1. The rate of generation of graduates is more than the rate of employment offered by the current resources.
2. As the manpower is not fully utilised for the growth of tier-II cities, there should be segregation of work & employment.
3. A policy which aims for the betterment of life & providing full facilities for the development of people without corruption is needed.
Problem Statement:
1. Understanding the current situation of insurance companies, investment patterns of family offices & funds allocated.
2. Start up plans are very much scopeful as the monetary benefits provided by investment in start up businesses are well known.
3. At the end, money matters; and money and development of a city goes hand in hand. So the moto of start up is to create smart
cities.
4. A start up policy will help in developing interest in the youth regarding start ups and help in redirecting their huge potential.

2. Retired people who want to work but canā€™t commit to time bounded limits can get involved.
3. Serve as an excellent opportunity for graduate students without employment to build their future.

1. Better connectivity between cities, world class mentors, investors and incubators.
2. Simplified format of acts & rules.
3. Providing incentives to encourage investors as well as young generation.
4. Utilisation of funds provided by government without corruption with the help of single window services.
5. Encourage women empowerment and social entrepreneurship.
6. Improved connectivity between institutions and students so that no one is left without information about schemes evaluated by
Maharashtra government.
7. Providing single window services for start ups based in rural areas.
8. Encourage setting up new business incubators in state in collaboration with private sectors.
9. Support and strengthening of existing business incubators and accelerators in the state.
10. Provision of appropriate infrastructural support required to enable start-ups to set up and grow rapidly.
11. Continuously provide enabling mechanisms to start-ups, through training and skill development, capacity building, networking,
access to knowledge & support services etc.
12. Encourage youth of Maharashtra to consider entrepreneurship as a career choice.
13. Establishment of at least 4 science and technology parks, 3 business incubators and 3 other sector specific incubators in tier 2
cities.
14. Create enabling environment and supporting eco-system that facilitates 10,000 technology based start-ups and 6000 other start-ups
in next ten years .
15. To further accelerate investment flow to industrially underdeveloped regions & tier 2 of the state.
16. Create more employment opportunities for educated youths of all sections of the society across all regions.

Implementation of solution
1. New Generation Entrepreneurship Centre Network (NGECN):
ā€¢ State will create entrepreneurship development centre network, with universities and leading higher education institutes across all
districts in state to undertake the role of creating entrepreneurial aspiration among young generation.
ā€¢ This will facilitate information dissemination and sharing of best practices for promoting entrepreneurship
2. Leveraging existing government infrastructure:
ā€¢ Some start-ups may be based on existing govt. setups with an aim to make the govt procedures faster & less endearing.
ā€¢ Easier permissions & contracts will make it easier for the startups to penetrate into the govt infrastructures.
ā€¢ Govt can allocate certain part of present infrastructure to be used as host institutes, for conducting seminars, workshops, etc.
3. Financial & Human resources involved:
ā€¢ Doughnuts to Dollars will participate mostly in the early stage investment program by making available funding & other resources
to the startup.
ā€¢ Financial resources will be required for:
1. Funding incubators
2. Initiatives like magic bus, school of innovation, etc.
3. Real estate requirement
4. Funding start-ups

4. Start-up catalyst:
ā€¢ State will set up a start up catalyst across selected cities in tier-II cities, which will act as single window clearance to address
statutory compliance issues or legal hurdles faced by start ups for which there is no specific enabling provision.
ā€¢ Start up catalyst will assist start ups by assisting in getting legal or regulatory support in the form of enabling legislation or rules or
clarifications from the government on fast track mode.
ā€¢ Directorate of Industries, Government of Maharashtra will be the nodal agency.
5. Small business innovation research program and Idea to proof of concept funding:
ā€¢ The Small Business Innovation Research (SBIR) program will be a highly competitive program that will encourage domestic small
businesses to engage in Research/Research and Development (R/R&D) that has the potential for commercialization.
ā€¢ By reserving a specific percentage of R&D funds for small business, SBIR will protect the small business and will enable it to
compete on the same level as larger businesses.
ā€¢ This program will fund the critical startup and development stages and it will encourage the commercialization of the technology,
product, or service, which, in turn,will stimulate the stateā€™s economy.
ā€¢ Idea to proof of concept funding will be facilitated by state government in partnership with CSIR and DST.Directorate of
industries,government of Maharashtra will play an important role as the coordinating agency for the SBIR program. It will direct
the implementation of SBIR, review their progress, and report annually to state government on its operation. Directorate of
industries,Government of Maharashtra will also be the information link to SBIR.Directorate of industries,government of
Maharashtra will collect solicitation information from all participating agencies and publish it quarterly in a Pre-Solicitation
Announcement (PSA)

