Ïî-ïåðøå, íåîáõ³äíèé ÷³òêèé ï³äõ³ä äî âèçíà÷åííÿ äåðæàâíîãî ³ ïðèâàòíîãî
ñåêòîð³â â îö³íö³ ³ííîâàö³éíî¿ ä³ÿëüíîñò³ (ç âèêîðèñòàííÿì êëàñèô³êàö³¿ ÊÂÅÄ).
Ó ðàìêàõ öüîãî ïðîöåñó ïîâèíí³ â³äáóòèñü çì³íè â ñòàíäàðòàõ áóõãàëòåðñüêîãî
îáë³êó, ñïðÿìîâàí³ íà âèÿâëåííÿ âèòðàò, ïîâ’ÿçàíèõ ç ³ííîâàö³ÿìè. Íåîáõ³äíî
âèêîðèñòîâóâàòè áàãàòîð³âíåâèé ï³äõ³ä çáîðó ³íôîðìàö³¿ ïðî ³ííîâàö³¿ â äåðæàâíîìó
ñåêòîð³ é àêòèâ³çóâàòè çóñèëëÿ â íàïðÿì³ ðîçðîáêè ðåëåâàíòíèõ ïîêàçíèê³â äëÿ
îö³íþâàííÿ. Îñîáëèâà óâàãà ïîâèííà áóòè ïðèä³ëåíà ñôåð³ ïîñëóã, îñîáëèâî ïîñëóã,
ÿê³ íàäàþòüñÿ äåðæàâîþ.
Ïî-äðóãå, íàø àíàë³ç ³ëþñòðóº ãîñòðó íåîáõ³äí³ñòü ïðîâåäåííÿ ñïåö³àëüíèõ
îáñòåæåíü ñàìå â ðîçð³ç³ ³ííîâàö³é ó äåðæàâíîìó ñåêòîð³. Ââåäåííÿ ñïåö³àëüíèõ
îáñòåæåíü ³ äâîñòóïåíåâèõ ³íòåðâ’þ äëÿ ðåñïîíäåíò³â ó äåðæàâíîìó ñåêòîð³ (ïåðøèé
åòàï ïîâèíåí äîïîìîãòè óòî÷íèòè âèçíà÷åííÿ ³ äàòè äåÿê³ ðåêîìåíäàö³¿ äëÿ â³äïîâ³ä³
íà äîäàòêîâ³ ïèòàííÿ) ìàþòü âàæëèâå çíà÷åííÿ äëÿ îòðèìàííÿ äîñòîâ³ðíèõ äàíèõ.
Ïî-òðåòº, çàáåçïå÷åííÿ ïðîçîðîãî òà çðîçóì³ëîãî ô³íàíñóâàííÿ ³ííîâàö³é ó
äåðæàâíîìó ñåêòîð³.
Ïî-÷åòâåðòå, äåðæàâíî-ïðèâàòíå ïàðòíåðñòâî ìຠâàæëèâå çíà÷åííÿ äëÿ
ðåàë³çàö³¿ ³ííîâàö³é ó äåðæàâíîìó ñåêòîð³. Òàêå ïàðòíåðñòâà º îñíîâîþ íå ò³ëüêè
äëÿ ñï³ëüíîãî ô³íàíñóâàííÿ ïðîöåñó ïåðåäà÷³ òåõíîëî㳿, à é äëÿ ñï³ëüíîãî
âèêîðèñòàííÿ ðåçóëüòàò³â ijÐ, àêòóàëüíî¿ ³íôîðìàö³¿, íîâèõ òåõíîëîã³é,
³íòåëåêòóàëüíî¿ âëàñíîñò³ ³ ò.ä. Âîíè çàçâè÷àé âèêîðèñòîâóþòüñÿ äëÿ ðîçðîáêè
íîâèõ íàïðÿì³â ñóñï³ëüíèõ äîñë³äæåíü òà ³äåé, ï³äòðèìêè íîâèõ ³ííîâàö³éíèõ
êîìïàí³é, âêëþ÷àþ÷è ñòâîðåííÿ ñòèìóë³â äëÿ äåðæàâíèõ îðãàí³â äëÿ ñòâîðåííÿ
ñòàðò-àï êîìïàí³é, ñïðèÿííÿ êîìåðö³éí³é åêñïëóàòàö³¿ íîâîãî äåðæàâíîãî ïðîäóêòó
â ñôåð³ ijÐ, ³íôîðìàö³éíèõ ïîñëóãè ³ ò.ä. Äåðæàâíî-ïðèâàòíå ïàðòíåðñòâî
ââàæàºòüñÿ îäíèì ç îñíîâíèõ ìåõàí³çì³â ï³äâèùåííÿ åôåêòèâíîñò³ ³ííîâàö³é òà
çàëó÷åííÿ ijР³íâåñòèö³¿. Ñï³ëüíå ô³íàíñóâàííÿ ïðîåêò³â ç áîêó ïðèâàòíîãî ñåêòîðà
³ äåðæàâè òà ó÷àñòü ï³äïðèºìñòâ ó íàóêîâî-äîñë³äíèõ ïðîãðàìàõ ÷àñòî º êðèòåð³ºì
äëÿ ïðèéíÿòòÿ ð³øåíü ïðî ô³íàíñóâàííÿ ç áîêó äåðæàâè [11].
