LETTER FROM THE DIRECTOR
Groundwork Elizabeth was established in the City of Elizabeth in 2003, as part of a City led
agreement with the National Park Service Rivers and Trails Assistance Program and the EPA.
The overarching mission of the organization is to engage the community in sustained
revitalization, by promoting the physical environment. Groundwork Elizabeth belongs to a loose
aggregate of fellow Groundwork non-profits, part of a national network called Groundwork USA,
each tailored to address local community needs. The main goal of the entire Groundwork
program is to “change places, change lives”.
Groundwork’s mission and goals fall into the following project and program areas:
•	 Active Living and Healthy Communities
•	 Youth and Greening
•	 Environmental Education
•	 Urban Waters
•	 Brownfield related restorations and Signature Park Projects
Brownfield properties - largely vacant, some former industrial sites, many contaminated, and underserved - are
ubiquitous in Groundwork urban communities, and Elizabeth is no exception. Using resources from the NPS RTCA
Program, leveraged from other sourcing Groundwork has dedicated itself to identifying, photographing, and
assessing open space and private sector potential for identifiable Brownfield properties in the city. Our project
initially sought to bring the “Top 100 Brownfields in Elizabeth” to the attention of stakeholders and the market.
Yet after countless hours of on the ground visits and follow up research, our “Top 100” proved to be much fewer,
largely in part thanks to hard work by the City and County, by the Elizabeth Development Company, private devel-
opers and others.
Groundwork wishes our work to be productive in improving our City. The report also serves as a sample document
for other NJ communities and Groundwork communities across the country.

I. EXECUTIVE SUMMARY
This project was undertaken by Groundwork Elizabeth, with a grant from the National Park Service, to determine
the “Top Brownfields” in Elizabeth for remediation and redevelopment. Like many cities with a significant industrial
history, Elizabeth has a number of identified brownfield sites that are distributed throughout the city. With the aid of
the Property Restoration Task Force, which was organized by Groundwork Elizabeth and includes both private and
public stakeholders from the city, county, and state, 14 sites were selected for this report. These sites were
identified and assessed by the Task Force as being both underutilized and/or in significant need of remediation
and good candidates for redevelopment. Information about these sites, such as their assessed value, lot size, and
proximity to assets was gathered for inclusion in this inventory. It is hoped that this report can highlight the
brownfields resources in Elizabeth for a variety of users, including public actors, developers, and non-profit
organizations in the city.

II. PROJECT BACKGROUND
This Brownfields Inventory was initiated and executed by Groundwork Elizabeth with the aid of a grant from the US
National Park Service. The initial purpose of the project was to determine the “Top 100 Brownfield Sites for
Redevelopment” in Elizabeth. However, it quickly became apparent that this number was too high and the project
was reoriented to determine the “Top Brownfield Sites for Redevelopment” in the city. Redeveloping brownfields,
instead of siting new development on undeveloped parcels, or greenfields, can provide multiple benefits to
urban communities, which falls in line with Groundworks’ mission of “changing places, changing lives.” This project
reinforces Groundwork Elizabeth’s previous work with brownfield redevelopment in the city (see “Firehouse Case
Study”).
Brownfields represent a significant challenge for cities throughout the country and are present in all Groundwork
communities. These sites are often underutilized and even when they are economically active, may represent an
environmental and/or human health risk. According to the NJDEP, as of April 2013, there were 233 Active Known
Contaminated Sites in Elizabeth. These sites are distributed throughout the city (Fig. 1), across a variety of land
uses (Fig. 2), and likely represent a highly disparate set of contamination concerns.
Ultimately, it is hoped this inventory will act as a tool for developers, government officials, and community
development organizations to more effectively direct redevelopment efforts in the city. This report is also intended
to serve as a guide for similar projects that may be undertaken by other Groundworks trusts across the country.
III. SITE SELECTION PROCESS
The site selection process began with the New Jersey Department of Environmental Protection’s Known
Contaminated Active Site list. That database contains sites with one or more active cases that have confirmed
contamination and any number of pending cases (the full KCS Active list for Elizabeth as of April 2013 can be seen
in Appendix A). While this data was being collected and organized, Groundwork Elizabeth organized a Task Force
of local stakeholders to guide the site selection
process, offer local knowledge about the sites,
and provide additional insight about which sites
should be included in the final inventory.
An initial meeting with this group was held on
December 7, 2012. At this meeting, Task Force
members discussed the criteria that should be
considered when selecting sites, including
proximity to assets or sensitive areas (i.e.
schools). The type of information that should be
available in the inventory was also identified and
potential sources for this information were noted.

