It is our pleasure to inform you that the knowledge received during the
teaching of your classes at the 1tt Congress of Military Medicine, held in recent
days in the Military Central Hospital of Mexico City, have had an impact on our
country.
As is well known to you, High lmpact Operations carried out mainly in the
northern states of Mexico involve daily armed clashes between members of the
armed forces and drug cartels. Yesterday was possible to save the life of a
soldier who was hit in the anterior right leg causing great loss of soft tissue and a
fracture of left tibia and fibula, with heavy bleeding, which was controlled in pre-
hospital care through the use of tourniquet, giving instructions by telephone to
the soldier medic accompanying the unit at that time.
Once again we are pleased that there are people across the border that is
not only concerned about this binational problem of organized crime, but also are
actively involved helping to resolve it.
On behalf of the soldiers who fight daily in the state of Tamaulipas thank
you for sharing with us all that important knowledge.
