PROGRAM OVERVIEW 2013
The “Inside Washington, Law, Development and Diplomacy” Program is an international career orientation
course taking place in Washington, DC from July 6 to July 27, 2013. Its main objective is to teach Students
of law, international relations and economics, the fundamental pillars of U.S. legal thought and introduce them
to the operations of U.S. and international institutions in charge of addressing issues such as democracy, peace,
justice, economy and poverty around the world.
“Inside Washington” gives these international students a chance to familiarize themselves with the functioning
of the United States government, the media, non-profit and professional organizations, law firms, Federal and
State courts, diplomatic missions established in Washington, DC, and international organizations, such as the
World Bank, the International Monetary Fund, the Inter-American Development Bank, and the Organization of
American States.
The course, in its eleventh year of implementation, is organized by Universidad Pontificia Comillas, Madrid,
Spain and Georgetown University’s Center for Intercultural Education and Development (CIED)* . “Inside
Washington, Law, Development and Diplomacy” owes it success to the participation and enthusiastic support of
more than sixty professionals from different U.S. government agencies, private institutions, and international
organizations, who share their job experiences and missions with young European students preparing to enter
the professional work force.
(*) The Universidad Pontificia Comillas, Madrid was founded in 1890 as a Jesuit University. It is currently home to 1,882
full-time and part-time professors, 7,700 undergraduates and 4,300 students in special or post-graduate study including
over 1,000 foreign students. It offers degrees in the following areas: Law, Business Administration, International
Relations, Industrial and Computer Engineering, Theology, Nursing, Human and Social Sciences. Comillas is involved in
a number of academic exchange programs, with over 200 Higher Education Institutions in Europe, Latin America, North
America and Asia.
(*) Georgetown University’s CIED is a non-profit organization and an integral part of Georgetown University. CIED is
funded by various organizations and foundations. It plays a fundamental role in fulfilling the university’s commitment to

The Administrative Office of the U.S. Courts is the administrative branch of the Federal Judiciary, which is devoted to
serving the courts in fulfilling the Federal Judicial System's mission of providing justice to the citizens. The agency
provides service to the federal courts in three essential areas: administrative support, program management and policy
development. It is charged with implementing the policies of the Judicial Conference of the United States and supporting
the network of Conference committees. It is the focal point for Judiciary communication, information, program
leadership and administrative reform.

The Embassy of Spain in Washington, D.C. is the diplomatic mission of the Kingdom of Spain to the United
States It is located at 2375 Pennsylvania Avenue NW. Spain established diplomatic relations with the United
States in 1790, after the ratification of the 1783 Treaty of Paris ending hostilities between the United States and

the Kingdom of Great Britain The Embassy and its staff work to foster the further strengthening of the close
relations between the two countries in a vast array of fields (political, economic and trade, cultural and scientific
relations, education, security, press etc). The growth of the institutional networking promotes mutual
understanding and cooperation between our two countries. The Ambassador of Spain in Washington represents
the Spanish government and its institutions in the US. Nominated by the Spanish government, he leads and
coordinates the work of the Embassy and its Consulates. He informs the American government of Spanish
policies and informs the Spanish Government of events in the US and American policies and opinions. He
fosters Spanish relations with the US in a vast array of issues and assures the protection of Spanish interests and
Spanish nationals.

The American Civil Liberties Union (ACLU) is the world’s largest public interest law firm, with offices in nearly every
state of the U.S. It is a non-profit, non-partisan organization devoted to ensuring free speech, equal rights, and other civil
liberties. With a membership of over 300,000, the ACLU seeks to defend and expand civil liberties throughout the United
States. Its local chapter in Washington DC is often involved in issues of free speech and the rights of government
employees.

Raul R. Herrera is a partner in the corporate and securities group where he concentrates his practice on international
arbitration and international corporate and financing transactions. Mr. Herrera has been involved in transactions in every
country of Latin America and the Caribbean. He represents multilateral and bilateral agencies as well as sponsors in their
project financing and private equity transactions. Previously he served as general counsel for Inter-American Investment
Corporation, a multilateral financial institution affiliated with the Inter-American Development Bank.
Mr. Herrera serves as Chairman of the Board of Directors of CODESPA AMERICA and as Chairman of the Advisory
Council of the Latin American Studies Program of The George Washington University's Elliott School of International
Affairs; on the Board of Advisors of the Inter-American Dialogue's Energy Adviser; and as a member of the John Carroll
Society.

The Role of the Supreme Court in the American Judiciary
The Supreme Court, Article III, section 1, of the constitution of the United States provides that “the judicial Power of the
United States shall be vested in one Supreme Court and in such inferior Courts as the Congress may from time to time
ordain and establish.” The Supreme Court of the United States was created in accordance with this provision and by
authority of the Judiciary Act of September 24, 1789 (1 Stat. 73). It was organized on February 2, 1790. The Supreme
Court comprises the Chief Justice of the United States and such number of Associate Justices as may be fixed by
Congress. Under that authority, and by the virtue of act of June 25, 1948 (28 U.S.C. 1), the number of Associate Justices
is eight. Power to nominate the Justices is vested in the President of the United States, and appointments are made by and
with the advice and consent of the Senate.

The Superior Court is the District of Columbia’s court of general jurisdiction. Judges are appointed for fifteen-year terms

Probate. The Court protects civilian rights and liberties, upholds and interprets the law, and resolves disputes peacefully,
fairly and effectively in the nation's capital; hears civil, criminal, administrative, family, landlord and tenant, and other
cases involving DC law; issues marriage licenses and accepts filings for divorce; and, the DC Superior Court Jurors'

Salesforce.com was founded in March 1999 by former Oracle executive Marc Benioff, Parker Harris, Dave Moellenhoff,

When George Washington lived here, Mount Vernon was an 8,000-acre plantation divided into five farms. Each farm was
a complete unit, with its own overseers, work force of slaves, livestock, equipment, and buildings. The farm where
Washington and his family lived was called the "Mansion House Farm." This is the part of the plantation that visitors see
today. Washington developed the property's 500 acres to create a fitting setting for a country gentleman. He designed the
grounds to include a deep border of woods, Rolling Meadows, serpentine walkways, a pleasure garden, a kitchen garden,
and groves of trees. Between the Mansion and the shores of the Potomac River lay an extensive park. As nearly as
possible, Mount Vernon was a self-contained community. Nothing was purchased that could be produced on site. Yet
the Mansion House Farm was so well designed that the service lanes did not intrude upon the area reserved for the
enjoyment of Washington, his family, and their many guests. From the Potomac River on the east to the Estate's west gate
entrance ran the pleasure grounds and wide vistas; along the north-south line were the outbuildings, or dependencies,
where much of the work was done. Over the past 150 years, George Washington's architectural achievements at Mount
Vernon have been painstakingly preserved and restored for visitors to appreciate both in person and via our virtual tours.
