Executive Summary:
The purpose of this report is to request the Historic Preservation
Commission hold a public hearing in accordance with the enclosed
script (Attachment A) and to consider a request for a Certificate of
Appropriateness(COA) by Vertigo Media, dba HALO Partners, LLC, to
install one (1) freestanding sign located at 809 Main Street, which is
located in the Downtown Main Street Conservation District.
History:
The lot addressed as 809 Main Street is part of the Original Town of
Grandview (Dec. 1889). The structure was built in 1910 and housed
the original Grandview Baptist Church Parsonage. It is also known as
the “Wintermute House” named after the family living here during
the 1940s where they operated the auto service garage next door.
SITE REVIEW: Historic Resources Survey – 809 Main Street
According to the Historic Resources Survey (Attachment B) conducted for the City this one-and-a-half
story,side-gabledbungaloidhousehasarectangularfootprintthatisthree asymmetrical bays wide and
fourasymmetrical baysdeep. The front roof slope projects to form the full-width porch roof. Plywood
and modernwindowsnowenclose the porch.Sidelightsflankthe entranceinthe eastend bay. Defining

the remainingbaysare fixed-sashreplacementwindowswithflat board trim. Two shed dormers on the
frontroof slope eachcontainpairedfixed-sashwindows.Additional character-defining features include
the wide weaves. The porch enclosure and replacement windows compromise the integrity of this
building.
The structure is significant for its associations with the architectural development of Grandview.
However,the buildinghaslostitshistoricarchitectural integrity.The buildingisnotcurrentlyeligible for
listing in the National Register of Historic Places. If it is upgraded to reveal its historic architectural
features,andthe surroundingpropertiesare upgradedtoreveal their historicarchitectural features,this
buildingcouldpotentially be listed as a contributing element to the National Register Historic District.
This building merits preservation incentives and local protection efforts.
Thispropertycame before the HistoricPreservation Commission in 2012 (HP12-09) and 2013 (HP13-02).
In 2012, an applicationwassubmittedforaCOA requesttoinstall the existingsign,whichwasapproved.
Later, in2013, anotherCOA applicationwassubmitted,andlaterapproved,requestingtomake changes
to the front façade of the property.
APPLICABLE DESIGN GUIDELINES:
The Design Guidelines (Attachment C) for the Main Street Conservation District address building and
architectural elements, as well as recommendations regarding exterior features. Staff has provided
copies of the Design Guidelines related to signage. A variety of signs are appropriate in downtown
Grandviewincluding:mountedwayfaringsignsalongthe public right-of-way, wall signs attached to the
primaryfaçade,signsin/onwindows,and awning signs. The choice of signage should be based on how
best the design can communicate its message, compatibility with its surroundings, and location in
relation to architectural character of the building. The subjects to be discussed include elements of
existing buildings and Exterior Features/Open Space: The project proposes installing an individually
mounted sign in front of the building that would complement the character of the surrounding
DowntownConservationdistrict.Itis recommended that the use of size, color and design relate to the
pedestrian-scaleddowntownaswell asthe correspondingbuilding,inwhich this project would comply.
ZONING ORDINANCE: Section 31-25A(F)(1)(c)(ii)
States that “a Certificate of Appropriateness shall be required when action affecting the exterior
architectural appearance of a building, structure or object or any landscape features, including walls,
brickstreets,andcurbs that were definedinthe ordinance designatingthe landmark or property within
a historicor conservationdistrictincludingconstruction,alteration,or demolition, in whole or part, not
requiringapermit,butaffectingthe architectural feature(s),thatisdefinedinthe ordinancedesignating
the district.”
STAFF RECOMMENDATION:
Staff recommends the Historic Preservation Commission hold this public hearing, consider all public
comments,and approve the requestfora Certificate of Appropriateness basedupon the provisions and
regulations listedinthe city’s Design Guidelines, Zoning Ordinance and Certificate of Appropriateness
Application.