FIREHOUSE CASE STUDY
In keeping with its mission of “changing places,
changing lives”, Groundwork Elizabeth has explored the
best use for a particular parcel of land sited at 731-735
New Point Road. Since 1870, this site has had
historic community significance starting as the location of
a community Bell Tower, then as Elizabeth’s City Yard,
and finally as Elizabeth Firehouse #3 in 1912. With the
Firehouse abandoned and razed in 2005, the site now
lies vacant and unused, making it an excellent site for
community development.
Over the past year (2012/2013), Groundwork Elizabeth
conducted meetings with various community groups and
residents in an effort to determine the needs and
desired use for this site. Efforts were made to be
mindful and include representation from a cross section
of the community. A youth group from a local school
presented their suggestions to the Groundwork Elizabeth
Team. Area residents, business owners, and shoppers
were surveyed about their needs and suggestions.
Additionally, a meeting was held with government
representatives, the private sector, and the community
at large.
As would be expected, the outcomes of these surveys
led to a wide variety of responses and suggestions.
February 8, 2013. The list of sites on the KCS was narrowed from 217 sites to 82 sites, based on the local
knowledge of meeting attendees. Sites were removed from consideration for a number of reasons, but the three
primary reasons were because the sites were (a) operating businesses, such as gas stations (b) single-family
homes or (c) unlikely to be redeveloped because of ownership issues.
The 82 sites were visited over a period of two weeks by project interns Kelsey Brooks and Scott Warner.
Photographs of each site were taken and additional evaluations of their suitability for inclusion in the final inventory
were made in the field. For instance, since it was determined by the Task Force that operating businesses should
not be included, any functional businesses that were observed were removed from consideration. Approximately
thirty sites were removed from consideration during this process.
Residents and youth groups tended towards
desires for using the land as park space, as an
urban garden, or as a playground. Business groups
were inclined towards using the space for
residential and business while incorporating a
community garden or solar panels on the roof.
While cleanup of the site will be conducted by the
city of Elizabeth, owner of the land, the final
decision on land usage remains to be determined.

IV. TOP BROWNFIELDS FOR REDEVELOPMENT
Of the 233 sites that appeared in the NJDEP Known Contaminated Site List, 14 are listed in the final inventory for
this report, which were determined using the process and criteria described above. The sites on the KCS list are
distributed throughout the city, which is evidence of the city’s extensive industrial history. However the sites in the

final inventory are confined to the western half of the
city (Fig. 2), which is largely commercial and
residential with pockets of industrial land use. All 14
sites are either on industrial or commercial land (in part
because single family homes were specifically excluded
from the final inventory. For the most part, these sites
are brownfields because of underground storage tanks
and are unlikely to be redeveloped as a different or
more productive land use than the one they currently
serve) with the majority (64%) on industrial land.
Overall, the sites were not very large. The average size
of the 14 sites selected was .346 acres, with the largest
site being 1.5 acres. This site was the only site that was
larger than an acre.
Additional information on the remaining 50 sites was collected. Tax assessment data was obtained at Elizabeth
City Hall with the help of Phyllis Reich from Elizabeth’s Department of Planning and Community Development.
Based on the information available, additional sites were removed from the list because of their current condition
and/or status. This step highlighted a recurring problem faced throughout this project. Although the state’s KCS
offers a starting point for evaluating known brownfields, the data that is available through that list is sometimes
incongruous with what is present in the field or the city’s records. For instance, certain addresses were
approximations and did not correlate to sites in real life. This created an extra step in gathering additional data
about the sites and, at times, made determining their location in the field difficult.
Two subsequent Task Force meeting were held in April to finalize the sites that are present in the inventory. The
criteria for inclusion were refined and final input from stakeholders was gathered. Over the five months between
the beginning and completion of this project, certain sites were removed from the Active list because remediation
processes had been undertaken and completed. This was determined using the NJDEP’s OPRA website to
access records for each site. These closed sites were also removed from consideration. All sites included in the
final inventory meet the following criteria:
1.	 They are Active Known Contaminated Sites (as of April 2013).
2.	 They are undeveloped or underutilized.
3.	 PRTF task force stakeholders have not identified any additional, specific reasons they should not be
included in the inventory.

