• Frequency of attacks will remain low in the short term, but over the
long term will increase

• Sino-U.S. agreement against corporate cyber attacks?
• Major restructuring of the People’s Liberation Army
• International image—refined strategy of attack?

• Threats to internal stability and regime legitimacy

• The number of the attacks will increase