Incentives
A. Incentives for Incubators:
1. Additional FSI and space utilization of Incubators:
ā€¢ The availability of land is decreasing and the cost of land is constantly increasing which is leading to high cost of built up space.
ā€¢ The high cost of space is proving to be a hindrance to the growth ofIncubators. To provide built up space at affordable rates to the
entrepreneurs more additional FSI over the base FSI shall be admissible.
2. Capital assistance:
ā€¢ Capital grant will be will be provided based on number of start-ups incubated in year (excluding land cost).
3. Operational assistance:
ā€¢ Eligible incubators shall get the support for reccuring expenses as operational assistance upto the limit of INR 15 Lacs per year for
period of 3 years.
4. Stamp duty exemption:
ā€¢ 100% Stamp Duty exemption on purchase/lease of land/office space).
ā€¢ 75% Stamp Duty exemption on merger, de-merger and reconstruction of registered Incubators throughout the State.
5. Electricity Duty :
ā€¢ New incubators registered with the Directorate of Industries will be exempt from payment of Electricity Duty from the date of
commencement of production / activity for a period of 10 years in A and B areas and for 15 years in other areas of the State classified
as per the prevailing Package Scheme of Incentives at the time of commencement of production / activity of the incubator.
6. Incentive related to self consumption of electricity:
ā€¢ Reimbursement (one time) of 30% of capital cost for setting up of in-house backup power plant upon commencement of operations.
ā€¢ Reimbursement (one time) of 30% of the capital cost for setting up of inhouse solar back up plant upon commencement of operations.

B. Incentives for Start ups:
1. Interest Subsidy:
ā€¢ Eligible start-ups shall be provided interest subsidy of 5% per annum for period of 3 years on rate of interest paid on loans obtained
from scheduled banks/financial institutions subject to the maximum limit of INR 5 lacs per annum.
2. Lease Rental Subsidy:
ā€¢ Reimbursement of 25% of lease rental subsidy to start-ups established in state operating from incubators or any other notified location
shall be eligible for a period of 3 years subject to the ceiling of INR 10 lacs per annum.
3. Patent/Quality Promotion Subsidy:
ā€¢ Cost reimbursement for maximum 3 patent/Quality certification per unit up to a limit of INR 2 lacs for domestic & INR 5 lacs for
international patent/quality certification upon successfully receiving them.
4. Internet Bandwidth Usage:
ā€¢ All start-ups will be entitled to waiver of internet bandwidth usage charges with maximum limit of INR 1 lac per annum for period of 5
years.
5. Tax exemption :
ā€¢ Annual reimbursement of GST up to certain percentage, that will be levied and paid in Maharashtra from 1st September 2017 up to a
maximum of INR 75 lacs turnover turnover by incubated start-up companies within a period of first 3 years of being incubated.
ā€¢ Start-ups recognised under start-up india policy can claim tax benifits in three out of seven years.
6. Start-ups shall have an option for self-certification and filing of consolidated annual returns under 13 Acts administered by the Labour
Department.
7. All government supported start-ups shall be mandated to allocate minimum 10% seats for start-ups with women co-founders on
preferential basis.

