1. Safety Assurance Manager
1 Introduction
RailCorp is implementing an ETCS Level 1 system across its network as well as
conducting a trial of a level 2 system. A contract for the first phase of work was
awarded in December 2010 and currently work is progressing with the design and
implementation of the Level 1 system.
A safety team is embedded in the project from the Risk Division which is the centre
for System Safety expertise within the organisation. Due to the workload and
changes to existing resources it is necessary to recruit a system safety resource with
experience of safety assurance of ETCS systems for a minimum six month period.
2 Objective
The objective of the work defined in this scope is to provide a system safety
professional with experience of the assurance of ETCS systems in order to support
the Safety Assurance Managers on the RailCorp project team.
3 Scope
The resource is to be located at RailCorp’s Burwood site in Sydney for a period of at
least six months to be an integral part of the safety team. The work required includes:
Facilitating hazard identification and risk assessment workshops
Supporting / conducting Functional Failure Analysis
Providing safety input to the specification and design of the system
Supporting ETCS operational readiness activities
Reviewing supplier safety assurance documentation
Providing safety input to the design review process
Preparing safety assurance documents to support installation and
implementation milestones
Provision of expert ETCS safety assurance advice to the Safety Assurance
Managers and project management.
4 Competence of Resource
The resource must meet the requirements of the Senior System Safety Specialist
(Position Description attached) and additionally demonstrate significant experience in
the safety assurance for a ETCS application. Ideally this should include some
experience of the assurance of data design and implementation in ETCS systems.
5 Timescales
The engagement is expected to commence ASAP.
