Dr. Jafar Hassan
Minister of Planning and lnternational Cooperation
Hashemite Kingdom of iordan
Amman, Jordan
Dear Dr. Hassan:
Greetings. lt is my pleasure to make your acquaintance as the Minister of Planning and lnternational
Cooperation for the Kingdom of Jordan and to introduce you to National Standard Finance.
This introduction was made possible by NSF's official representative in Jordan, Mr. Jameel Bust, a
resident of Amman, who met recently with Ms. Zena Toukan, Director of the lnternational Cooperation
Department. lt was Ms. Toukan suggestion that I write to you personally to introduce our company
and its' global financial services capabilities.
National Standard Finance (NSF) is a leading global investment management company that provides
Shari'ah compliant lease-based project financing to government agencies, large corporations and
major utilities worldwide. NSF and its managed investment vehicles are capitalized by world class
institutional investors and leading investment banks. Our current transaction size is from SSOVT - 518,
and larger on a case-by-case basis. Our investments are long-term in nature, typically varying from 10
- 30 years.
NSF typically provides LO)% of the capital requirement for projects in which we invest, Most
importantly, our "all in" capital costs are most competitive - often half the cost of other global
alternative funding structures such as PFI and BOT. Additionally we differentiate ourselves by
structuring each transaction as a separate SPV to meet the specific requirements of the client's
interests, and further with the speed and ease of execution through our lease-based structures.
NSF is not an asset-based lender but rather a credit-based investor. Under our lease-based investment
programs, the main and essential requirement of the project owner is an unconditional lease for real
estate assets from an acceptable credit-rated entity. When we encounter investment opportunities
with sovereign entities which have less than investment grade credit, such as Jordan currently, we
work closely with global entities such as the World Bank, OPIC and ICIEC/lDB to provide the necessary
credit enhancement to advance the transaction.
NSF has a specific interest in investing in Jordan. With the assistance of Mr. Bust, we are actively
identifying both governmental and commercialventures in which we might participate. ln that regard

2. NSF is hereby authorizing Mr' Bust to discuss such opportunities with you and obtain necessaryinformation of such projects on our behalf.
I am enclosing a corporate brochure to provide introductory information on NSF, and a review of ourwebsite will provide further information.
I would look forward to the opportunity of speaking together at the appropriate time.
Sincerely,
MPaul L. Anderson
