Key Themes
In Leicestershire the focus will be;-
•Person centred approach focusing on Children/young
people’s outcomes and aspirations, with young people
and families central to decision making
•Further emphasis on young people to be ready for
adulthood and enabled to be independent

5. Leicestershire CC approach
• The Approach that Leicestershire CC is
proposing to take will be to optimise SEN
Support stage and early support so that
settings and families are enabled and
resourced to make decisions and meet needs.
This will be achieved by a comprehensive
‘Local offer’, devolving resources to settings
and optimising where ever possible ‘Personal
budgets’.

– Early years settings, Schools and colleges to
publish local Offer
– Minimum standards for a early years settings,
schools and colleges local offer based on Code
of Practice
– Engage with other providers who offer services
for children and young people with SEN and/or
disabilities
– Develop this further where required over time
7. Personal Budgets
• LA is looking to see what part of child/young
person’s personal budget can be converted
into managed payment system e.g. SEN
transport
• Health and social care components will also
be personal budget
