A Quick Analysis of
Budget for Children in Madhya Pradesh

udget is an important economic instrument in progress and
development. Budget reflects the socio-economic prioritiesBof the government. There are many such expenses in the budget,
which have a direct impact on children more than adults. Like a
health center and school which are primary but fundamental
requirements for any child's development.
Our children, who are the future of our family, state, nation and
the world, are leading the deprived life. Basic services are out
of reach and also facing the problems such as malnutrition,
inadequate health, and lack of education facilities, clean
drinking water and sanitation. If we evaluate the status of
Madhya Pradesh state's children from the perspective of various
Human Development Indices, the picture is quite worrisome,
especially for a state where nearly half (46.86%)* of the total
population is children, the financial resources and its
distribution becomes very important.
In a survey, done few months back by National Institute of
Nutrition, Hyderabad, 52 percent children are Malnourished in Madhya Pradesh, the percentage was 62 in the
third National Family Health Survey. It is clear that, malnutrition has reduced by ten percent in past few years.
However over 12 per cent children in the state are severely malnourished.

2. Madhya Pradesh has the second position in the Annual Health Survey, 2010 - 11
country in infant mortality rate with 67 deaths
per thousand live births.
3. Madhya Pradesh is the second in the country with 89 Annual Health Survey, 2010 - 11
deaths per thousand children under five years of age.
4 Madhya Pradesh ranks 2nd in India with 74.1 Percent Probing child Health situation in

Definition of child :
According to United Nations Child Rights Convention and the Child
Care and ProtectionAct (Juvenile JusticeAct 2000), The population
of age group between 0-18 is considered as the population of
children.
Madhya Pradesh ranks second highest in the country with 89 deaths per thousand children under five
years of age. Among the districts Panna ranking first with 140 deaths and the second largest is Satna
with 130 deaths per thousand children.

! In Madhya Pradesh state, total budget for the children in financial year 2012-13 is
` 11, 786 crores which is ` 1495 crores more than the previous year.
! In the last three financial years (2010-11 AE, 2011-12 RE and 2012-13 BE) over all budget for
children from the state budget with the proportional share of 15 percent has been remained
fixed.
! It is within the sub-component of child budget, we however note some changes in terms of
budgetary allocations.
! there is nearly 32 percent increase in the area of child development. With alarming
situation of malnutrition and infant mortality in the state, increase can be seen as a positive
step.
! From the financial year 2010-11 to till 2012-13 there is no consistent increase in Child
Health and the budget allocation has continued to be stable, which clearly indicates that
child health issue has been overlooked and still it is not in the state's priority list.
! According to National Crime Record Bureau Report 2010, Madhya Pradesh ranks first in
crimes against children in India. Just like Child health, the area of in the area child
protection is also neglected by the state. In financial year 2010-11, budget allocated for
child protection was ` 10 crores which has been reduced to just ` 2 crores during the
financial year 2012-13.
! In the field of Child Education, there is an increase of 10.6 percent in FY 2012-13 compared
to the previous financial year i.e. 2011-12 which is a normal and stable increase.
! According to the website of Serva Siksha Abhiyaan, Madhya Pradesh state's 63,000 girls and
69,000 boys in the age group 5-14 are away from school education. Since, the state has also
a responsibility to implement the Right to education Act and the easy access of quality
education to every child. The modest increase in the budget clearly indicates the ignorance
towards basic education. As per the analytical report available of District Information
System for Education (DISE), the proportion of school dropouts in the state at elementary
and upper primary level is 15 percent, which is too high and worrying indeed.

According to figures published in June 2011 by Sample Registration System, maternal mortality rate
in the nation is 212 (per 1 lakh live births). Madhya Pradesh is in fourth place with maternal mortality
rate of 269. Highest in Assam with 390, Uttar Pradesh and Uttarakhand with 359 and in Rajasthan
maternal mortality rate is 318.
Compared to the 13.52 lakhs children in 1991, 10.65 lakhs children in 2001 are still working as child
labours in the state. which indicates reduction of just 2. 87 lac in 10 years time.

If we look at the budget of past three financial years, we can make out that actual expenditure was 15
percent of total state budget for the financial year 2010-11, whereas for the financial year 2011-12
and 2012-13, estimated budget reserved is also 15 percent. On the other hand the revised estimate for
the financial year 2011-12 has dropped from 15 to 13 percent.