Impact Of Solution
1. Targeting the smart cities, it is going to provide employment triggering digital facilities, resources for loans & funds, space for office
of start-up through the incubator.
2. Running the website to understand the process will be easy to start a company in comparatively lesser time.
3. Availability of acts & rules, taxes, various govt schemes related to start-up followed by single window services & help desk to
eliminate interference of middle man & hence prohibiting corruption up to a large extent.
4. Scalability: It will be measured by the number of people subscribing the website and the number of views.
5. Sustainability: As the smart city is going to promote sustainability, it will incorporate the platform for start-up, transportation & the
wide link between government-incubator-companies, which will help the young generation to put forth their ideas & vision towards
nation development .

Challenges & Mitigation Factors
1. Social challenges:
ā€¢ Start-ups emerging from Tier-II & Tier-III cities require greater support, mentoring & guidance.
ā€¢ Human capital development: Inculcating the habit and idea of innovation & entrepreneurship in the minds of citizens in every
aspect of economic activity is essential for promoting the culture of innovation.
2. Economic challenges:
ā€¢ Release of funds to respective startups due to non-clearance, lack of paperwork, documentation, etc.
ā€¢ Lack of knowledge about the required infrastructure in place.
3. Political challenges:
ā€¢ The implementation of such a policy will not only simplify & fasten the approvals process, but would also take out a lot of
middlemen procedures; thus making them redundant.
ā€¢ These forces, if affiliated to any political party, may cause political repercussions.
ā€¢ This may cause non passing or delay in the passing of such a policy through the legislation house(s).
ā€¢ There might be unnecessary political pressure built up by other sectors due to the varied tax exemptions provided exclusively to
the start-up sector.

