural access related project design activities. The British management taught me for the flexible management style in the workplace. Further, I directly supported for set-up of the new project, purchasing furniture and other required office materials to launch new office. I contributed to develop the administrative forms and other necessary procedures from the project inception phase. The entire project team members were newly recruited subsequently multidisciplinary operational and program team members contributed their know-how for the smooth project operation. After completion and submission of Nepal’s RAP project design outputs to DFID headquarters in UK, the project bridging phase was very long due to lengthy governmental procedures, negotiations and high level policy dialogues between Government of UK and Nepal, which took few years for finalization to initiate project implementation phase. The UK based WSP International, Oxford Policy Management and University of East Angelia including Switzerland based Helvetas, who had jointly worked out to design RAP, formally decided to redundant RAP project designing team and officially closed project for design phase. I learned bilateral working procedures fist time from DFID/RAP under the UK aid. (K) United Nations Population Fund (UNFPA) (17) I started a job at United Nations Population Fund (UNFPA)/Country Technical Services Team for South and West Asia (CST for SAWA) Countries. I was fortunate to closely work with the multilateral agency under United Nations (UN) systems and its regional and international experts, who were based in Kathmandu. I closely worked with several expectorates of different countries and tried to understand UN system of working procedures. However, I was in last year of my bachelor level of education and final examination was ahead, but I had not prepared for exam so that I decided to resign from the job to properly prepare for my graduation examination, where I succeeded to complete the bachelors in business studies education on right time. (L) Himalayan Broadcasting Corporation (HBC) Radio (18) I joined radio station next day after leaving job with UNFPA/CST for SAWA Countries as the job with radio station was not hectic as compared to UN system so that I could prepare my examination side by side. It was my childhood dream to talk on radio since in our time television was not common as of today. Moreover, FM radio stations were mushrooming in Kathmandu and it was an honor at that time to work with media. However, all most all radio stations used to air commercial and entertainment related programs, but I tried to change the market trends and focused for the production of development related issues. My socio-economic and psycho-socio related radio programs on national burning issues were proved most popular one among the intellectuals and academia group of listeners across the countryside. (M) Office of the Prime Minister and Council of Ministers (PM Office) (19) However, after working for one year, I internally realized that the national anthem and power of words to influence the general public in a hungry stomach does not work efficiently and effectively as there is no any precious wealth on this planet than food. I, therefore, explored the place, which could feed me and my family because any places, where there is guarantee for the quality of livelihoods and easy life styles are the mother land for us. I, therefore, applied for a new job and I was ultimately selected to implement Strengthening the Office of the Prime Minister and Council of Ministers Project under the UK Aid, where me and a Project Coordinator were only staff to complete the overall project assignments through the UK Government’s DFID, which was a satellite project of Enabling State Program under DFID cooperation for Nepal.
  • 6. Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 6/12) (20) My duty station was based in Office of the Prime Minister and Council of Ministers, where I closely worked with senior level government’s beaurocrates and political appointees. At the final stage of project completion, there was a huge political turmoil in Nepal, where seven changes of the government in two years were taken place and then king took over for direct rule. The DFID headquarters in UK, therefore, shutdown the project including other two governance and democracy related projects immediately after takeover of ruling by then king in Nepal. (N) DFID/Enabling State Program Nepal (21) Strengthening the Office of the Prime Minister and Council of Ministers Project was a satellite project of DFID/Enabling State Program. After shut down of the project, DFID/ESP recruited me in order to clean-up the project activities and formally hand over the outputs to the PM Office, where my responsibilities were to coordinate and liaison between DFID/ESP and PM Office. I was deployed at the PM Office to represent DFID/ESP, where I was a bridging person between PM Office and DFID/ESP senior officials until complete phase out of the project. (O) United Nations Children Fund (UNICEF)/Regional Office for South Asia (22) I was recruited under a special service contract in order to provide full supports for the international level seminars/workshops and compilation of social data/information from South Asian Countries through internet/Google. Moreover, I translated series of Government of Nepal’s policies and social sector related documents into English to distribute them as working papers for international participants, who were taking part as representation of specialized UN agencies from different countries. Moreover, I supported UNICEF/ROSA’s social department for secretarial, logistical and administrative activities to smoothly facilitate international events. (P) United States Agency for International Development (USAID)/NDI (23) United State Agency for International Development (USAID)/National Democratic