Social housing is a term
referring to houses owned by
the state or by nonprofit
organizations or by a
combination of the two, with an
aim of providing affordable
housing. Social housing can
also be seen as a potential
remedy to the housing
inequality issue. Growing
African cities and towns are
drawing in rural migrants
looking for jobs. Shantytowns
and squatter settlements are
developing at a high rate.

3. SEVERE HOUSING SHORTAGE
Severe housing
shortage exists across
Africa, due to a lack capacity
both in terms of human
resources plus materials to
provide housing promptly. A
lack of end user financing and
affordability make the situation
difficult. Governments together
with developers are finding
solutions that make it possible
for people on modest incomes
to purchase their own
homes. Increasingly,
developers are seeing rapid rates
of urbanization as an
opportunity.

4. WEST AFRICA
West Africa, for
example Ghana, where
a population of 22+
million people in 2008
has reached 25+
million presently, has a
population growth that
is faster than the
housing authority can
keep up with. Housing
is high on the
development
agenda. It is
estimated there will be
housing deficit of over
2+ million units by
2020 in the country.

5. EAST AFRICA
East Africa needs to fill a
current housing
demand of about 12+
million to 16 million
homes, according to the
World Bank
estimation. The African
Development Bank is
trying its best to fill the
demands, backing private
equity vehicles that targets
investments in the low-
cost housing sector in
countries like Kenya,
Uganda, Rwanda
and Tanzania.

6. SOUTHERN AFRICA
In South Africa, Social Housing
Regulatory Authority (SHRA) manage
and regulate social housing institutions
and the private sector. Section 26 of the
Constitution states that all South
Africans have the right to have access
to adequate housing. National
Housing Department estimated number
of families without adequate housing is
about3+ million. Recognizing the need
to subsidize and the capital costs of
projects, the government has
committed itself to funding a large
part of the social housing project,
close to two third of it's cost, which
enables subsidized units in projects to
be offered to tenants with low monthly
household incomes.

7. CONCLUSION
Every family needs a home to live in and
wants to own one, not rent. Governments
needs to subsidize, provide taxes and
import duty incentives to developers,
which results in keeping the cost down
and homes affordable. Financing
is definitely critical, low interest loans
needs to be given to developers and
payment installment schemes available
for potential homeowners. New
construction methods together with green
technology needs to be implemented,
from traditional to modular, where the
house components are manufactured at a
plant in volume, material wastage is
controlled to a minimum, quality is
maintained and labor time of construct is
reduced substantially. A combination of
all will benefit the African continent
social housing.