A number of the sites on the KCS Active list are also already in the process of being remediated, which can be
inferred from the state’s public notification process. Sites that had submitted these notices to the NJDEP were
provided for this report by the DEP’s Karen Kloo. Over half of the 14 sites (57%) in the inventory have submitted
public notification notices to the NJDEP. The severity of contamination on the sites was also variable, ranging from
the least severe (C1) to most severe (D), although the majority of sites (71%) met the criteria for either a C1 or C2
classification (see Inventory Introduction for a full definition of these categories).
In terms of prioritizing these sites for redevelopment, the Task Force discussed a number of factors that might be
worth considering. One that was suggested was that sites that were publicly owned might be easier to redevelop in
the short term. Of the sites in the final inventory only two are publicly owned (82 Livingston Street and 823 E.
Jersey Street), although both represent excellent opportunities for redevelopment. Another aspect that was
suggested was that sites that could be aggregated into larger parcels might deserve greater consideration. How-
ever, none of the sites in the final inventory are adjacent to one another.
Proximity to Assets
Another aspect of the sites that was discussed during the initial meeting of the PRTF was their proximity to
community assets such as schools, the Elizabeth River, and recreational spaces. Proximity to these areas was a
concern because polluted areas near these resources might increase the risk of exposure to toxins, particularly for

children who are more vulnerable to contaminants. At the same time, these resources may make these sites more
appealing to redevelopers who can accrue benefits from being near green spaces or spaces that are highly
trafficked. Similarly, sites located in already established redevelopment areas may be attractive because the city or
developers can use that designation to garner greater benefits.
There are 6 sites that are either within 500 feet of one of these resources and/or fall within a redevelopment area.
Of these sites, 82 Livingston Street immediately stands out as a great candidate for redevelopment. It is a small
(.298), rectangular property that is publicly owned, falls within a redevelopment area, and is within 500 feet of
both a school (No. 28 Duarte-Marti School) and a recreational space (Arthur Kill Park). Other than this site there is

IV. NEXT STEPS
There are a number of potential next steps for this report. Moving forward Groundwork plans to identify
stakeholders that can benefit the most from this report and ensure it is available to them. As mentioned earlier
we also hope this inventory can serve as a template for similar projects in other Groundwork communities that are
tackling similar issues in their own cities.
From a research perspective, it might be worthwhile to continue to investigate the sites that are in the inventory.
Compiling information on the history of these sites and/or the type of contaminants that might be present would
provide additional information to stakeholders and might, ultimately, make their redevelopment easier. Finally, while
our site selection process took advantage of the local knowledge of the Task Force stakeholders, there are other
criteria that were discussed for choosing sites that we did not use as heavily. For instance, it was suggested early
on that there be more emphasis placed on sites that are near community assets and while this is something we
took into account for out analysis, it was not a filter used at the front end of the project. Reviewing the KCS list
again with this in mind might indicate that certain sites that were rejected should be included in a comprehensive
city brownfields inventory.
Ultimately, we would like for the sites in this report to be redeveloped in a way that serves the community and the
city. We know this goal is possible since there is at least one site on this inventory (500 Elizabeth Ave, pg 27)
where a sale is already pending.
Redevelopment Uses
The ultimate end goal for this project would be to have all these sites redeveloped and used in ways that benefit
the community as well as the city. While redeveloping them as commercial uses might be ideal for certain sites,
Groundwork encourages the reuse of these sites as green spaces or additional recreational spaces for city
residents. It is clear from the Firehouse Case Study that these passive uses are frequently desired by many mem-
bers of the community.
Of the sites we have identified in the inventory a few make more sense as potential green spaces than others.
Again, 82 Livingston Ave as a publicly owned space that is near a school has significant potential to be
redeveloped as a park. During the last Task Force meeting it was also suggested that 23 Front Street might be an
ideal candidate for a park. Larger than many of the other sites, it could be an extension of the existing Marina and
residents might benefit from additional riverfront access.
Although a full analysis of which sites might best be used for green space has not been done, it is something that
should be considered by all users as redevelopment of these parcels moves forward.

sites that are within 500 feet of a recreational area. No other sites in the final inventory are within 500 feet of a
school.

