Sir/Madam,
1. That under-signed is Professional Social Worker & PIP (Petitioner-in-Person) in
Criminal Writ Jurisdiction Case No. 1238/2019 before Patna High Court and in Public
Interest Litigation (PIL) Writ Petition Criminal No. 242/2021, Writ Petition Criminal No.
137/2021, Writ Petition Criminal No. 42/2023 and Review Petition Criminal Diary No.
7153/2023 before Supreme Court of India and R/O Asha Deep Niwas, Shukkar Hatt,
Sonaili Bazar, P.S. Kadwa, Katihar Bihar-855114 and temporary homeless visitor at Night
Shelter Code No. 214 at Anand Vihar, Delhi.
2. That total 41 Government personnel/Institutions have been figured out accountable
for sustaining sex rackets in two States viz. NCT of Delhi and State of Bihar. Hence, they
were made as parties in the above noted subject matter. (enclosed true copy of Memo of
Parties along with Criminal Writ Petitions and I.As filed before Supreme Court)
3. That order dated 06.02.2023 passed by Supreme Court of India in Writ Petition
Criminal No. 42/2023 observes, “We have heard the petitioner who appears as
petitioner-in-person. The petitioner has referred to a sex racket. He has also stated
that the petitioner wanted to get custody, recovery and rescue of his minor daughter .
Without prejudice to any of the remedies in any other competent forum, the writ
petition will stand dismissed. Pending applications stand disposed of”. (Enclosed
Certified Copies of Order dated 06.02.2023 by Supreme Court of India)

3. 4. That final Order dated 06.02.2023 by Supreme Court of India has put the onus on
competent forum for remedies. In other words, a competent forum is accountable for
registration of F.I.R and rescue of the victims.
5. That age factor of the minor daughter is the key factor in this matter and a
competent forum down the line is adopting delaying tactics to suppress the rescue of the
victims. On 20.05.2023, the minor daughter will attain the age of 18 years for
consensual sex. After one month this rescue operation will lose its essence.
6. That Complainant has out-rightly warned the competent forum down the line
(w.e.f. 1.3.23 to 29.3.23) to rescue the victims immediately or ready to face Contempt
Petition before the Supreme Court of India.
7. That in the above circumstances; following DCW Councillors have been figured
out/identified in sustaining Illicit sex trade at NCT of Delhi and State of Bihar since 2021
to till date:-

Criminal 42/2023 before Supreme Court of India:-

4. 8. That all 5 DCW counsellors listed chronologically have contacted complainant cum
petitioner-in-person on the recorded date and time listed above, in the midst of a rescue
operation conducted by complainant against forced trafficking and prostitution by the state
in the year 2020-2021 at Shastri Park North East Delhi. These women commission's
counsellors have tried to offer handsome bribes to the complainant for withdrawing the
rescue operation or shutting his mouth against this heinous crime, state coercion and
barbaric act by the state against vulnerable women and children.
9. That statement of the complainant has been recorded by Ms. Sushma Singh, inquiry
officer, Vigilance DCP Seelampur, North East Delhi on 26.5.21 through email. (enclosed
true copy of statement recorded by DCP Vigilance North East Delhi Police dated
26.5.21)
10. That this matter is the outcome of judicial malfunctioning. This illicit sex trade
business is run/sustained by concealing material facts, changing legal status and
jurisdiction of the victims by the Advocates and passing wrong judgment against the
victims and her relatives by the judges across the world.
11. That online RTI application dated 15.03.2023 has been filed by the Complainant cum
PIP against Delhi Police to seek a Copy of F.I.R/ATR against this sex racket operation.
(112 call dated 26.4.21 and intervention by NCPCR dated 13.4.21 & intervention
by Childline dated 17.5.21 at Shastri Park North East Delhi.) (enclosed online RTI
application dated 15.03.2023 against Delhi Police in sex racket matter)
12. That UNION OF INDIA is sustaining the illicit sex trade of women and children
paralyzing the constitutional institutions like Judiciary, Executives and Legislatures taking
Media into its confidence across the country and globe.
13. Hence, under the above noted alarming urgent circumstances, the complainant is
requesting you to comply with the Order dated 06.02.2023 passed by Supreme Court of
India for rescue of the victims or face contempt petition before Supreme Court of India by
name.
