PASCACK VALLEY
A few decades ago and 65
miles northwest of Las Vegas, the
United States tested hell on Earth
above and below ground, cratering
the desert, obliterating a test town,
and often sprouting mushroom
clouds miles high.
With the age of the atom hav-
ing been inaugurated—and stag-
geringly more ferocious weapons
even today locked and loaded
worldwide—thereʼs still plenty of
work for the site to do.
Two members of the Town-
ship of Washington Volunteer
Ambulance Corps recently visited
“nuke school,” the Nevada Nation-
al Security Site, a United States
Department of Energy reservation
in southeastern Nye County, Neva-
da, to participate in a counterterror-
ism course on responding to
nuclear and radiological emergen-
cies.
The site, formerly known as
the Nevada Proving Grounds, was
established Jan. 11, 1951, for the
testing of nuclear devices.
This June it hosted Lt. Justin
G. Tsai and EMT Gary M. Peters,
who travelled for the free training
administered by U.S. Department
of Energy contractor Counter Ter-
rorism Operations Support—Mis-
sion Support and Test Services
LLC.
The program develops and
delivers training for emergency
responders “to take immediate,
decisive action to prevent or
respond to terrorist use of radiolog-
ical or nuclear WMD, such as radi-
ological dispersal devices (RDDs,
or dirty bombs) and improvised
nuclear devices (INDs).”
In 1955, the Federal Civil
Defense Administration con-
structed a small town at the T-1
Site. The town included houses
and bungalows built to code, elec-
tric power systems, a radio broad-
casting station, weigh station,
propane tank farm, vehicles, fire
equipment, food supplies, and
other items used for the test.
In a nationally televised event
on May 5, 1955, this community
was devastated by a 29-kiloton
nuclear detonation in order to
evaluate the effects of a nuclear
explosion on civilian communities
and test civil defense organiza-
tions.
Four nuclear devices were
detonated at this location from
1952 to 1957. The small amount
of nuclear fallout remaining from
these detonations is now below
the surface of the soil, providing a
realistic and allegedly safe train-
ing area.
Radioactive debris created
during the nuclear detonations,
such as twisted steel fragments
and sand melted into radioactive
glass—trinity glass or trinitite—is
still scattered throughout the site.
Industrial, sealed radioactive
sources are also placed in exercise
areas to create elevated radiation
levels—perfect for training for the
worst.
After the terrorist attacks on
Sept. 11, 2001, the CTOS training
program converted the T-1 Site
into a training center modeling an
American community attacked by
terrorists using an IND or multiple
RDDs.
Completed in 2004, the T-1
Site covers approximately 40
acres, allowing more than 100
emergency responders to partici-
pate simultaneously.

instruction, which includes realistic
scenarios, exercise-based training
at ground zero of actual nuclear
weapons tests, and simulated high-
hazard incidents.
Local EMTs have also been to
“bomb school” at the Energetic
Materials Research and Testing
Center, New Mexico Institute of
Mining & Technology, for “Inci-
dent Response to Terrorist Bomb-
ings.”
All actively emergency med-
ical technicians are eligible to
apply for training at both schools,
though such training is not
required.
Preparing for the worst
Tsai explained that the nuke
training, for which responders
wear Level C hazmat suits, is about
“What am I going to do if God for-
bid there is a nuclear attack near-
by—for example, in New York
City—and all of us in the area are
called upon to assist the many like-
ly victims that would result from
such an event.”
He said the bomb training
tells EMTs, who see the inside of
many strangersʼ homes, what to
watch for as theyʼre aiding victims.
Should they stumble upon home-
made bombs in progress theyʼll
know what to report to the local
authorities.
Overall, he said, “We think itʼs
good for our community to know
that our responders are taking the
initiative to be trained; likewise, we
donʼt think itʼd hurt for people to
know that there are perks to serving
as EMTs too.”
WTVAC, established in 1957,
serves the Pascack Valley as a vol-
unteer emergency medical service.
The organization—at last count 27
strong—continues to provide free
healthcare for those in need.
As a member of the Pascack
Valley Mutual Aid Group, it serves
the Township of Washington, West-
wood, Hillsdale, Emerson, Tri-
Boro (Park Ridge, Woodcliff Lake,
Montvale), River Vale, and Old
Tappan, providing pre-hospital
care in medical and trauma emer-
gencies and working closely with
police, fire, and advanced life sup-
port personnel.
Members are “ordinary people
just like you, with full-time jobs
and families. We are your neigh-
bors, who volunteer our spare time
to ensure that Washington Town-
ship and surrounding towns have
emergency ambulance coverage at
all times,” WTVAC says on its
website.
The corps also has an active
youth membership program,
which encourages high school
students to gain experience early
and learn more about the emer-
gency medical services.
The neighboring Westwood
Volunteer Ambulance Corps, 57
strong, says it has not seen its
members train in Nevada or New
Mexico.
Like WTVAC, they train for
mass casualty incidents at the
comprehensive Bergen County
EMS School in Paramus and at
University Hospital, Newark.