V. INVENTORY
The inventory provides a snapshot of the “Top Brownfields for Redevelopment.” Each page includes pertinent
background information, such as the location of the site, tax assessment information, remediation status, and
proximity to community assets and sensitive areas such as schools, the Elizabeth River, and recreational space.
The sites’ assessed values and dimensions were obtained from the City of Elizabeth’s Tax assessor’s office. The
Public Notification status was furnished by Karen Kloo from the NJDEP while the remaining information is publicly
available through the NJDEP.
The information on site proximity to community assets was determined using GIS data from the state. Aerial
images were sourced from Google Maps and all site photos were taken by Project Interns Kelsey Brooks and Scott
Warner.
Some of the following information may prove useful for reviewing the inventory pages:
Remediation Status
Indicates the overall degree of suspected contamination:		
•	 B - remedial level associated with emergency response, simple removal activities of contaminants usually 	
no impact to soil or groundwater.
•	 C1 - remedial levels are associated with simple sites one or two contaminants localized to soil and the
•	 immediate spill or discharge area.
•	 C2 - remedial levels are associated with more complicated contaminant discharges, multiple site spills and
discharges, more than one contaminant, with both soil and groundwater impacted or threatened.
•	 C3 - remedial levels are associated with high complexity and threatening sites. Multiple contaminants some
at high concentrations with unknown sources continuing to impact soils, groundwater and possibly surface
waters and potable water resources. Dangerous for direct contact with contaminated soils.
•	 D - Same conditions as C3 except that D levels are also usually designated Federal “Superfund Sites”
(Source: NJDEP).
Public Notification
Public notification letters are sent to the state to indicate that remedial action (RA) is about to be undertaken on the
site.