Ïî-ï’ÿòå, äåðæàâíî-ïðèâàòíå ïàðòíåðñòâî â ãàëóç³ òåõíîëîã³é òà ³ííîâàö³é
íåîáõ³äíî ðîçâèâàòè øëÿõîì çàïóñêó ñïåö³àëüíèõ äåðæàâíèõ ïðîãðàì. Ñï³âïðàöÿ
äëÿ ñòâîðåííÿ íîâèõ ³ííîâàö³éíèõ ïðîäóêò³â, âèñîêîòåõíîëîã³÷íî¿ ïðîäóêö³¿,
ïðîðèâíèõ òåõíîëîã³é òà ³ííîâàö³é ó òåõíîëîã³÷íèõ ñåêòîðàõ, âàæëèâèõ äëÿ
íàö³îíàëüíî¿ åêîíîì³êè, ïîâèííà ô³íàíñóâàòèñÿ ñï³ëüíî äåðæàâîþ ³ á³çíåñîì íà

Âàæíîñòü èííîâàöèé â ãîñóäàðñòâåííîì ñåêòîðå ïðèçíàåòñÿ ìíîãèìè
ñïåöèàëèñòàìè. Ðàçâèòûå ñòðàíû âåäóò àêòèâíûå èññëåäîâàíèÿ â ýòîì íàïðàâëåíèè.
Íà äàííûé ìîìåíò íàêîïëåí îïðåäåëåííûé îïûò äëÿ îöåíêè èííîâàöèîííîãî óðîâíÿ
ðàçâèòèÿ ãîñóäàðñòâåííîãî ñåêòîðà. Îäíàêî ìíîãèå ïðîáëåìû îñòàþòñÿ íåäîñòàòî÷íî
èçó÷åííûìè. Ñóùåñòâóþò ìåòîäè÷åñêèå ðàñõîæäåíèÿ â ïîäõîäàõ ê èññëåäîâàíèÿì,
ñâÿçàííûå ñ ðàçëè÷èåì â ïîäõîäàõ ê ýòîìó âèäó èííîâàöèé.  ñòàòüå àíàëèçèðóåòñÿ
ñóùåñòâóþùàÿ ïðàêòèêà âûäåëåíèÿ è îöåíêè èííîâàöèé â ãîñóäàðñòâåííîì ñåêòîðå,
ïðè ýòîì îñíîâíîå âíèìàíèå óäåëÿåòñÿ îïûòó ÅÑ ïî ïîäãîòîâêå ñîîòâåòñòâóþùåãî
ñåêòîðàëüíîãî èííîâàöèîííîãî òàáëî. Ñäåëàíà ïîïûòêà ðàññ÷èòàòü ïîêàçàòåëè Òàáëî
äëÿ Óêðàèíû.  ÷àñòíîñòè, îïðåäåëåíû ñëàáûå è îòíîñèòåëüíî ñèëüíûå ñòîðîíû
ðàçâèòèÿ èííîâàöèîííîé äåÿòåëüíîñòè â ãîññåêòîðå, ïðîâåäåíû ñîîòâåòñòâóþùèå
ðàñ÷åòû è ñäåëàíû êîëè÷åñòâåííûå îöåíêè çíà÷åíèé âàæíåéøèõ äëÿ ñåêòîðà
ïîêàçàòåëåé. Ïðîäåìîíñòðèðîâàíà ïåðñïåêòèâíîñòü èñïîëüçîâàíèÿ èíñòðóìåíòàðèÿ
ÈííîâàöèîííîãîòàáëîÅÑâóñëîâèÿõíàøåéñòðàíû,íåñìîòðÿíàèìåþùèåñÿòðóäíîñòè.

Measurement
The importance of innovation in the public sector is recognized by many experts.
Developed countries are actively providing research in this direction. At the moment, some
experience to assess the level of development of innovative public sector was accumulated.
However, many problems remain poorly understood. There are methodological differences in
the approach in researching related to the difference in the approach to this kind of innovations.
The paper analyzes the current practice of selection and evaluation of innovations in the
public sector, with a focus on the experience of the EU in preparation of the corresponding
sectoral innovation scoreboard. An attempt was made to calculate the Scoreboard indicators
forUkraine.Inparticular,theidentifiedweaknessesandstrengthswithrespecttothedevelopment
of innovation in the public sector have been defined, carried out the relevant calculations and
made quantitative estimates of the values of the most important indicators for the sector.
Promising use of the EU Innovation scoreboard instruments in our country was demonstrated,
despite the difficulties.