Mark Samitt was a beloved family man, devoted friend, Temple Beth Or board member,
runner, and successful business professional who died at age 52 in May 2015 after a long
and valiant fight with melanoma, the deadliest form of skin cancer. In the midst of his
battle, Mark created Mark the SPOT! -- a campaign affiliated with the MRF aimed at
creating awareness among the hairstylist community about spotting unusual moles or
lesions during the routine styling process. The campaign urged stylists, “If you SPOT
something, say something!”
The Corps would also like to extend their sincerest appreciations to Temple Beth Or, Mark
The SPOT! Foundation, the Samitt Family, and event organizer Dr. Richard Goldstein for
their assistance and consideration in including the Corps in their event.

Tsai, WTVAC)
On an early morning, September 2018, a van from Floral Expressions by Maria & Larry, driven by co-owner Larry
Malizia, arrived at the Township of Washington Volunteer Ambulance Corps headquarters. Doing so as an act of
kindness to the Corps, Mr. Malizia and several members of the Corps’s equipment loans team then loaded excess
refurbished equipment into the back of the van. Mr. Malizia and EMT Naomi Theisz then delivered the equipment
to Peace Works, a charity which ultimately shipped the equipment to the needy in Nicaragua.

At the direction of EMT Naomi Theisz, Coordinator, the WTVAC Equipment Loans team, including her husband,
Dr. Nicholas Theisz, and EMT Robert Grimaldi, collects and refurbishes used medical equipment from the local
community, and then loans them back out to any Pascack Valley residents in need.

The Corps’s current inventory includes (but is not limited to): crutches, canes, quad canes, walkers, walkers with a
bench, wheelchairs, commodes (+ associated parts), shower chairs, medical (hospital) beds, transport chairs, and
knee scooters.
Because the Township Corps is one of a few that continues to fully maintain and operate an Equipment Loans
program, the team both accepts donations from, and seeks to loan-out its equipment to residents of both the
Township and other Bergen County towns.
As it stands, municipalities where Corps Equipment is currently on loan to includes, but is not limited to:
Hillsdale, Westwood, River Vale, Emerson, Paramus, Park Ridge, Montvale, Woodcliff Lake, Old Tappan, Ho-Ho-
Kus, Closter, New Milford, Harrington Park, Norwood, Upper Saddle River, Saddle Brook, Ramsey, Cresskill,
Wyckoff, Waldwick, Dumont, Haledon, and Fair Lawn.
The team is happy to assist out-of-area residents as well, especially in situations when a piece of equipment is not
readily available elsewhere.
As newer equipment comes in, older items that can no longer fit in the Corps’s multiple storage sheds are then put
to good use by being donated overseas, while newer items are reserved for the local community.

For several hours on Halloween of this year, the Township of Washington Emergency Services, at the direction of
Detective Heather Castronova, hosted the township’s first annual “Trick or Treat Safely” event, providing the youngsters
of the town a safe opportunity to participate in traditional Halloween festivities. While the police cordoned off a section of
Colonial Avenue, both the Ambulance and Fire Departments set up at opposite ends to entertain the children.

G. Tsai, EMT Robert L. Fox, EMT Beatrice Napier, EMT Naomi Theisz, and Dr. (Driver) Nick Theisz.

graduate of the EMS Academies, EMT Gary M. Peters is quickly working hard to make
the most of the opportunities available to him.
The three EMTs, from the Township of Washington Volunteer Ambulance Corps, were
posted this past summer to different locations as Summer Camp Standby EMTs. The trio
were responsible for assisting youngsters who became ill or injured, providing first-aid
and medical assistance as necessary. They also acted as advisors to the teachers-in-charge
of the day-to-day operations of the camp, and to campers and their parents when
necessary.