Page 6 LETTER FROM THE DIRECTOR Groundwork Elizabeth was established in the City of Elizabeth in 2003, as part of a City led agreement with the National Park Service Rivers and Trails Assistance Program and the EPA. The overarching mission of the organization is to engage the community in sustained revitalization, by promoting the physical environment. Groundwork Elizabeth belongs to a loose aggregate of fellow Groundwork non-profits, part of a national network called Groundwork USA, each tailored to address local community needs. The main goal of the entire Groundwork program is to “change places, change lives”. Groundwork’s mission and goals fall into the following project and program areas: • Active Living and Healthy Communities • Youth and Greening • Environmental Education • Urban Waters • Brownfield related restorations and Signature Park Projects Brownfield properties - largely vacant, some former industrial sites, many contaminated, and underserved - are ubiquitous in Groundwork urban communities, and Elizabeth is no exception. Using resources from the NPS RTCA Program, leveraged from other sourcing Groundwork has dedicated itself to identifying, photographing, and assessing open space and private sector potential for identifiable Brownfield properties in the city. Our project initially sought to bring the “Top 100 Brownfields in Elizabeth” to the attention of stakeholders and the market. Yet after countless hours of on the ground visits and follow up research, our “Top 100” proved to be much fewer, largely in part thanks to hard work by the City and County, by the Elizabeth Development Company, private devel- opers and others. Groundwork wishes our work to be productive in improving our City. The report also serves as a sample document for other NJ communities and Groundwork communities across the country. EXECUTIVE SUMMARY This project was undertaken by Groundwork Elizabeth, with a grant from the National Park Service, to determine the “Top Brownfields” in Elizabeth for remediation and redevelopment. Like many cities with a significant industrial history, Elizabeth has a number of identified brownfield sites that are distributed throughout the city. With the aid of the Property Restoration Task Force, which was organized by Groundwork Elizabeth and includes both private and public stakeholders from the city, county, and state, 14 sites were selected for this report. These sites were identified and assessed by the Task Force as being both underutilized and/or in significant need of remediation and good candidates for redevelopment. Information about these sites, such as their assessed value, lot size, and proximity to assets was gathered for inclusion in this inventory. It is hoped that this report can highlight the brownfields resources in Elizabeth for a variety of users, including public actors, developers, and non-profit organizations in the city.   • 8. Page 8 II. PROJECT BACKGROUND This Brownfields Inventory was initiated and executed by Groundwork Elizabeth with the aid of a grant from the US National Park Service. The initial purpose of the project was to determine the “Top 100 Brownfield Sites for Redevelopment” in Elizabeth. However, it quickly became apparent that this number was too high and the project was reoriented to determine the “Top Brownfield Sites for Redevelopment” in the city. Redeveloping brownfields, instead of siting new development on undeveloped parcels, or greenfields, can provide multiple benefits to urban communities, which falls in line with Groundworks’ mission of “changing places, changing lives.” This project reinforces Groundwork Elizabeth’s previous work with brownfield redevelopment in the city (see “Firehouse Case Study”). Brownfields represent a significant challenge for cities throughout the country and are present in all Groundwork communities. These sites are often underutilized and even when they are economically active, may represent an environmental and/or human health risk. According to the NJDEP, as of April 2013, there were 233 Active Known Contaminated Sites in Elizabeth. These sites are distributed throughout the city (Fig. 1), across a variety of land uses (Fig. 2), and likely represent a highly disparate set of contamination concerns. Ultimately, it is hoped this inventory will act as a tool for developers, government officials, and community development organizations to more effectively direct redevelopment efforts in the city. This report is also intended to serve as a guide for similar projects that may be undertaken by other Groundworks trusts across the country. III. SITE SELECTION PROCESS The site selection process began with the New Jersey Department of Environmental Protection’s Known Contaminated Active Site list. That database contains sites with one or more active cases that have confirmed contamination and any number of pending cases (the full KCS Active list for Elizabeth as of April 2013 can be seen in Appendix A). While this data was being collected and organized, Groundwork Elizabeth organized a Task Force of local stakeholders to guide the site selection process, offer local knowledge about the sites, and provide additional insight about which sites should be included in the final inventory. An initial meeting with this group was held on December 7, 2012. At this meeting, Task Force members discussed the criteria that should be considered when selecting sites, including proximity to assets or sensitive areas (i.e. schools). The type of information that should be available in the inventory was also identified and potential sources for this information were noted. Page 9 FIREHOUSE CASE STUDY In keeping with its mission of “changing places, changing lives”, Groundwork Elizabeth has explored the best use for a particular parcel of land sited at 731-735 New Point Road. Since 1870, this site has had historic community significance starting as the location of a community Bell Tower, then as Elizabeth’s City Yard, and finally as Elizabeth Firehouse #3 in 1912. With the Firehouse abandoned and razed in 2005, the site now lies vacant and unused, making it an excellent site for community development. Over the past year (2012/2013), Groundwork Elizabeth conducted meetings with various community groups and residents in an effort to determine the needs and desired use for this site. Efforts were made to be mindful and include representation from a cross section of the community. A youth group from a local school presented their suggestions to the Groundwork Elizabeth Team. Area residents, business owners, and shoppers were surveyed about their needs and suggestions. Additionally, a meeting was held with government representatives, the private sector, and the community at large. As would be expected, the outcomes of these surveys led to a wide variety of responses and suggestions. February 8, 2013. The list of sites on the KCS was narrowed from 217 sites to 82 sites, based on the local knowledge of meeting attendees. Sites were removed from consideration for a number of reasons, but the three primary reasons were because the sites were (a) operating businesses, such as gas stations (b) single-family homes or (c) unlikely to be redeveloped because of ownership issues. The 82 sites were visited over a period of two weeks by project interns Kelsey Brooks and Scott Warner. Photographs of each site were taken and additional evaluations of their suitability for inclusion in the final inventory were made in the field. For instance, since it was determined by the Task Force that operating businesses should not be included, any functional businesses that were observed were removed from consideration. Approximately thirty sites were removed from consideration during this process. Residents and youth groups tended towards desires for using the land as park space, as an urban garden, or as a playground. Business groups were inclined towards using the space for residential and business while incorporating a community garden or solar panels on the roof. While cleanup of the site will be conducted by the city of Elizabeth, owner of the land, the final decision on land usage remains to be determined. - Scott Warner ELIZABETH BROWNFIELDS INVENTORYPage 9