As the manpower is not fully utilised for the growth of tier-II cities, there should be segregation of work & employment. 3. Start up plans are very much scopeful as the monetary benefits provided by investment in start up businesses are well known. 3. At the end, money matters; and money and development of a city goes hand in hand. So the moto of start up is to create smart cities. 4. Improved connectivity between institutions and students so that no one is left without information about schemes evaluated by Maharashtra government. 7. Providing single window services for start ups based in rural areas. 8. Encourage setting up new business incubators in state in collaboration with private sectors. 9. Support and strengthening of existing business incubators and accelerators in the state. 10. Provision of appropriate infrastructural support required to enable start-ups to set up and grow rapidly. 11. Continuously provide enabling mechanisms to start-ups, through training and skill development, capacity building, networking, access to knowledge & support services etc. 12. Encourage youth of Maharashtra to consider entrepreneurship as a career choice. 13. Establishment of at least 4 science and technology parks, 3 business incubators and 3 other sector specific incubators in tier 2 cities. 14. Create enabling environment and supporting eco-system that facilitates 10,000 technology based start-ups and 6000 other start-ups in next ten years . 15. To further accelerate investment flow to industrially underdeveloped regions & tier 2 of the state. 16.   • 8. Implementation of solution 1. New Generation Entrepreneurship Centre Network (NGECN): ā€¢ State will create entrepreneurship development centre network, with universities and leading higher education institutes across all districts in state to undertake the role of creating entrepreneurial aspiration among young generation. ā€¢ This will facilitate information dissemination and sharing of best practices for promoting entrepreneurship 2. Leveraging existing government infrastructure: ā€¢ Some start-ups may be based on existing govt. setups with an aim to make the govt procedures faster & less endearing. ā€¢ Easier permissions & contracts will make it easier for the startups to penetrate into the govt infrastructures. ā€¢ Govt can allocate certain part of present infrastructure to be used as host institutes, for conducting seminars, workshops, etc. 3. Financial & Human resources involved: ā€¢ Doughnuts to Dollars will participate mostly in the early stage investment program by making available funding & other resources to the startup. ā€¢ Financial resources will be required for: 1. Funding incubators 2. Initiatives like magic bus, school of innovation, etc. 3. Real estate requirement 4. Start-up catalyst: ā€¢ State will set up a start up catalyst across selected cities in tier-II cities, which will act as single window clearance to address statutory compliance issues or legal hurdles faced by start ups for which there is no specific enabling provision. ā€¢ Start up catalyst will assist start ups by assisting in getting legal or regulatory support in the form of enabling legislation or rules or clarifications from the government on fast track mode. ā€¢ Directorate of Industries, Government of Maharashtra will be the nodal agency. 5. Small business innovation research program and Idea to proof of concept funding: ā€¢ The Small Business Innovation Research (SBIR) program will be a highly competitive program that will encourage domestic small businesses to engage in Research/Research and Development (R/R&D) that has the potential for commercialization. ā€¢ By reserving a specific percentage of R&D funds for small business, SBIR will protect the small business and will enable it to compete on the same level as larger businesses. ā€¢ This program will fund the critical startup and development stages and it will encourage the commercialization of the technology, product, or service, which, in turn,will stimulate the stateā€™s economy. ā€¢ Idea to proof of concept funding will be facilitated by state government in partnership with CSIR and DST.Directorate of industries,government of Maharashtra will play an important role as the coordinating agency for the SBIR program. It will direct the implementation of SBIR, review their progress, and report annually to state government on its operation.   • 10. Incentives A. Incentives for Incubators: 1. Additional FSI and space utilization of Incubators: ā€¢ The availability of land is decreasing and the cost of land is constantly increasing which is leading to high cost of built up space. ā€¢ The high cost of space is proving to be a hindrance to the growth ofIncubators. To provide built up space at affordable rates to the entrepreneurs more additional FSI over the base FSI shall be admissible. 2. Capital assistance: ā€¢ Capital grant will be will be provided based on number of start-ups incubated in year (excluding land cost). 3. Operational assistance: ā€¢ Eligible incubators shall get the support for reccuring expenses as operational assistance upto the limit of INR 15 Lacs per year for period of 3 years. 4. Stamp duty exemption: ā€¢ 100% Stamp Duty exemption on purchase/lease of land/office space). ā€¢ 75% Stamp Duty exemption on merger, de-merger and reconstruction of registered Incubators throughout the State. 5. Electricity Duty : ā€¢ New incubators registered with the Directorate of Industries will be exempt from payment of Electricity Duty from the date of commencement of production / activity for a period of 10 years in A and B areas and for 15 years in other areas of the State classified as per the prevailing Package Scheme of Incentives at the time of commencement of production / activity of the incubator. 6. Incentive related to self consumption of electricity: ā€¢ Reimbursement (one time) of 30% of capital cost for setting up of in-house backup power plant upon commencement of operations. ā€¢ Reimbursement (one time) of 30% of the capital cost for setting up of inhouse solar back up plant upon commencement of operations.   • 11. B. Incentives for Start ups: 1. Interest Subsidy: ā€¢ Eligible start-ups shall be provided interest subsidy of 5% per annum for period of 3 years on rate of interest paid on loans obtained from scheduled banks/financial institutions subject to the maximum limit of INR 5 lacs per annum. 2. Lease Rental Subsidy: ā€¢ Reimbursement of 25% of lease rental subsidy to start-ups established in state operating from incubators or any other notified location shall be eligible for a period of 3 years subject to the ceiling of INR 10 lacs per annum. 3. Patent/Quality Promotion Subsidy: ā€¢ Cost reimbursement for maximum 3 patent/Quality certification per unit up to a limit of INR 2 lacs for domestic & INR 5 lacs for international patent/quality certification upon successfully receiving them. 4. Internet Bandwidth Usage: ā€¢ All start-ups will be entitled to waiver of internet bandwidth usage charges with maximum limit of INR 1 lac per annum for period of 5 years. 5. Tax exemption : ā€¢ Annual reimbursement of GST up to certain percentage, that will be levied and paid in Maharashtra from 1st September 2017 up to a maximum of INR 75 lacs turnover turnover by incubated start-up companies within a period of first 3 years of being incubated. ā€¢ Start-ups recognised under start-up india policy can claim tax benifits in three out of seven years. 6. Start-ups shall have an option for self-certification and filing of consolidated annual returns under 13 Acts administered by the Labour Department. 7. All government supported start-ups shall be mandated to allocate minimum 10% seats for start-ups with women co-founders on preferential basis.
