Overview of HB 1824
“Zackery Lystedt Law”
• Passed in 2009, HB 1824 – Youth Sports – Head Injury Policies (also
known as the “Zackery Lystedt Law”)
• Instituted requirement for concussion/head injury education for all
youth athletic programs in State of Washington, prior to youth
athletes’ participation in athletics
• Main requirement is education and notification of the risk of head
injuries in youth sports to parents and players
• Youth athletes and parents/guardians required to sign a concussion
and head injury information sheet prior to practice or competition
• Youth athletes suspected of sustaining head injury or concussion to
be removed from competition until cleared by a licensed health care
provider – “When in doubt, sit them out”
Overview of SB 5083
“Sudden Cardiac Arrest Awareness Act”
• SB 5083 – Sudden Cardiac Arrest Awareness Act passed in 2015,
effective July 24, 2015
• Similar to Zackery Lystedt Law, main requirement is education and
notification to parents and players of the sudden cardiac arrest in
youth sports
• Main difference between the two laws is that the Sudden Cardiac
Arrest Awareness Act specifically applies to school districts and
“private nonprofit groups” using school facilities (WA Youth Soccer
member clubs and associations are “private nonprofit groups”) –
Zackery Lystedt Law applies to all youth athletes statewide
Overview of SB 5083
“Sudden Cardiac Arrest Awareness Act”
• Washington Interscholastic Activities Association (WIAA), University
of Washington Center for Sports Cardiology, and Nick of Time
Foundation identified in SB 5083 as primary organizations for
education around SCA
• WIAA responsible for developing informational resources on SCA for
parents/players and for making available an online SCA prevention
program for coaches
What is Sudden Cardiac Arrest?
Per the National Heart, Lung, and Blood Institute (nhlbi.nih.gov):
• Sudden Cardiac Arrest (SCA) is a condition in which the heart
suddenly and unexpectedly stops beating. If this happens, blood
stops flowing to the brain and other vital organs.
• SCA is not the same as a heart attack - a heart attack occurs if blood
flow to part of the heart muscle is blocked. During a heart attack, the
heart usually doesn't suddenly stop beating.
• People who have heart disease are at higher risk for SCA. However,
SCA can happen in people who appear healthy and have no known
heart disease or other risk factors for SCA.

SCA is the leading cause of sudden death
in young athletes during sports
• SCA in young athletes is usually caused by a structural or electrical
disorder of the heart. Many of these conditions are inherited (genetic)
and can develop as an adolescent or young adult.
• SCA is more likely during exercise or physical activity, placing student-
athletes with undiagnosed heart conditions at greater risk.
• SCA also can occur from direct blow to the chest by a firm projectile or by
chest contact from another player (called “commotio cordis”).
Additionally, it’s not just players who are at risk –
our adult volunteers, coaches, and referees can be victims of SCA

Requirements for Players/Parents
• Players and parents/guardians are required to comply with the
requirements of HB 1824 and SB 5083 prior to using a school facility
in WA State
• Annual Statement of Compliance (certificate) from
Parent/Guardian and Player – each year, prior to the beginning of
the soccer season, each registered soccer player and the player’s
parents and/or guardian must sign and submit to the club or
association a statement of compliance that the player and parents
have both reviewed an online pamphlet providing information about
sudden cardiac arrest
Requirements for Players/Parents
Players and parents/guardians are required
to comply with the requirements of HB 1824
and SB 5083 prior to using a school facility
in WA State
• Player and parent/guardian must review
SCA information pamphlet (left)
• Player and parent/guardian must sign
annual statement of compliance
(certificate) after reviewing information
pamphlet – electronically through online
registration system or physical hard copy
Requirements for Players/Parents
• WA Youth Soccer is recommending that
all players middle school-age and older
review the SCA information pamphlet
prior to signing the statement of
compliance
• Elementary school-age children may not
be able to understand the content (or
read/write), therefore we advise parents
of younger players to sign on behalf of
their players and discuss SCA info with
young players as they see appropriate
• Parents/guardians of elementary school-
age players are still required to review
the information pamphlet and sign the
statement of compliance on behalf of
their child
Requirements for Coaches
• Head coaches and assistant coaches are required to comply with the
requirements of HB 1824 and SB 5083 prior to using a school facility
in WA State
• Coach Training and Certificate of Completion Every Three Years
- every three years, each WA Youth Soccer coach and assistant
coach must complete an online sudden cardiac arrest prevention
program and submit a certificate showing completion of the program
to the club/association.
• WIAA is still working on the training program for coaches; in the
meantime, WIAA recommends use of the National Federation of
State High School Associations (NHFS) online training.
• The training takes approximately 15 minutes and is available for free
at https://nfhslearn.com/courses/61032. A certificate is issued on
completion of the training.

Requirements for
Member Clubs and Associations
• In order for clubs/associations to rent ANY school facilities (public or private),
their organization must comply with HB 1824 and SB 5083
• Statement of Compliance - when a club/association plans to use the fields
of a school, it must then submit to the school district a Statement of
Compliance, which is a certificate stating that it has the statements of
compliance from the players and parents/guardians and the training
certificates of completion from the coaches, in compliance with the Act.
• The Statement of Compliance must also certify and provide proof of
insurance meeting the requirements of the Act. The insurance policy
requirements are:
• an accident and liability policy
• with coverage of at least $50,000 for bodily injury or death of one
person or at least $100,000 for bodily injury or death of two or more
persons in any incident; and
• issued by an insurance company authorized to do business in
Washington State.

In order for clubs/associations to rent ANY
school facilities (public or private), their
organization must sign the Statement of
Compliance, indicating all coaches, athletes,
and their parents comply with HB 1824 and
SB 5083

Requirements for
Member Clubs and Associations
• Our insurance provider, Pullen Insurance, has confirmed that our
2014-2015 insurance policies meet the requirements of the Act
• 2015-2016 Certificates of Insurance (COIs) will include language
specifically stating that compliance with SB 5083 is met by the
named insured (COIs currently state compliance with HB 1824)
• 2015-2016 COIs will be distributed to Member Associations in early-
to-mid August once the policies are made available to WA Youth
Soccer
Requirements for

• The entity using the school facility – whether that’s the club or
association – must comply with the law prior to signing and
submitting the Statement of Compliance to the school district
• The entity using the school facility – whether that’s the club or
association – must retain records of compliance for players/parents
and coaches

• We recommend contacting your online registration software provider
to discuss options for documenting compliance
• Online collection of parent/athlete signatures will be simpler in the
long run, requires no physical storage of documents by club
volunteers
• Any hard copies of compliance requirements submitted to the
club/association must be stored and accessible on demand
• Check with your school district(s) to understand their requirements –
the template statement of compliance form from WIAA was
distributed to all school districts 2 weeks ago but many schools are
closed until after the law takes effect