TOP BROWNFIELDS FOR REDEVELOPMENT Of the 233 sites that appeared in the NJDEP Known Contaminated Site List, 14 are listed in the final inventory for this report, which were determined using the process and criteria described above. The sites on the KCS list are distributed throughout the city, which is evidence of the city’s extensive industrial history. However the sites in the 33% 38% 15% 11% 3% Land Use of Known Contaminated Sites Industrial Commercial Residential Transportation Recreational Land final inventory are confined to the western half of the city (Fig. 2), which is largely commercial and residential with pockets of industrial land use. All 14 sites are either on industrial or commercial land (in part because single family homes were specifically excluded from the final inventory. For the most part, these sites are brownfields because of underground storage tanks and are unlikely to be redeveloped as a different or more productive land use than the one they currently serve) with the majority (64%) on industrial land. Overall, the sites were not very large. The average size of the 14 sites selected was .346 acres, with the largest site being 1.5 acres. This site was the only site that was larger than an acre. Additional information on the remaining 50 sites was collected. Tax assessment data was obtained at Elizabeth City Hall with the help of Phyllis Reich from Elizabeth’s Department of Planning and Community Development. Based on the information available, additional sites were removed from the list because of their current condition and/or status. This step highlighted a recurring problem faced throughout this project. Although the state’s KCS offers a starting point for evaluating known brownfields, the data that is available through that list is sometimes incongruous with what is present in the field or the city’s records. For instance, certain addresses were approximations and did not correlate to sites in real life. This created an extra step in gathering additional data about the sites and, at times, made determining their location in the field difficult. Two subsequent Task Force meeting were held in April to finalize the sites that are present in the inventory. The criteria for inclusion were refined and final input from stakeholders was gathered. Over the five months between the beginning and completion of this project, certain sites were removed from the Active list because remediation processes had been undertaken and completed. This was determined using the NJDEP’s OPRA website to access records for each site. These closed sites were also removed from consideration. All sites included in the final inventory meet the following criteria: 1. They are Active Known Contaminated Sites (as of April 2013). 2. They are undeveloped or underutilized. 3. PRTF task force stakeholders have not identified any additional, specific reasons they should not be included in the inventory. ELIZABETH BROWNFIELDS INVENTORY Fig. 2 Page 10
  • 11. Page 11 A number of the sites on the KCS Active list are also already in the process of being remediated, which can be inferred from the state’s public notification process. Sites that had submitted these notices to the NJDEP were provided for this report by the DEP’s Karen Kloo. Over half of the 14 sites (57%) in the inventory have submitted public notification notices to the NJDEP. The severity of contamination on the sites was also variable, ranging from the least severe (C1) to most severe (D), although the majority of sites (71%) met the criteria for either a C1 or C2 classification (see Inventory Introduction for a full definition of these categories). In terms of prioritizing these sites for redevelopment, the Task Force discussed a number of factors that might be worth considering. One that was suggested was that sites that were publicly owned might be easier to redevelop in the short term. Of the sites in the final inventory only two are publicly owned (82 Livingston Street and 823 E. Jersey Street), although both represent excellent opportunities for redevelopment. Another aspect that was suggested was that sites that could be aggregated into larger parcels might deserve greater consideration. How- ever, none of the sites in the final inventory are adjacent to one another. Proximity to Assets Another aspect of the sites that was discussed during the initial meeting of the PRTF was their proximity to community assets such as schools, the Elizabeth River, and recreational spaces.   • 12. Page 12 children who are more vulnerable to contaminants. At the same time, these resources may make these sites more appealing to redevelopers who can accrue benefits from being near green spaces or spaces that are highly trafficked. Similarly, sites located in already established redevelopment areas may be attractive because the city or developers can use that designation to garner greater benefits. There are 6 sites that are either within 500 feet of one of these resources and/or fall within a redevelopment area. Of these sites, 82 Livingston Street immediately stands out as a great candidate for redevelopment. It is a small (.298), rectangular property that is publicly owned, falls within a redevelopment area, and is within 500 feet of both a school (No. 28 Duarte-Marti School) and a recreational space (Arthur Kill Park).   • 13. Page 13 IV. NEXT STEPS There are a number of potential next steps for this report. Moving forward Groundwork plans to identify stakeholders that can benefit the most from this report and ensure it is available to them. As mentioned earlier we also hope this inventory can serve as a template for similar projects in other Groundwork communities that are tackling similar issues in their own cities. From a research perspective, it might be worthwhile to continue to investigate the sites that are in the inventory. Compiling information on the history of these sites and/or the type of contaminants that might be present would provide additional information to stakeholders and might, ultimately, make their redevelopment easier. Finally, while our site selection process took advantage of the local knowledge of the Task Force stakeholders, there are other criteria that were discussed for choosing sites that we did not use as heavily. For instance, it was suggested early on that there be more emphasis placed on sites that are near community assets and while this is something we took into account for out analysis, it was not a filter used at the front end of the project. Reviewing the KCS list again with this in mind might indicate that certain sites that were rejected should be included in a comprehensive city brownfields inventory. Ultimately, we would like for the sites in this report to be redeveloped in a way that serves the community and the city. We know this goal is possible since there is at least one site on this inventory (500 Elizabeth Ave, pg 27) where a sale is already pending. Redevelopment Uses The ultimate end goal for this project would be to have all these sites redeveloped and used in ways that benefit the community as well as the city. While redeveloping them as commercial uses might be ideal for certain sites, Groundwork encourages the reuse of these sites as green spaces or additional recreational spaces for city residents. It is clear from the Firehouse Case Study that these passive uses are frequently desired by many mem- bers of the community. Of the sites we have identified in the inventory a few make more sense as potential green spaces than others. Again, 82 Livingston Ave as a publicly owned space that is near a school has significant potential to be redeveloped as a park. During the last Task Force meeting it was also suggested that 23 Front Street might be an ideal candidate for a park. Larger than many of the other sites, it could be an extension of the existing Marina and residents might benefit from additional riverfront access. Although a full analysis of which sites might best be used for green space has not been done, it is something that should be considered by all users as redevelopment of these parcels moves forward. No other sites in the final inventory are within 500 feet of a school. Page 13

