NCN Cover Letter June 2016
1. I am a scientific generalist who can help solve many kinds of technological problems. I can
serve as a Researcher, Analyst, or Project Leader/Program Manager. I am comfortable
working with little supervision or as part of a team.
My experience is broad ranging from thin film physics, to underwater acoustics, operations
research, biophysics, mission analysis, and technology assessments. This work included
experimental and theoretical studies as well as sea and field trials. My formal training is in
physics and mathematics (PhD physics with a mathematics minor). I have extensive
experience in Europe and the Middle East.
One of my primary strengths is the ability to reach across many fields, find the connections,
the promising leads, and see how the insights in one field can be applied to another. One
example is my application of the mathematical techniques of quantum mechanics to acoustic
propagation in the sea, recognizing that that the mathematics of wave mechanics applies to
both areas of research. Another example is the use of a laser to apply precise and repeatable
impact forces to living cells.
This amounts to employing a breadth of knowledge rather than a depth in one field. My
experience in R&D, analysis, and Program Management exceeds 35 years. The attached
Career Summary lists the wide range of technologies and defense programs to which I have
contributed.
In addition, I worked as a defense analyst and a consultant pursuing my Ph.D. studies. This
work included engineering studies related to submarine operations, missile defense, and U.S.
Navy technological requirements, including the formulation of the U.S. Navy’s General
Operational Requirement for aircraft standoff missile systems.
Over the last 20+ years I have taught (and still teach) short courses entitled “Sonar Principles
and ASW Analysis” under the auspices of the Applied Technology Institute. I have taught at
US government laboratories, university sites, defense contractor facilities, and foreign
locations.
