Tender Overview
• The Mexican Energy Ministry (Sener) issued the definitive version of its
natural gas storage policy, highlighted by the announcement that Mexico will
hold it’s inaugural tender for the construction of strategic underground
natural gas storage facilities
• The policy sets a minimum capacity target of 10 Bcf for this year’s tender,
and specifies the use of depleted gas fields as storage reservoirs to meet the
immediate goal
• Tender bidding process to begin in September
• Winners to be announced mid-December

5. NATURAL GAS STORAGE SITUATION
“Government Priority to Develop Strategic
Natural Gas Storage Capacity”
Highlights
• The government agency responsible for operation of the national pipeline
network (Cenagas) is obligated to develop a strategic inventory of natural gas
storage facilities to be used in the event of emergency supply shortages
• Primary policy goal is to develop 45 Bcf of strategic storage capacity that is
operational by 2026 and able to supply five days of national gas consumption
• Secondary policy goal is to open the door and catalyze the launch of a
commercial gas storage market, similar to Canada and the US
• Interruptions to Mexico's pipeline imports - or disruptions at sensitive points in
the gas infrastructure network - can and have seriously impaired electricity
generation, negatively impacting operations in Mexico’s automobile,
manufacturing and industrial sectors

6. MIDSTREAM INFRASTRUCTURE SITUATION
“Build-out of Midstream Infrastructure Continues to Attract Investors”
Overview
• Mexico is predicted to remain a top, emerging energy market for investors,
driven by the continued need for build-out of Mexico’s natural gas midstream
infrastructure and expansion of domestic hydrocarbon production
• The reorganization of the Mexican energy sector through the Energy Reform
has opened the door for competition and investment in deregulated Mexican
oil and gas, electricity, and infrastructure markets
• Mexico relies heavily upon LNG terminals for short-term system balancing
and is highly dependent on imported natural gas, mostly via pipeline
shipments from the US (63% of 8.03 Bcf consumed per day in 2017)
• Currently, there is no underground storage capacity in operation or under
development in Mexico