Institute (NDI) worked for Nepal in order to strengthen democratic process. USAID/NDI provided series of democratic and human rights related training courses for the most senior and central committee leaders of major political parties viz. Nepali Congress (NC), Communist Party of Nepal/United Marxist and Leninist (CPN/UML), Rastriya Prajatantra Party (RPP) and Nepal Sadvawana Party. Moreover, USAID/NDI also conducted a workshop for Women Member of Parliaments (MPs) from all political parties in Nepal. The same workshop laid a foundation stone and conception for 33% women reservations in governmental sectors in Nepal for equity and equality for all. For this purpose, all women MPs from all political parties formed a “Women MPs Caucus” for an action plan in order to lobby and advocacy at the parliament as well as policy formulation, which has been common agenda for all in these days. USAID/NDI had recruited me in providing supports for training courses for major political parties and women MPs committee formation workshop, where I worked as translator and training/workshop note taker/rappotear, which I successfully completed. I prepared and submitted a series of reports and translated several documents for training courses and workshop. On the same trainings and workshops, I was able to clearly understand the functioning of major political parties in Nepal as well as status of the women MPs in the existing political parties at that particular time. (Q) United States Agency for International Development (USAID)/IFES (24) USAID/International Foundation of Electoral System (IFES) was on the process of launching its project activities in Nepal, especially on cooperation and partnership basis with the Election Commission of Nepal. I supported to the team of American international experts as a local consultant during very conception and inception phase to arrange necessary meetings/interactions with different stakeholders, mainly senior government officials at GON ministries and departments, media, election commission, civil societies, etc. Moreover, I translated relevant documents into English in to support for project inception phase and also reported status of Nepalese politics at the time of local election during king’s direct rule.

(R) Japan International Cooperation Agency (JICA) (26) I worked with Japan International Cooperation Agency (JICA) Nepal Office to look after for the human security of JICA staff and its volunteers, who are deployed across the countryside in multiple sectors. I used to prepare daily, weekly and monthly reports, mainly related with security situations as well as political issues to present for senior management on weekly basis. On the basis of my security briefings and updates, JICA Nepal Office used to report to the Embassy of Japan and accordingly used to issue the travel advisory and security measures for Japanese citizens based in Nepal. I also visited some districts in order to assess the local security situations across countryside, where I used to prepare security related reports upon consultations at districts headquarters with CDOs, DPOs, media and civil societies. (S) Asian Development Bank (ADB) (27) I moved to Asian Development Bank (ADB)/Nepal Residence Mission and worked for nearly four years, where I supported administrative and operational activities. I supported several workshops, seminars, trainings, missions for coordination and communication activities including daily clerical work for the smooth operation of ADB/Nepal Residence Mission. I closely worked with 35 ADB funded programs/projects and government counterparts at different ministries/departments. I also attended training courses in ADB headquarters and participated on many online training courses under ADB system since operational activities are under direct control by ADB headquarters. I closely worked and politely interacted with citizens of more than 50 counties, who are employed with ADB. I clearly understood the functioning of the multilateral organizations and I went through several literatures and reports published by ADB on the basis of its operation across Asian countries. I highly benefitted in terms of learning, while working with ADB. However, my job was merely for three years fixed-term basis, but additional one year was extended for me. (T) UNDP/MEDEP/NEDC (28) I was working with National Entrepreneurship Development Center (NEDC); a federated apex body of the UNDP/MEDEP and MEDPA’s fifty-three districts based partner NGOs; created and backstopped by UNDP/Micro Enterprise Development Program (MEDEP), which is a joint initiative and funding of United Nations Development Program (UNDP); Department of Foreign Affairs and Trade (DFAT) under Australian Agency for International Development (AusAID) of Australian Government; Department for International Development (DFID) of UK Government; Canadian Agency for International Development (CIDA) of Canadian Government; New Zealand Agency for International Development (NZAID) of New Zealand Government; and MEDEP and MEDPA Programs are executed by Government of Nepal (GON)/Ministry of Industry. (III) MY PERSONALITIES AND LIFE STYLES (U) Extroverted Personality (29) Openness: My general inherent personality traits keep on changing from extroverted to introverted, which depends on natures and background of the target audience and subject matters for discussions. I am a very liberal minded, democrat, independent, honest, talkative and extroverted person and share my state of mind with the circles of influence and concern. I often trust people easily, but they exploit my gentleness, soberness and softness for their own vested interests, which sometimes makes me sad. I prefer simple life with the better human capital for own inner satisfaction purpose. I respect women and men who are simple, gentle and liberal, although I prefer straight forward persona and speak of mind.

