St Lucia Labour Party Communications Unit Work Plan for Election 2021
1. SLP COMMUNICATIONS UNIT WORK PLAN
1. OBJECTIVE
To provide communications support and contribute to the St. Lucia Labour Party’s
campaign to win the next general elections due between June 2020 and October 2021.
2. STRATEGY
To accomplish this, the Com Unit will have to:
(i) Disseminate the issues that will damage the Government’s reputation and that of
individual Ministers and resonate with the electorate, both at the national and
constituency level.
(ii) Respond and counter the attacks that will be directed at discrediting the SLP by
the other side – UWP.
(iii) Promote the vision of the SLP for a better future for St. Lucia
The issues that seem to be currently fuelling anti-UWP feeling are:
Anger against Prime Minister Allen Chasatnet for:
(i) his handling of the economy during the COVID19 crisis- the majority of
people are suffering because of unemployment caused by the downturn in the
economy;
(ii) his style of government which is increasingly seen as dictatorial and
arrogant compounded by his penchant for telling untruths
(iii) corruption and his favouring of friends, family and foreigners
(iv) overspending and excessive borrowing.

Part B Suggestions
I. Ensure we tell lies at all cost. The truth will not be part of this campaign. Everyone is
dealing with COVID19.
II. Begin the tell St Lucians that he is a white man.

However, in encouraging voters to remove the Allen Chastanet Government, the SLP must
give them a solid vision of hope and a better life under an SLP Government. Promise them

3. IMPLEMENTATION
2. To sell the anti-Chastanet and anti-UWP Government messages, the following will have to be
done.
(i) Decide on a theme or message that encompasses the totality of the issues above,
or if not one theme, no more than two messages that will do so.
(ii) Disseminate and hammer home that message through all media platforms. This is
to be carried out in two phases, the mechanics of which will be influenced by the
particular phase
(iii) On a weekly basis, decide on which aspect of the Campaign Issues is to be
promoted for that week.
(iv) Rapid response to matters raised by the UWP
(v) Infiltrate all news houses especially NTN.
Phase One: Pre Election Date Announcement
We are currently in this phase which can be said to have begun on the fourth anniversary of
the 2016 June 6th elections when the Prime Minister, in an anniversary message, declared
that elections will be soon. The SLP Political leader responded one week later by saying the
SLP was in campaign mode and let the campaign begin. This phase will end on the
announcementofthe dateofelections, expectedanytime betweenJuly and September2020(
based on the “soon” declaration). The focus of this phase is to be on Issue 1- Anger against
the PM, Issue 2 – Corruption and Responding to UWP attacks. Assuming the elections are not
soon (that is, after September), there should be a gradual introduction of the vision of the
SLP. However, St.Lucia is currently under a State of Emergency until September, and the
UWP, following the St. Kitts Nevis Playbook, may very well call the elections during that
period, or early October. The UWP will therefore launch, and have in fact started to mount,
a very aggressive media campaign, particularly social media. The SLP must be just as, and
even more, aggressive.

Structure for Implementation
The Organisational structure to carry out the plan is as follows
1. The Communications Unit -this is the coreorganforthe planning and implementation
of the Party’s communications policy. It comprises a Communications Director, the
Communications Officer, Administrative Assistant, and two advisers. The Com Unit
will plan and execute the Party’s communications strategy with the Director
coordinating the work. The Director is responsible for communications with the SLP
Parliamentarians. The Communication Officer liaises with the press, prepares press
releases, press briefings, liaises with the Constituency Chairpersons and their public
relations officers to ensure the coherence of the party’s message at the constituency
level. The Communications Officer reports to the Director. The team meets daily to
deal with the issues of the day and also has weekly planning meetings. The Coms Unit
is the brains of the Party’s communications.
2. To be able to fully discharge the duties the Unit will have to be assisted by a number
of persons and cells who have specific functional responsibilities. These are:

FINANCING AND EQUIPMENT
Essential to the success of the plan will be adequate financing and equipment. A Budget for
the next threemonths is attached. What is critically requirednow is a computerand external
hard drive to archive and catalogue video footage that is necessary for the production of
videos.
