Prior work history (latest to oldest):
As President of Gill Quarries Inc. in East Noriton PA:
The challenge that Irvin Gill accepted was to resurrect Gill Quarries Inc. which had been
dormant for several years. Gill Quarries, Inc. was a closely held company, with 100% of
the stock owned by his father, Harry R. Gill (now deceased). The dormancy was the
result of a long legal battle with our local township over the expansion of mining
operation onto other contingent company owned properties that were not zoned for
heavy industry. The final ruling was unfavorable for the company.
In 2009, the company opened its doors. Irvin was made president to facilitate operations
and negotiations. That first year Gill Quarries had only one customer and grossed
approximately $56,000. The following year we grossed $78,000, slowly acquiring new
ones, growing to $256,000 in 2011, $330K in 2012, $1.1 M in 2013 and finally $1 M in
2014. The dip in 2014 numbers was due to a problem with the outside contractor who
produced the crushed stone products from our raw materials.
In the winter of 2014, due to the inconsistency of product flow, cost and quality, the
decision was made to obtain crushing equipment for the company and produce crushed
aggregates ourselves instead of relying on outside contractors. The equipment finally
arrived in the beginning of July 2014. It took several months to get to the point where

some sort of predictable flow could be reached. By the end of 2014, it was realized that
one more piece of equipment was needed. The search took several more months. This
crusher arrived in March, needing some repairs and then more some time for training.
By the beginning of May 2014, after a very long and financially unproductive winter,
things were starting to get rolling. Gill Quarries was finally able to make all necessary
products at a favorable cost and with a reasonable degree of speed. Projects that I had
bid on over the winter and was following up on through the spring were just coming to
fruition.
As Vice President of Gill Quarries Inc. in East Norriton, PA
It was Mr. Gill’s responsibility to lead and co-ordinate the challenge to the zoning laws of
the local township, East Norriton.
In 1999, the State of Pennsylvania enacted the Municipal Cure. This was to force all
local townships to consider and enable zoning of all types in every township, so that
businesses could not be capriciously zoned out of existence. This was the beginning of
the latest zoning battle. The case was presented over two years, from 2000 - 2002 to
the local zoning board, then board of supervisors. From that point on, in Montgomery
County PA court, then regional. In the end of 2005, the Supreme Court of Pennsylvania
refused to hear the case, ending the appeal process.
For most of 2006, Mr. Gill tried to sell off the properties owned by the company, some
100 acres. However, the real estate bubble was just bursting. That effort was unfruitful
In the end of 2006 during a discussion with Harry R. Gill, he volunteered to re-open the
quarry. This required several stages to be completed.
1) Permits. The PA DEP permit had to be brought up to date. The local township tried to
block this opening, but they were eventually unsuccessful.

2) Removal of the old crushing plant and equipment, which was sold for scrap.
3) Re-hiring former employees, hiring new employees and training them all. MSHA, the
Mine Safety and Hazard Administration, has very stringent regulations on pre-
employment and then continuing training.
4) Re-establishing product line. It was necessary to find a way to make and expand our
crushed stone aggregate product line, as all of the old production equipment was sold
off for scrap. Then, Gill Quarries had to be re-listed on Pennsylvania Department of
Transportation Bulletin 14 as an approved supplier of crushed aggregates. Also during
that time, we were approved to accept in clean fill, for a fee, and place it into the un-
used portion of the pit. This created another source of revenue, as now the customer
could dispose of fill created in construction, then bring back the necessary crushed
stone product to the jobsite, all at one site.
5) Re-acquiring previous customers and acquiring new ones. There was some media
marketing was attempted, but what turned out to be the most successful was guerilla
marketing. Any truck or construction vehicle spotted within a 5 mile radius of the quarry
site would be followed to ascertain who they were & then the owner was directly
contacted. Mr. Gill also researched any & all construction companies listed inside a 10
mile radius of the plant.
Production Supervisor, Gill Quarries Inc. Springhouse Division, Rt. 309 & Hartman
Road, Springhouse PA
With the loss of the previous supervisor of the Springhouse Division, Mr. Gill was
assigned to be his replacement. The plant was in poor, but operational shape. It took
several years to get the plant and equipment up to where they would perform
consistently. From that point on, it was a constant effort to expand production tonnage.