I am extremely transparent and I do mostly speak-out of my mind. I am honest in dealings and do not like hanky-panky nature from others, too. I am very much gender sensitive person and highly respect the women for their inner royal qualities. (31) Hobbies: I review diversified literatures, especially books on philosophy, management, spirituality, development, sociology, psychology, economics, politics and generalized news and views on national/international issues on daily basis. I often watch movies - - documentaries, arts and commercial films. I mostly listen all kinds of music from western to eastern. I like to travel new places with likeminded friends for exposure from different ethnicities. (32) Attributes: I am completely self-disciplined, self-made, self-developed and self-directed person without guidance and mentoring from anybody in my entire life. I dreamed, visualized and worked hard to materialize my visions, goals and aims, which made me active, laborious and confident to cope difficult challenges and circumstances in the course of my life. On the other hand, when I was in my early teenage and younger age, I used to work exceptionally hard both for my professional career and education. I was able to work up to 18-19 hours daily in those struggle days and used to sleep merely 4-5 hours. Hence, I continued full time job and education simultaneously. However, when I get leisure time in these days, particularly during weekend, I enjoy for — laying on bed; traveling around countryside; reading newspapers; listening music; working in computer for writing something; dine delicious meals; chatting, sharing and joking on generic issues with my family members, especially two sisters and old mother; reviewing literature/reports; and watching latest movies/TV with family members. (33) Strength: I am determined laborious person for my set goals, which usually makes me feel exhausted and burnt-out. Consequently, I can hardly get pleasures from the ground reality in case of failures in hard work. I am, however, not a perfect household manager, particularly for cooking, laundry, ironing and other domestic work as I have never practiced such activities in my life due to sufficient love and take care rendered by my mother/sisters, although I am organized and well managed person at home. (34) Bad Habits: I often prefer non-veg meals (mutton/chicken/fish) that I must control as far as possible. I am lazy person for the regular exercise, which I must improve soon. I prefer for an informal academic knowledge sharing with the likeminded friends in different subjects, but I can hardly manage free time for friends and social circles. Consequently, I mostly feel loneliness so that I interact with books and media to avoid my emptiness. (IV) MY FAMILY BACKGROUND (V) The Community Root (35) Aryan communities across the Indian sub-continent had migrated from present Middle East, especially from current Persia and Iraq. Consequently, existing Brahmin/Chhetri communities, who presently dwell throughout Nepal, arrived routed through the eastern and western parts of Indo-Nepal boarders. Pandey community also had entered towards territory of present Nepal from Nainital, India in approximately sixteen century and settled down in the western regions, which were different minor kingdoms under several rulers around 240 years ago in the history of Nepal. The origin of our family roots/forefathers is around the periphery of Palpa/Gulmi/Gorkha districts, who had served different independent minor kingdoms and rulers across the country, particularly for the army and priest professions, and contributed for the unification process of the present unified country. (36) However, younger generations in the modern unified Nepal, selected several occupations and initiated to migrate in different places all over the country and scattered around the world in search of better livelihoods and quality of life. I, therefore, was also originally born in Gulmi, however, I was also grown-up in different places of Nawalparashi, Lalitpur Kathmandu and some places of India, which is part of every human being in the course of life.

