• Synopsis: Requires public telecommunications
and cable utility carriers with at least 35,000

goals to pinpoint deficiencies and address them

• Synopsis: Requires health care facilities to submit
reports on their disadvantaged community
procurement goals
• Status: Awaiting the governor’s signature
• Purpose: To allow the public to know which
facilities are using Minority Business Enterprise
and Women Business Enterprise companies and
which are not, creating an opportunity to address
the lack of minority participation

6. Senate Bill 1334
• Synopsis: Requires each state agency and public
institution of higher education to adopt policies
to increase participation of disadvantaged
businesses in professional services contracts to
no less than 20 percent of all state contracts,
regardless of the source of funding
• Status: Awaiting the governor’s signature
• Purpose: To increase participation of businesses
owned by MBEs in professional services contracts

• Synopsis: Requires the state to pay at least 90
percent of money owed to contractors and
subcontractors immediately
• Status: In Assignments Committee awaiting

• Purpose: To pay contractors and
subcontractors in a timely fashion

• Synopsis: Requires DCEO to create a business

• Status: Passed the Senate and now awaiting

materials, put registration online and make

• Synopsis: Greatly reduces LLC filing fees
• Status: Awaiting the governor’s signature
• Purpose: To ease the burden for new startups,
since Illinois’ LLC fees are currently among the
nation’s highest

• Synopsis: Creates the Women’s Business
Ownership Council within the Department of
Commerce and Economic Opportunity to
review the status of women-owned
businesses statewide
• Status: Awaiting the governor’s signature
• Purpose: To ensure women are given equal

• Synopsis: Requires state agencies to hold pre-
bid conferences in the area where services are
being rendered
• Status: Legislation’s deadline extended and
awaiting committee assignment
• Purpose: To increase minority and small
business participation in state contracts by
allowing more local access and notice to those
vendors

• Synopsis: Lowers the threshold to bid on
projects, lowers capacity to allow more
contractors to compete for state projects
• Status: Legislation’s deadline extended and
waiting to be debated before the full Senate
• Purpose: To increase minority participation in
state construction contracts

14. Senate Bill 1939
• Synopsis: Creates a Minority Enterprise Small
Business Investment Program to assist
minority entrepreneurs in startups throughout
Illinois
• Status: This was initially legislation, but
Governor Rauner and I are working to develop
this program
• Purpose: To increase minority business
opportunities

16. House Bill 3485
• Synopsis: Creates a task force to study the
participation of African-American-owned
businesses in state procurement and research
solutions and methods to address the
disparity in procurement awards.
• Status: Passed the House and awaiting
committee assignment in the Senate
• Purpose: To find ways to increase minority
participation in the procurement process

17. House Bill 2542
• Synopsis: Requires state banks and credit unions
to collect data (if they already do not) and report
on the number of applications received from and
loans given to women-owned businesses,
minority-owned businesses and small businesses
• Status: Legislation’s deadline extended to allow
further debate
• Purpose: To conclude if state banks and credit
unions are awarding loans and other financial
services to minority, women and small business
equitably

18. House Bill 2473
• Synopsis: Requires all insurance companies that
collect premiums greater than $1,000,000 to
report to the Director of Insurance their
procurement efforts with enterprises owned and
operated by minorities, women, service-disabled
veterans and persons with disabilities
• Status: Currently awaiting committee re-
assignment
• Purpose: To ensure minority business
participation goals are achieved in the insurance
industry
