2. A basic knowledge of all laws and
regulations pertaining to your exposure is
a requirement for entering upon and
working on a mine property. If you are
involved in an activity or in a particular
area of a mine property, it is required that
you have been adequately trained to
recognize potential hazards and comply
with all laws and regulations.

4. Definitions
• “Miner”: any individual working in a
mine.
• “Operator”: any person who
operates, controls or supervises a
mine or any independent contractor
performing services or construction
at such mine.
• “Independent Contractor”: any
person that contracts to perform
services or construction at a mine.

6. Definitions
• “Accident”
– a death of an individual at a mine
– a serious personal injury
• “Serious personal injury”
– any injury which has a reasonable potential to
cause death or,
– any injury other than a sprain or strain which
requires an admission to a hospital for 24
hours or more for medical treatment.

7. Mine Safety Law
• Each operator shall report promptly to the
department the occurrence at any mine of
any accident involving serious personal
injury or death to any person or persons;
whether employed in the mine or not.
• The scene of the accident shall not be
disturbed pending an investigation.
• In cases where reasonable doubt exists
as to whether to leave the scene
unchanged, the operator shall secure
prior approval from the department before
any changes are made.

 Commercial truck drivers should remain in their trucks while on mine
property, unless a safe area for tarping and checking their loads has
been designated.
 Rules establishing safe operating procedures should be posted.
METAL/NONMETAL MINE FATALITY - On May 28,1998, a 60-year old truck
driver was injured at a sand and gravel operation. The victim had stopped his truck on the
haul road and walked to the rear to check the latches, when he was struck by another
truck. He died several days later from his injuries.
Best Practices
 Commercial truck drivers should remain in their trucks while on mine property,
unless a safe area for tarping and checking their loads has been designated.
 Rules establishing safe operating procedures should be posted.

13. Stay Alert For Hazards
• Slow down when
approaching plant
and stockpile
areas.
• Do not drive on
stockpiles.
• Stay clear of falling
material from plant
conveyors

14. Loading Tanker Trailer
• Safety harness &
lifeline must be
used when working
from top of trailer.
• During hours of
darkness, work
area must be
lighted.
• Do not enter a tank
without someone
attending lifeline.

15. Elevated Truck Scales
• Stop before entering.
• Enter at slow speed
staying within the guard
rails.
• Do not proceed to scale
house until instructed.
• Watch out for people
around scale house.

16. No person shall smoke or use an open flame
within 25 feet of flammable or combustible
liquids. Fire extinguisher must be
strategically located on vehicle or within 100
feet depending on entrapment dangers.

Prior to moving trucks, check to make sure
the area behind you is clear of persons or other
equipment and sound a warning prior to
moving.

Operators' cabs shall be maintained to provide visibility
for safe operation and windows shall be kept clean, of
safety glass or equivalent, in good condition. Operators
must use seatbelt provided.

When entering mine property operate equipment under power
control, obey posted signs for speed limit, right of way, traffic
direction, etc. Never operate where the clearance between power
lines is less than 10 feet, unless the lines are de-energized or other
precautionary measures are taken.

When checking loaded trailer, use the grab-irons and railings
provided by the manufacturer, or the railed trucker’s platform
provided by the mine operator and face the ladders keeping both
hands free for climbing.
