6. This penalty was proposed by the FAA on October 6th. It is an attempt to curb the
smaller illegal UAS operators from continued flight by hitting an egregious offender
with a large fine. I disagree with the idea that this type of flight is dangerous, but it
confirms it is illegal! We will talk about SkyPan more later.

7. Current options to obtain temporary legal flight privileges include a full COA – which
is slow, tedious and costly. But large UAS, difficult airspaces or exotic uses can be
approved this way.
Obtaining and airworthiness cert is extremely expensive and difficult and only makes
sense if it is for a million dollar aircraft that you will sell thousands of or will generate
millions in revenue almost immediately
The section 333 exemption has become easier to obtain as the request forms and
responses have become standardized. The FAA essentially becomes the public entity
sponsoring the COA(s)