I am only son with two married and one single sister including 75 years plus old mother. Our father used to be local level politician in Susta VDC during his youth up to 1970, which is nostalgia for us in these days. On the other hand, he used to be an Indian retired army with the pension from India and mother is housewife. They both used to live in hometown (Tribeni Bazaar, Nawalparashi) to look after home/land and quarterly used to visit us as well as collecting pension from Indian embassy in Kathmandu. However, our father expired in 2012 at the age of 75. Subsequently, my old mother is currently living with us at Jawalakhel, Lalitpur. Our two older sisters have already settled down in Kathmandu, but I and my small sister have not tied a social knot, yet. (X) Economic Background (38) I represent working class economy--I must work for my own as well as family members’ livelihoods. Currently, I have some hundreds of books in the name of visible property in my own name with a four-roomed cemented home with the tropical based fruits garden in 3.5 kattha of land including some pieces of farmland (1 hector = 1.5 bigha = 30 kattha = 20 ropani) to produce rice, wheat, maize and cash crops in the tarai belt of Nepal--Tribeni Bazaar, which is situated at Indo-Nepal boarder, near Bardaghat, Nawalparashi, Lumbini -- which is an outcome of purely my personal incomes! However, three local families are looking after these properties. (Y) Values for Life (39) My father (Pandey Chhetri) was an Indian retired army and all my three maternal uncles (Basnet Chhetri) also were involved for Indian army background. Moreover, our traditional family backgrounds, both from father and mother’s side majority of young males, were conventionally implicated for Nepal army service directly under the royal regime from several generations. Subsequently, Pandey and Basnet are considered to be the traditional friends in Nepalese politics and they were given the title of Kaji, which is equivalent to the ministers in the history. Moreover, then king, who unified the present Nepal, had also encouraged his subordinates for the matrimonial relationships between Pandey and Basnet communities at that particular time, which is in practice even today. My mother is also highly influenced by the family roots and army backgrounds of her male family members, especially her grandparents, father and brothers. As a result, my mother groomed me and my sisters under a strict social disciplines and clear value systems for life. I am, therefore, self-disciplined and guided by certain core values and norms in life - - never give up challenges, but fight for target - - due to the direct influence of the parental army backgrounds from several generations in my family members’ blood. (Z) My Childhood History (40) Prior to my birth, my father was able to secure the army pension in his middle age due to a minor injury on his hand. He had invested his life’s entire incomes in acquiring properties in Susta VDC, Nawalparashi district, which is a conflict territory between India and Nepal even today. Moreover, then Government of Nepal had also distributed free land to migrate hilly communities in the plain land under fifteen resettlement programs in some terai districts in early sixty. However, my mother and her all children were in the native district in the inherent property of our forefathers, where my sisters were growing-up under direct mentoring of our mother. However, my father wanted additional children, especially sons to manage his newly acquired huge chunk of land and properties in terai and also ensure for secured future through sons during his elderly age, which is a common phenomenon in the developing counties. Consequently, with the verbal consent of my mother, he tied a social-knot with the second wife to produce sons and fortunately he was blessed with four additional sons from my second mother. However, later on, I was also conceived in the womb of my mother as a second son of my father, who contributed total nine children from two wives in the mobs of seven billion plus population on this planet.

He was able to manage and influence the local politics and coordinate with the district headquarters so that local illiterate people used to be his blind flowers as he was also an affluent person in the entire Susta VDC as compared to backward people. However, the time is the greatest decision maker in our life, which can completely alter the course of our life, does not matter, we like it or not. The greatest natural disaster, caused by the Narayani river flood, in early seventy in Nepal, made all dwellers of Susta VDC totally home and landless and local people became overnight hopeless due to an unexpected will of the super natural forces. Albeit, then Government of Nepal relocated and resettled all sufferers in different localities in Nawalparashi district, although those unfortunate people were never able to overcome from their poverty line and the course of life of our all family members altered forever for struggles, which reversely affected for the whole fate of mine and other siblings as well as the same natural disaster totally changed our stations, priorities, values, life styles and everything since we cannot go against the nature/time/God. (a) My Struggle for Survival (42) As a result, time-to-time, my school education used to be interrupted as I was in the economical struggle phase from the very early childhood of my life. I supported my own living from the age of 10, when I had independently started a tiny-shop without acquiring even a rupee seed-fund from my parents, which makes me feel proud now. Albeit, it might be the demand of those difficult reversed circumstances and negative fate of my own life, I went through several hardship moments caused by the financial crisis for the survival in my life. However, I acquired a million dolor lessons to be flexible and accept the challenges even in the reversed situations in the course of life, which is a great lesson for my entire life to cope the difficulties until our death. A person can be better understood at the time of critical moments since how to survive during miseries is the best education, which none of the universities can taught us. (43) I left my hometown at the age of 10 and started to work hard for the envisioned dreams in life: finding a source of income for livelihoods, improve the quality of life and acquire an education to use as a means to eradicate financial hardships caused by the lack of economic resources in life, when I had merely completed class 6 at the age of 10. However, immediately, my mother and sisters also joined me and we collectively started a struggle for the survival at the periphery of Jawalakhel, Lalitpur district. Up to the age of 16, my formal education was totally discontinued due to the first priority for my own as well as family members’ livelihoods, albeit I used to self study different kinds of books for whole mid-night on daily basis and updated knowledge about the burning issues in order to portray myself as an intellectual for outsiders with an expectation that people will respect me, if I am knowledgeable, rational and logical in any debates and discourses, which made a strong positive image and impacts among locals. (44) Consequently, books and other source of knowledge/information unconsciously have became my best friends even today so that reading habit has been converted as a part of my daily life. We are what we repeatedly feed our minds. I have regularly fed my mind with the knowledge and information throughout my life. I am, therefore, often able to convince most of the people through rational discussions on selected topics. Hence, many people, who are in my close networks and social circles, enjoy my company, and they approach me and seek for an appropriate solution of their problems, which has taught me that we must prove our capacities in front of the people. Nobody will search you without any specific causes, but if you are a proper solution of their problems/needs, they will definitely approach you and seek solutions from you even at your retirement life as you are pleasure giver for them by properly mentoring people. (45) Finally, my mother and father happily reunited after few years of physical separation in exploring the better economy for quality of life. After a decade of my career, I constructed a home and purchased a piece of land for them in my hometown so that both my parents were satisfactorily living together in their elderly age. However, the nature is the only biggest decision maker of our fate. My father expired due to asthma at the age of seventy-five in 2012, despite better medical efforts to save him.

Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, rajkpandey2000@yahoo.com, rajkpandey2000@hotmail.com Raj K Pandey, GPO Box: 19862, Kathmandu, Nepal, Mobile: (977-01) 98510 86884/9841 813529, (Page 11/12) (46) I have realized that visible properties and momentary achievements, which we consider as the goals in our life is simply an illusion and mirage on our minds, but natural truth is the only reality for all creatures including human being on this planet. We must survive happily for the fullest life until the mother nature asks us to leave this planet. But, the greatest war in this world is the war within us since everything is within our minds. (V) SUPPLEMENTARY ANNEXES Appendix (A) The Ultimate Truth of Life (47) I reached to the east and I reached to the west. I reached everywhere for the sake of survival. When I reviewed my life at a point of time; suddenly, I realized where I have exactly reached, at last. When I used to dream during my innocent childhood; when I was on unconditional love with my near one and the dear one; when I was in a total freedom of choice amid the nature; I naively used to thought, oh, life is really a heaven. But, when the course of my life changed; when I felt extreme lonely among the mob of the people; I thought, I had had acquired everything; but, what exactly I have acquired in my real life. I was merely survived for an elusive life. I have lost several things in my life. I have lost inner peace and the happiness of my soul. (48) My precious onetime life has been vanished into the illusion. For the sake of running behind the mirage, but to get nothing. I have lost everything, which my life had naturally given to me. I have completely forgotten to happily survive my life. As I have unnecessarily worried and focused to learn how to survive. I don't know where my natural happiness has gone, forever. I have totally forgotten to laugh and smile. While running for the sake of getting physical comforts; I have completely forgotten to live my natural real life. I might have been noticed as an achiever for the outsiders; others might have considered me as a great persona. But, while I thoroughly scrutinized myself from the bottom of my soul, suddenly, I realized: what I have exactly achieved in the total race of my life? And, where I have eventually reached in the course of my life because life is simply an illusion and we all are running behind the mirage that we never get. Appendix (B) The Eventual Destination in Life (49) Why do you worry without cause? Whom do you fear without reason? Who can kill you? The soul is neither born, nor does it die. Whatever happened, happened for good; whatever is happening, is happening for good; whatever will happen, will also happen for good. You need not have any regrets for the past. You need not worry for the future. The present is happening now. What did you lose that you cry about? What did you bring with you, which you think you have lost? What did you produce, which you think got destroyed? You did not bring anything - - whatever you have, you received from here. Whatever you have given, you have given only here. (50) Whatever you took, you took from God/super natural forces. Whatever you gave, you gave to him/her. You came an empty handed, you will leave empty handed, too. What is yours today, belonged to someone else yesterday, and will belong to someone else the day after tomorrow. You are mistakenly enjoying the thought that this is yours. It is this false happiness that is the cause of your sorrows. Change is law of the universe. What you think of as death, is indeed life. In one instance, you can be a millionaire, and in other instance you can be steeped in poverty. Yours and mine, big and small - - erase these ideas from your mind. (51) Then everything is yours and you belong to everyone. This body is not yours, neither are you of the body. The body is made of fire, water, air, earth and ether, and will disappear into these elements. But the soul is permanent: so who are you? Dedicate your being to God. S/he is the one to be ultimately relied upon. Those who know of his support are forever free from fear, worry and sorrow. Whatever you do, do it as a dedication to God. This will bring you the tremendous experience of joy and life-freedom forever.