Historically, Camp Standby positions were amongst the most in-demand and competitive
special assignments available to EMTs, and it isn’t all too hard to figure out why. When
not engaged in providing medical care, Camp EMTs enjoy playing with the children and
joining them in their sports, activities, and field-trips. Additionally, EMTs on loan to the
camps are paid by their employers around $15/hr, pay increases possible for subsequent
seasons.
A former counselor who came up through the (camp) ranks, this was Lt. Tsai’s third
summer in a row as Camp EMT. Aged 21, and currently a third-year B.S. in Nursing
Student at Seton Hall University, Lt. Tsai’s time includes two tours with a 5th and 6th
grade day camp, and one with a day-trips only program for older teens. EMT Fox has
spent the last two summers serving a K-2nd grades day-camp, working with the same age-
group as he did in education. EMT Peters had just completed his first year with a 3rd/4th

grade day-camp, and looks forward to returning the next year. In recent times EMT
Isabelle-Joy Carrillo served as “Medical Officer” one summer for a Boy Scouts Camp as
well.
As the trio each noted, these assignments challenged each of them to grow as they were
offered many opportunities to quickly deepen their understanding. Operating outside a
usual environment whilst working with a special population, all three were often asked to
adapt their training to many special considerations. As rewarding as it was to make a
difference in a youngster’s life, all three appreciated the opportunity to serve as quality
role-models as well; as Tsai noted, some of his favorite moments were being able to
answer the children’s questions on EMS and even talk to some who hope to become future
EMTs.
Aside from working various standby assignments, an EMT’s perks also include the many
scholarship opportunities available, with the most opportunities available for those who
are full-fledged EMTs prior to the final semester of high school. Additionally, a beginning
as an EMT serves as a springboard for several career paths as well, including healthcare,
public service, and politics.
As always, the Corps needs additional members, be it to help staff it’s 911 ambulance or to
fill positions at local summer camps. Any person interested in volunteering their time can
find our application online at www.wtvac.org or call us at 201-664-3784. Anyone aged 16

