LETTER OF REFERENCE
14 June 2016
To whom it may concern,
JETON ZAGRAGJAJ has served as an intern in the European Union Rule of Law Mission in
Kosovo – EULEX, within the Press and Public Information Office, from 28 January 2016 to
14 June 2016.
Jeton was a great asset to the office and supported PPIO with various tasks demonstrating
high efficiency and professionalism. He conducted meticulous research and drafted reports
on a wide variety of topics regarding Kosovo’s judicial, social and political developments.
He has achieved in-depth knowledge and understanding on Kosovo’s judicial, social and
economic progress, provided reports on various events and attended a number of
conferences and workshops.
Jeton worked as a translator, liaison officer and local media coordinator for the Organised
Crime Investigation Unit on executive operations, particularly on the Azem Syla case of April
2016. He also worked with the Mitrovica narcotics prevention unit of the Kosovo Police, in
efforts to form a partnership with EULEX to fight drug trafficking in Kosovo. Both
experiences provided him with significant expertise in the area of criminal matters in the
region.
Jeton is extremely skilled to disseminate, analyse and report information on complex issues
effectively and strategically, allowing him to read large reports and provide his office with
condensed versions. While assisting PPIO in covering and publishing materials related to
EULEX activities and work with the Kosovo authorities, he has proven his ability to work
independently under established procedures in a politically sensitive environment, while
exercising discretion, impartiality and neutrality.
He has equally taken an interest in other crosscutting issues within the Strengthening
Division and the Gender Office, by offering his formal contribution to a number of joint
projects such as the Role of Women in Rule of Law in Kosovo.
Jeton has shown impressive capability of taking ownership of his tasks independently and
has a strong orientation towards goal setting and problem solving. In all his tasks he has
demonstrated great attention to detail and effortlessly managed multiple issue areas and
tasks simultaneously. He has equally proven excellent skills in reporting, interviewing,
public speaking, logistics and organisation development.
Jeton is of extremely helpful, proactive and positive character which confirms that he is
ideally suited to work in international team environments. Jeton is highly intelligent and has
a significant potential for the future. I would be happy to act as his reference.
Respectfully,
MartinCunningham