INVENTORY The inventory provides a snapshot of the “Top Brownfields for Redevelopment.” Each page includes pertinent background information, such as the location of the site, tax assessment information, remediation status, and proximity to community assets and sensitive areas such as schools, the Elizabeth River, and recreational space. The sites’ assessed values and dimensions were obtained from the City of Elizabeth’s Tax assessor’s office. The Public Notification status was furnished by Karen Kloo from the NJDEP while the remaining information is publicly available through the NJDEP. The information on site proximity to community assets was determined using GIS data from the state. Aerial images were sourced from Google Maps and all site photos were taken by Project Interns Kelsey Brooks and Scott Warner. Some of the following information may prove useful for reviewing the inventory pages: Remediation Status Indicates the overall degree of suspected contamination: • B - remedial level associated with emergency response, simple removal activities of contaminants usually no impact to soil or groundwater. • C1 - remedial levels are associated with simple sites one or two contaminants localized to soil and the • immediate spill or discharge area. • C2 - remedial levels are associated with more complicated contaminant discharges, multiple site spills and discharges, more than one contaminant, with both soil and groundwater impacted or threatened. • C3 - remedial levels are associated with high complexity and threatening sites. Multiple contaminants some at high concentrations with unknown sources continuing to impact soils, groundwater and possibly surface waters and potable water resources. Dangerous for direct contact with contaminated soils. • D - Same conditions as C3 except that D levels are also usually designated Federal “Superfund Sites” (Source: NJDEP).