With the age of the atom hav- ing been inaugurated—and stag- geringly more ferocious weapons even today locked and loaded worldwide—thereʼs still plenty of work for the site to do. Two members of the Town- ship of Washington Volunteer Ambulance Corps recently visited “nuke school,” the Nevada Nation- al Security Site, a United States Department of Energy reservation in southeastern Nye County, Neva- da, to participate in a counterterror- ism course on responding to nuclear and radiological emergen- cies. The site, formerly known as the Nevada Proving Grounds, was established Jan. 11, 1951, for the testing of nuclear devices. This June it hosted Lt. Justin G. Tsai and EMT Gary M. Peters, who travelled for the free training administered by U.S. Department of Energy contractor Counter Ter- rorism Operations Support—Mis- sion Support and Test Services LLC. The program develops and delivers training for emergency responders “to take immediate, decisive action to prevent or respond to terrorist use of radiolog- ical or nuclear WMD, such as radi- ological dispersal devices (RDDs, or dirty bombs) and improvised nuclear devices (INDs).” In 1955, the Federal Civil Defense Administration con- structed a small town at the T-1 Site. The town included houses and bungalows built to code, elec- tric power systems, a radio broad- casting station, weigh station, propane tank farm, vehicles, fire equipment, food supplies, and other items used for the test. In a nationally televised event on May 5, 1955, this community was devastated by a 29-kiloton nuclear detonation in order to evaluate the effects of a nuclear explosion on civilian communities and test civil defense organiza- tions. Four nuclear devices were detonated at this location from 1952 to 1957. The small amount of nuclear fallout remaining from these detonations is now below the surface of the soil, providing a realistic and allegedly safe train- ing area. Radioactive debris created during the nuclear detonations, such as twisted steel fragments and sand melted into radioactive glass—trinity glass or trinitite—is still scattered throughout the site. Industrial, sealed radioactive sources are also placed in exercise areas to create elevated radiation levels—perfect for training for the worst. After the terrorist attacks on Sept. 11, 2001, the CTOS training program converted the T-1 Site into a training center modeling an American community attacked by terrorists using an IND or multiple RDDs. Completed in 2004, the T-1 Site covers approximately 40 acres, allowing more than 100 emergency responders to partici- pate simultaneously. Local EMTs have also been to “bomb school” at the Energetic Materials Research and Testing Center, New Mexico Institute of Mining & Technology, for “Inci- dent Response to Terrorist Bomb- ings.” All actively emergency med- ical technicians are eligible to apply for training at both schools, though such training is not required. Preparing for the worst Tsai explained that the nuke training, for which responders wear Level C hazmat suits, is about “What am I going to do if God for- bid there is a nuclear attack near- by—for example, in New York City—and all of us in the area are called upon to assist the many like- ly victims that would result from such an event.” He said the bomb training tells EMTs, who see the inside of many strangersʼ homes, what to watch for as theyʼre aiding victims. Should they stumble upon home- made bombs in progress theyʼll know what to report to the local authorities. Overall, he said, “We think itʼs good for our community to know that our responders are taking the initiative to be trained; likewise, we donʼt think itʼd hurt for people to know that there are perks to serving as EMTs too.” WTVAC, established in 1957, serves the Pascack Valley as a vol- unteer emergency medical service. The organization—at last count 27 strong—continues to provide free healthcare for those in need. As a member of the Pascack Valley Mutual Aid Group, it serves the Township of Washington, West- wood, Hillsdale, Emerson, Tri- Boro (Park Ridge, Woodcliff Lake, Montvale), River Vale, and Old Tappan, providing pre-hospital care in medical and trauma emer- gencies and working closely with police, fire, and advanced life sup- port personnel. Members are “ordinary people just like you, with full-time jobs and families. We are your neigh- bors, who volunteer our spare time to ensure that Washington Town- ship and surrounding towns have emergency ambulance coverage at all times,” WTVAC says on its website. The corps also has an active youth membership program, which encourages high school students to gain experience early and learn more about the emer- gency medical services. The neighboring Westwood Volunteer Ambulance Corps, 57 strong, says it has not seen its members train in Nevada or New Mexico. Like WTVAC, they train for mass casualty incidents at the comprehensive Bergen County EMS School in Paramus and at University Hospital, Newark. Because the Township Corps is one of a few that continues to fully maintain and operate an Equipment Loans program, the team both accepts donations from, and seeks to loan-out its equipment to residents of both the Township and other Bergen County towns. As it stands, municipalities where Corps Equipment is currently on loan to includes, but is not limited to: Hillsdale, Westwood, River Vale, Emerson, Paramus, Park Ridge, Montvale, Woodcliff Lake, Old Tappan, Ho-Ho- Kus, Closter, New Milford, Harrington Park, Norwood, Upper Saddle River, Saddle Brook, Ramsey, Cresskill, Wyckoff, Waldwick, Dumont, Haledon, and Fair Lawn. The team is happy to assist out-of-area residents as well, especially in situations when a piece of equipment is not readily available elsewhere. As newer equipment comes in, older items that can no longer fit in the Corps’s multiple storage sheds are then put to good use by being donated overseas, while newer items are reserved for the local community. Peters is quickly working hard to make the most of the opportunities available to him. The three EMTs, from the Township of Washington Volunteer Ambulance Corps, were posted this past summer to different locations as Summer Camp Standby EMTs. The trio were responsible for assisting youngsters who became ill or injured, providing first-aid and medical assistance as necessary. They also acted as advisors to the teachers-in-charge of the day-to-day operations of the camp, and to campers and their parents when necessary. Subscribe Historically, Camp Standby positions were amongst the most in-demand and competitive special assignments available to EMTs, and it isn’t all too hard to figure out why. When not engaged in providing medical care, Camp EMTs enjoy playing with the children and joining them in their sports, activities, and field-trips. Additionally, EMTs on loan to the camps are paid by their employers around $15/hr, pay increases possible for subsequent seasons. A former counselor who came up through the (camp) ranks, this was Lt. In recent times EMT Isabelle-Joy Carrillo served as “Medical Officer” one summer for a Boy Scouts Camp as well. As the trio each noted, these assignments challenged each of them to grow as they were offered many opportunities to quickly deepen their understanding. Operating outside a usual environment whilst working with a special population, all three were often asked to adapt their training to many special considerations. As rewarding as it was to make a difference in a youngster’s life, all three appreciated the opportunity to serve as quality role-models as well; as Tsai noted, some of his favorite moments were being able to answer the children’s questions on EMS and even talk to some who hope to become future EMTs. Aside from working various standby assignments, an EMT’s perks also include the many scholarship opportunities available, with the most opportunities available for those who are full-fledged EMTs prior to the final semester of high school. Additionally, a beginning as an EMT serves as a springboard for several career paths as well, including healthcare, public service, and politics.