Half the population in Madhya Pradesh is of children (0 to 18 years). Specialy children belonging to
scheduled tribe and scheduled caste, the health, education and other related Human Development
Indicators show that their situation is extremely poor. Thus ignorance is clearly visible in estimation of
budget allocation for underprivileged.

1. Child Development
The age group 0 to 6 is very important for early human life. This period of life has been recognised
universally as the most crucial period, when the rate of development is very high and foundations are
laid for cumulative lifelong learning and human development. The nutritional deficiency in this period
prevents the proper growth of a child both -physical and psychological. At present 51.77% children in
Madhya Pradesh are malnourished. Malnutrition causes social withdrawal, delayed motor skills
development, and delayed physical growth. Hence, their special care in the early age is a basic
requirement for development of a child. In comparision to the financial year 2011-12, increase of
almost 32% in child development is being recorded in the budget of financial year 2012-13.
2. Child Health
The child health budget has remained constant by estimating it again for 2 crore as spent in last three
financial years.
Lack of proper fund and facilities for child health is quite obvious, Infant mortality rate of India is 47
per thousand live births, While in Madhya Pradesh infant mortality rate is 67 (per thousand live births).
Madhya Pradesh ranks second in the country in Infant mortality rate. Infant mortality rate in rural
Madhya Pradesh is 72 while in urban areas it is 50.
On the other hand 572 posts of pediatrician is sanctioned in the state out of which 250 posts (about
43.7 per cent) are lying vacant. According to the Annual Health Survey deta 2010-11, 6947 children of
age group from 6 to 14 died due to various diseases; cause of diseases couldn't be ascertained in
2878(41 percent) children. Despite this, ignorance in the budget allocation and lack of commitment
towards child health can be seen clearly.
3. Child protection
Child Protection is mainly about programmes related to juvenile justice and prevention and
rehabilitation of child labour.
At national level rate of crimes against children have declined about one percent, But Madhya Pradesh

comes in first place in crimes against children in the country with contribution of 18.4 percent to the
national average. According to the National Crime record bureau 2010, number of crimes in 2009
was 4646, which has increased to 4912 in 2010.
In terms of budgetary investment, the actual expenditure on child protection in the financial year
2010-11 was Rs 10 crore, but in financial year 2012-13 the budget allocation has been brought down to
Rs 2 crore. Thus it can be affirmed that the necessity of financial resources for child protection is still
a neglected area.
4. Child Education
According to Sarva Shiksha Abhiyan, Madhya Pradesh's , nearly 1.32 lakh children of age group 5 to 14
are out of school education. According to analytical report available to DISE, in Madhya Pradesh the
proportion of school dropouts at primary and upper primary level is 15 percent which is very high and
alarming.At the same time instinctive, accessible and quality education to all is a main challenge.
As the large amount (79 percent of the total child budget) is being allocated by the state for child
education. It may be concluded that the budget allocation has been made in FY 2012-13 under child
education head, considering the implementation of Right to Education Act and easy access to basic
education for all.
Although the budget for Child Education in FY 2011-12 was 81 percent of the total budget for children,
but for current financial year 2012-13 it is dropped to 79 per cent.
Major programmes/schemes under the sectoral budget allocation for children
in Madhya Pradesh, FY 2012-13 :
Child Development-
Integrated Child Development Services (ICDS) is one of the major programme of the country and state
having budget 72.08% of child development sector and is under implementation since the Fifth Five
year Plan to improve nutritional and health status of children in the age group of up to six years, for
laying foundation for proper psychological, physical and social development of child, reducing the
incidence of mortality, malnutrition and school dropouts and enhancing the capability of mother to
look after the normal health, nutrition and health education.
Child Health-
Under this head budget allocation ( Approx ` 2 cr). has been made only for the -Training of Women
health worker and daais
Child Education-
The sub component of elementary education is attracting the maximum budget (Approx 80 per cent,
specially on Serva Siksha Abhiyaan and mid day meal programme) and remaining budget on
secondary education and technical education.
Child protection-
Child Protection is mainly about programmes related to juvenile justice and prevention and
rehabilitation of child labour. Big proportion (86.02%) of the budget is going for the programme -
Balwaadiyon, ShasakiyaAnathalaon ke liye Grah.
Summary
Budget analysis for children clearly shows the fact that the State Government does not adopt the
balanced approach in terms of expenditure designed for children. The basic needs and human
resources in the area of child development and protection the budgetary allocation is not being
given adequate attention.
On the one hand government is spending maximum on elementary education, while on other
hand the ignorance in key areas like Child development, health and protection can be clearly
seen.
Development index related to children is in a pitiable condition, which reflects the need for
state's immediate attention . Therefore the budget allocation for overall development of
children and while deciding priorities; extreme sincerity, commitment and sensitivity is needed.
In terms of Children's basic needs; budget allocation, expenditure and its implementation is a
highly sensitive issue and this needs to be addressed with certain solemnity and priority.

