Larry Hanauer Joins INSA as Vice President of Policy
ARLINGTON, VA (Wednesday, October 5, 2016) – The Intelligence and National Security Alliance (INSA) has announced the
hiring of Larry Hanauer as its vice president of policy, effective immediately. Mr. Hanauer will be responsible for leading INSA’s
councils, task forces, and other member-driven groups that offer thought leadership and collaborative, public-private solutions
to national security challenges.
Bringing more than 20 years of experience from the Department of Defense, Capitol Hill, and the private sector, Mr. Hanauer
comes to INSA from the RAND Corporation, where he was a senior international policy analyst focused on foreign policy,
intelligence and national security issues for six years. His responsibilities included evaluating the effectiveness of a range of
foreign policy, defense, and intelligence-related programs for the Office of the Secretary of Defense (OSD), the Central
Intelligence Agency (CIA), the Defense Intelligence Agency (DIA) and the Department of State.
INSA President Chuck Alsup said, “I am pleased to welcome Larry to the INSA staff. He is a well-respected and influential voice
in the intelligence and defense communities on how the nation can best meet its national security challenges. INSA’s policy
programs and products will benefit greatly from Larry’s expertise and strategic vision. I truly look forward to working with him as

Mr. Hanauer said, “After two decades of working on defense and intelligence issues in government, at a large consulting firm,
and at a leading think tank, I have come to appreciate how closely government agencies collaborate with the private sector on
key national security issues. I look forward to fostering strong public-private partnerships that address the principal challenges
facing the U.S. Intelligence Community."
From March 2005 to October 2010, Mr. Hanauer was a senior staff member of the U.S. House of Representatives’ Permanent
Select Committee on Intelligence (HPSCI), serving as staff director of the Subcommittee on Terrorism, Human Intelligence,
Analysis and Counterintelligence from 2007 – 2010. In this role, he led the Committee's oversight of CIA, DIA, the National
Security Branch of the Federal Bureau of Investigation (FBI), and the intelligence analysis staffs of the Departments of State,
Treasury, Energy, and Homeland Security.
Prior to Congress, Mr. Hanauer worked on intelligence-related projects for CIA, DIA, the National Geospatial-Intelligence
Agency (NGA), and the Department of Homeland Security (DHS) as an associate for Booz Allen Hamilton. From 1995 to 2003,
Mr. Hanauer was a policy advisor in the Office of the Secretary of Defense, during which time he contributed to U.S. defense
policy toward Israel, Iraq, Eastern Europe, and West Africa. In early 2003, he served as special assistant to Jay Garner, the
Interim Civil Administrator of Iraq, and as deputy director of Garner’s Pentagon liaison office.
Mr. Hanauer received his Master of Arts in Law and Diplomacy from Tufts University’s Fletcher School of Law and Diplomacy
and his Bachelor of Arts in English from the University of Pennsylvania.
