Mike,
In my last conversation with Scott Smith from the Borough, (Tuesday, August 20th
), he indicated that
they had a little over $100,000 in approved receipts. I requested he submit an invoice to us for the
$100,000+ immediately, and he agreed that would be done. He indicated the Borough wanted to move
forward with this project.
However, as of today, no invoice has been received from the Borough. Gary and I discussed your e-mail
below, as well as Steve’s e-mail sent to me yesterday. We feel, at the regional level, we have taken the
steps available to us. Gary has forwarded your e-mail to our Deputy Secretary and other Harrisburg
staff. We believe any options moving forward will have to be initiated by Harrisburg.
We will continue to monitor the situation on our end. As noted, I have copied this e-mail to Harrisburg
staff and WEDCO.

Cindy,
Steve and I have bent over backwards to accommodate Honesdale. We delayed the project for
10 months so that the area could get the Anchor Building Grant. We have spent our reserves to
carry Honesdale and even put our personal assets including our family homes up to
accommodate Honesdale. To date that figure is now approaching $50,000.00 in
“accommodation”. This has now become a stain on a good state administration and the
Governors’ office as this should have never happened. Last month I said they would not do what
they need to do. I asked then to remove this to WEDCO or now being the right thing to do
would be to channel the grant through another program directly to SMH. After all the
aggravation and BS that would be the right thing to do.
Steve and I have had enough. We formally withdraw any commitment of personal assets as all
involved in this nightmare have Breached the Contracts and cost us millions in investment
commitment over this nightmare for the broadband system. We will be seeking all of this back
unless you, Gary and the State can figure out how to make this right. It is time to cut Honesdale
out of the loop and void all the contracts from your side and decide how you want to do this.
Sorry to be so blunt but this needs to be resolved today.

Obviously they do not intend to do so Cindy. They have driven this project to the brink of collapse and
there is no way we can deal with either their dysfunction or their incompetence. Please let me know if
there is anyway to transfer this grant elsewhere for our use. If not Mike and I will have to proceed down a
different path. This is a complete nightmare.

When we do get to talk with someone, which we will even if we have to make an appointment, we will
be asking their intentions regarding this grant and will want an on-the-spot answer. If they intended to
go through with it, we will be asking for a date when the invoice will be submitted.
I am off tomorrow and Gary is on vacation. I am hoping to talk to someone on Monday. I will let you
and Mike know as soon as I have a conversation with someone from the Borough as to their intention
regarding moving forward.

Did you get the spreadsheet that Scott had sent us in regards to expenses that he said were approved
and could be processed? He had $108,000 that the board approved and were supposed to be

processed. He had everything he needed for those. Why did they not submit these already? It has been a
month since they approved?
I am beginning to think that nothing gets done in Honesdale unless there is a lawsuit involved. I don’t
know what to do. Go sit with them again, and then wait another month for them to do nothing? Very
frustrating. Look what you have to do to get someone to contact you. Send Mary Beth to force them to
call. If they don’t respond to you, how do you think we are going to be able to work with them? We don’t
deserve this treatment and Honesdale does not deserve this Grant.