  • 2. udget is an important economic instrument in progress and development. Budget reflects the socio-economic prioritiesBof the government. There are many such expenses in the budget, which have a direct impact on children more than adults. Like a health center and school which are primary but fundamental requirements for any child's development. Our children, who are the future of our family, state, nation and the world, are leading the deprived life. Basic services are out of reach and also facing the problems such as malnutrition, inadequate health, and lack of education facilities, clean drinking water and sanitation. If we evaluate the status of Madhya Pradesh state's children from the perspective of various Human Development Indices, the picture is quite worrisome, especially for a state where nearly half (46.86%)* of the total population is children, the financial resources and its distribution becomes very important. In a survey, done few months back by National Institute of Nutrition, Hyderabad, 52 percent children are Malnourished in Madhya Pradesh, the percentage was 62 in the third National Family Health Survey. It is clear that, malnutrition has reduced by ten percent in past few years. However over 12 per cent children in the state are severely malnourished. Sl. Situation in Madhya Pradesh Source 1. Madhya Pradesh has the second position in the Annual Health Survey, 2010 - 11 country in infant mortality rate with 67 deaths per thousand live births. 3. Definition of child : According to United Nations Child Rights Convention and the Child Care and ProtectionAct (Juvenile JusticeAct 2000), The population of age group between 0-18 is considered as the population of children. Madhya Pradesh ranks second highest in the country with 89 deaths per thousand children under five years of age. Among the districts Panna ranking first with 140 deaths and the second largest is Satna with 130 deaths per thousand children. KeyFindingsofthe BudgetforChildrenInMadhyaPradesh(FY:2012-13):- ! In Madhya Pradesh state, total budget for the children in financial year 2012-13 is ` 11, 786 crores which is ` 1495 crores more than the previous year. ! In the last three financial years (2010-11 AE, 2011-12 RE and 2012-13 BE) over all budget for children from the state budget with the proportional share of 15 percent has been remained fixed. ! It is within the sub-component of child budget, we however note some changes in terms of budgetary allocations. ! there is nearly 32 percent increase in the area of child development. With alarming situation of malnutrition and infant mortality in the state, increase can be seen as a positive step. ! From the financial year 2010-11 to till 2012-13 there is no consistent increase in Child Health and the budget allocation has continued to be stable, which clearly indicates that child health issue has been overlooked and still it is not in the state's priority list. ! According to National Crime Record Bureau Report 2010, Madhya Pradesh ranks first in crimes against children in India. Just like Child health, the area of in the area child protection is also neglected by the state. In financial year 2010-11, budget allocated for child protection was ` 10 crores which has been reduced to just ` 2 crores during the financial year 2012-13. ! In the field of Child Education, there is an increase of 10.6 percent in FY 2012-13 compared to the previous financial year i.e. 2011-12 which is a normal and stable increase. ! According to the website of Serva Siksha Abhiyaan, Madhya Pradesh state's 63,000 girls and 69,000 boys in the age group 5-14 are away from school education. Since, the state has also a responsibility to implement the Right to education Act and the easy access of quality education to every child. The modest increase in the budget clearly indicates the ignorance towards basic education. As per the analytical report available of District Information System for Education (DISE), the proportion of school dropouts in the state at elementary and upper primary level is 15 percent, which is too high and worrying indeed.   • 4. According to figures published in June 2011 by Sample Registration System, maternal mortality rate in the nation is 212 (per 1 lakh live births). Madhya Pradesh is in fourth place with maternal mortality rate of 269. Highest in Assam with 390, Uttar Pradesh and Uttarakhand with 359 and in Rajasthan maternal mortality rate is 318. Compared to the 13.52 lakhs children in 1991, 10.65 lakhs children in 2001 are still working as child labours in the state. which indicates reduction of just 2. 87 lac in 10 years time. On the other hand the revised estimate for the financial year 2011-12 has dropped from 15 to 13 percent. Specialy children belonging to scheduled tribe and scheduled caste, the health, education and other related Human Development Indicators show that their situation is extremely poor. Thus ignorance is clearly visible in estimation of budget allocation for underprivileged.   • 6. 