The jurisprudence of Religious Tolerance (“Toleration”) and Freedom
of Conscience originated in the New World on Governors Island with
the official Instructions to the [New York] region’s first pioneers who
disembarked on Governors Island in 1624.
This body of laws applied to the region on America’s East Coast
between 38 and 42 degrees latitude. It derived from the Dutch
Republic whose 1579 founding document had decreed “that everyone
shall remain free in religion and that no one may be persecuted or
investigated because of religion.”
Furthermore, New York’s earliest civil regulations – its first laws and
ordinances – were expressly incorporated by reference in these
directives to the Governors Island’s settlers in 1624. Their introduction
was accompanied by hard copies of common law of the States of
Holland and Zeeland as codified in 1587.
These historical events imbued Governors Island with
momentous symbolic significance forever.
