Minister
• Council of Ministers is the name given to the
supreme executive organ in some governments.
The term is usually equivalent to the word
"cabinet". (Council of State is a similar term that
also may refer to a Cabinet.)
• Council of Ministers is the official name for the
body that includes all the Ministers. It usually has
60 to 80 Ministers of different ranks
3. Cabinet Ministers
• Are usually top-level leaders of the ruling
party or parties who are in charge of the
major ministries. Usually the Cabinet
Ministers meet to take decisions in the
name of the Council of Ministers. Cabinet
is thus the inner ring of the Council of
Ministers. It comprises about 20 ministers.
• A member of the executive branch of a
government who has been appointed to
the cabinet, the group of leading policy
makers, advisers, and overseers of
governmental departments who report to the
prime minister.
4. Ministers of State with
independent charge
• Are usually in-charge of smaller
Ministries. They participate in the
Cabinet meetings only when specially
invited.
• he Union Council of Ministers
exercises executive authority in the
Republic of India. It consists of senior
ministers, called 'cabinet ministers',
junior ministers, called 'ministers of
state' and, rarely, deputy ministers. ...
A smaller executive body called the
Union Cabinet is the supreme
decision-making body in India.

• are attached to and required to
assist Cabinet Ministers
• Minister of State is a title borne
by politicians or officials in
certain countries governed under
a parliamentary system. In some
countries a 'Minister of State' is a
junior minister, who is assigned
to assist a specific cabinet
minister.
6. FORMATION AND APPOINTMENT
OF THE CABINET
• The Cabinet is composed of a small
but important body of senior leaders
of the party, who are included in the
Council of Ministers. They hold
important portfolios like railways,
defence, finance, etc. and decide
major policies of the Government.
The cabinet takes important
decisions which are communicated
to the other Ministers.