1. Child Development The age group 0 to 6 is very important for early human life. This period of life has been recognised universally as the most crucial period, when the rate of development is very high and foundations are laid for cumulative lifelong learning and human development. The nutritional deficiency in this period prevents the proper growth of a child both -physical and psychological. At present 51.77% children in Madhya Pradesh are malnourished. Malnutrition causes social withdrawal, delayed motor skills development, and delayed physical growth. Hence, their special care in the early age is a basic requirement for development of a child. In comparision to the financial year 2011-12, increase of almost 32% in child development is being recorded in the budget of financial year 2012-13. 2. Child Health The child health budget has remained constant by estimating it again for 2 crore as spent in last three financial years. Lack of proper fund and facilities for child health is quite obvious, Infant mortality rate of India is 47 per thousand live births, While in Madhya Pradesh infant mortality rate is 67 (per thousand live births). Madhya Pradesh ranks second in the country in Infant mortality rate. Infant mortality rate in rural Madhya Pradesh is 72 while in urban areas it is 50. On the other hand 572 posts of pediatrician is sanctioned in the state out of which 250 posts (about 43.7 per cent) are lying vacant. According to the Annual Health Survey deta 2010-11, 6947 children of age group from 6 to 14 died due to various diseases; cause of diseases couldn't be ascertained in 2878(41 percent) children. Despite this, ignorance in the budget allocation and lack of commitment towards child health can be seen clearly. 3. Child protection Child Protection is mainly about programmes related to juvenile justice and prevention and rehabilitation of child labour.   • 7. comes in first place in crimes against children in the country with contribution of 18.4 percent to the national average. According to the National Crime record bureau 2010, number of crimes in 2009 was 4646, which has increased to 4912 in 2010. In terms of budgetary investment, the actual expenditure on child protection in the financial year 2010-11 was Rs 10 crore, but in financial year 2012-13 the budget allocation has been brought down to Rs 2 crore. Thus it can be affirmed that the necessity of financial resources for child protection is still a neglected area. 4. Child Education According to Sarva Shiksha Abhiyan, Madhya Pradesh's , nearly 1.32 lakh children of age group 5 to 14 are out of school education. According to analytical report available to DISE, in Madhya Pradesh the proportion of school dropouts at primary and upper primary level is 15 percent which is very high and alarming.At the same time instinctive, accessible and quality education to all is a main challenge. As the large amount (79 percent of the total child budget) is being allocated by the state for child education. It may be concluded that the budget allocation has been made in FY 2012-13 under child education head, considering the implementation of Right to Education Act and easy access to basic education for all. Although the budget for Child Education in FY 2011-12 was 81 percent of the total budget for children, but for current financial year 2012-13 it is dropped to 79 per cent. Major programmes/schemes under the sectoral budget allocation for children in Madhya Pradesh, FY 2012-13 : Child Development- Integrated Child Development Services (ICDS) is one of the major programme of the country and state having budget 72.08% of child development sector and is under implementation since the Fifth Five year Plan to improve nutritional and health status of children in the age group of up to six years, for laying foundation for proper psychological, physical and social development of child, reducing the incidence of mortality, malnutrition and school dropouts and enhancing the capability of mother to look after the normal health, nutrition and health education. Child Health- Under this head budget allocation ( Approx ` 2 cr). has been made only for the -Training of Women health worker and daais Child Education- The sub component of elementary education is attracting the maximum budget (Approx 80 per cent, specially on Serva Siksha Abhiyaan and mid day meal programme) and remaining budget on secondary education and technical education. Child protection- Child Protection is mainly about programmes related to juvenile justice and prevention and rehabilitation of child labour. Big proportion (86.02%) of the budget is going for the programme - Balwaadiyon, ShasakiyaAnathalaon ke liye Grah.
  • 8. Summary Budget analysis for children clearly shows the fact that the State Government does not adopt the balanced approach in terms of expenditure designed for children. The basic needs and human resources in the area of child development and protection the budgetary allocation is not being given adequate attention. On the one hand government is spending maximum on elementary education, while on other hand the ignorance in key areas like Child development, health and protection can be clearly seen. Development index related to children is in a pitiable condition, which reflects the need for state's immediate attention . Therefore the budget allocation for overall development of children and while deciding priorities; extreme sincerity, commitment and sensitivity is needed. In terms of Children's basic needs; budget allocation, expenditure and its implementation is a highly sensitive issue and this needs to be addressed with certain solemnity and priority.
