Introduction
A major goal of the International Organization of Supreme Audit
Institutions (INTOSAI) is to support and strengthen audit institutions.
In 1979, the United States Government Accountability Office established
the International Auditor Fellowship Program as a demonstration of
support for INTOSAI’s objectives and as a means of promoting improved
auditing and financial management practices internationally.
This book has been prepared to recognize the past participants in the
program and to serve as a tool to strengthen the growing network of
former Fellows.

The International Auditor Fellowship Program
Program Overview For many years, the United States Government Accountability Office
(GAO) has welcomed auditors from around the world as participants in the
International Auditor Fellowship Program. This program represents one
of the ways in which GAO plays a leading role in the international auditing
community.
The program is designed to support the professional growth of GAO’s
counterpart organizations, as fellows participate in classroom training, visit
and observe GAO staff, and learn and practice skills that will help them
transfer their experiences to the audit staff in their countries.
Application and Selection Each year, a call for nominations to the progam are sent to Auditors General
who are members of the International Organization of Supreme Audit
Institutions (INTOSAI), and Fellows are selected from the nominations
received.
Several factors are considered when evaluating nominees to the program.
The program is designed for managers at the middle to senior levels, and
therefore attention is given to the applicants’ responsibilities and background,
as well as plans for applying their program experiences in the United States
to their respective Supreme Audit Institution (SAI). With participants from
all INTOSAI regions, nominees’ English skills are also important because
English is used as the common language for the program. As a final criterion,
the program also attempts to maintain a representative balance of nominees
selected from among INTOSAI’s regional working groups
Program Content
The Fellowship Program consists of three major segments. The orientation
sessions provide Fellows with an opportunity to learn how GAO plans,
manages, and communicates the results of its work, and Fellows also share
information about their SAI’s. The second segment includes course work in
the technical and managerial aspects of auditing and introduces Fellows to
the policies, procedures, and practices at GAO. Fellows explore a variety of
audit techniques and approaches with an emphasis on performance auditing
and the knowledge and skills required to complete this type of work. During
the third and final phase, Fellows prepare for their return to their own
audit offices. They prepare organizational strategy papers describing what
they expect to accomplish as a result of their participation in the program
and devote time to studying techniques for introducing change. Fellows
participate in classes focusing on instructional skills, delivering effective
presentations and formal briefings, and leadership development skills.
Fellows have an opportunity to observe the classroom lessons being put into
practice through their interactions with audit teams. Fellows also participate
in visits to external agencies, such as the offices of agency Inspector Generals,
the World Bank, and congressional committee staff. As they work with
the GAO staff, Fellows observe interviews and report conferences, attend
congressional hearings, and examine final reports.

Participants are nominated by their national audit offices with the
expectation that they will play leadership roles in their organizations
when they return home. Upon their return, Fellows are expected to
conduct in-depth briefings about their experiences as well as assist in
developing training programs or formulating policies and standards in
their audit offices.
Several Fellows have moved into policy development and senior
management positions and some are now the Auditors General in their
countries. In some cases, they have written audit guidelines, standards,
and handbooks to be used in their offices. Others have established
training programs for their organizations. Many former Fellows
have conducted training classes sponsored through the INTOSAI
Development Initiative.
As they continue to assume roles of increasing responsibility within
their offices, this worldwide network of former Fellows represents
GAO’s commitment to fostering professional standards and improving
accountability throughout the international auditing community.
The Participants
GAO Staff Involvement Throughout the program, GAO managers and staff in headquarters and
in the field provide support as instructors, special project coordinators,
mentors and sponsors. Their subject matter expertise, enthusiasm,
dedication, and commitment to excellence is repeatedly demonstrated
in the classroom, on the job, and in informal social gatherings and
receptions. They assist, guide, encourage, and support the Fellows
throughout the program and continue to assist them when the Fellows
return to their SAIs.

Funding GAO does not charge any fees for participation in the program.
Participants are responsible for securing funding for travel and
subsistence expenses, as well as health insurance, which are typically
provided by the sponsoring country. Funding assistance is often
provided by the U.S. Agency for International Development, the United
Nations Development Program, the World Bank, or regional development
banks.
