Background
Paul-Lattaer Rutledge the Project Manager has identified the market need and potential
benefits of All Singles Social Media in the Northeastern Region. Miss. Rutledge envision an easy
way for singles to meet and have fun in a way that people can understand each other that is not
helping out the people of the singles work.

Given the substantial support throughout the region of Collages, Universities, Military
Bases has decided to proceed with the development of the website of All Singles Social Media.
3. Objectives
The overall objective of this Procurement Plan is to describe how ABC Smart, LLC will
be consulting with the required studies, the design, and the construction of All Singles Social
Media website. The website will be completed and ready for the world on April 20, 2015 and the
total cost of USD $1,800,000.00 to 2,200,000.00. Note that this cost is a Class B estimate with
the range of +25% to -10%.

Assumptions
The Procurement Plan described in this report is based on the assumptions that the All
Singles Social Media website is opening as a private organization. As such, ABC Smart, LLC is
in positions to invite firms to submit proposals for all aspect of the project. The contracts do not
have to be open to all firms and or advertised publicly. The Project Plan is founded on the
following key assumptions:
The project is being conducted by a private operation and is not subjected
to the government and Treasury Board purchasing guidelines.
The project will not be subject to any free trade regulations
ABC Smart, LLC can invite firm to bid on the project
ABC Smart, LLC believes that these assumptions are reasonable. If any of the
assumptions prove otherwise, however, there undoubtedly will be an impact on the project cost,
time, and/or quality. A risk analysis, as described previously, has been completed, and mitigation
actions as applicable will be undertaken to minimize these impacts.
Summary
ABC Smart, LLC has developed a comprehensive Procurement Plan that will allow it to
oversee the conceptual development, design, approval, construction, testing, and handover of the
new All Singles Social Media website. The Procurement Plan will maximize the probability of
completing of the website design, on time, and on budget.
4. As was the case with the original Project Plan, approval of this Procurement Plan by the
managers of All Singles Social Media website is required within 14 days in order for ABC
Smart, LLC to maintain the Project Plan schedule.
