Uttam Pandey, Esq. is serving clients through Chhetry & Associates, as an Associate from March 2021. He is licensed to practice law in New York on April 2019. Prior to this, Attorney Pandey practiced law in Bhurtel Law Firm PLLC, Jackson Heights, New York since his entrance into the New York State Bar. He is a member of New York State Bar Association.
Attorney Pandey completed LL.M. from St. John’s University School of Law, Queens, New York. He also completed LL.M. from Kathmandu School of Law, Purbanchal University, Nepal in which he bagged Gold Medal by being a top scorer in Examinations. He has also completed Masters in Public Administration (MPA) from Tribhuvan University, Nepal. His basic Law Graduation was from Nepal Law Campus, Tribhuvan University after completion of the Degree of Bachelor of Laws (B.L.)
Mr. Pandey was also licensed as an Advocate from Supreme Court of Nepal. He then competed in Police Service Examinations for the position of Police Inspector, succeeded and was commissioned as a Senior Police Officer in Nepal Police where he served until June 2013, for 18+ years. Mr. Pandey has also served UN Peace Mission for more than two years in Timor-Leste as an UNPOL Officer. During his tenure, having legal background, he mostly worked in legal and investigations responsibilities. After coming into USA, he successfully pursued the legal education, passed NY Bar Exam and is licensed as an Attorney-at-Law.

I, Dilli Ram DHUNGANA make this Affidavit in support of my Motion to Change Venue in
Removal Proceedings as follows:
1) I am a 24 years old native and citizen of Nepal. I was admitted to the United States at
Newark, NJ on or about January 13, 2006 as an F-1 Nonimmigrant student for
duration of status.
2) I violated my F-1 status by failing to maintain a course load that fell below full-time
status. I filed an Application to Extend/Change Nonimmigrant status (Form I-539)
requesting a reinstatement of her nonimmigrant status on June 23, 2009. My Form I-
539 was denied on March 16, 2010. I was served Notice to Appear on July 08, 2010
by Regular Mail. I am in Removal Proceedings now and I have a Master Calendar
scheduled on November 02, 2010 at 08:30 AM before Immigration Court, Atlanta,
GA 30303 at 08:30 AM.
3) I was a student at North Georgia College & State University, Atlanta, GA. After
becoming out of status, I had no purpose to living at Atlanta, GA. I moved to Queens,
NY on October 05, 2010 where I have supporting friends who can also testify on be-
half of me. I currently resides at 51-01, 39 Avenue, # A31, Sunnyside, NY 11104
with my friends.
4) I concede all the factual allegations that I am removable as charged on the Notice to
Appear. I am seeking relief for Asylum and for Withholding of Removal because of
past persecution and well founded fear of future persecution in Nepal.
5) Without a change of venue, I will experience considerable hardship. Furthermore, it
will impair my ability to adequately prepare for and present my claim and testimony
in support of my relief in removal proceedings.
6) Therefore, I request that my case be transferred from the Immigration Court, Atlanta,
GA to the Immigration Court New York, NY so that I may pursue my case
conveniently.
2. 7) I swear under penalty of perjury that all the information and facts I have provided
here are true and correct to the best of my knowledge.
