BACKGROUND
Strategic objective n°2 of the ECOWAS agricultural policy, ECOWAP is
to “Promote contractual, inclusive and competitive agricultural and
agri-food value chains oriented towards regional and international
demand” : Horticultural sector in West Africa remains a privileged
But since 2008 the sector has been confronted with a major problem:
Fruit Flies destroying 50 to 80% of fruit production
PLMF (2014-2019) & second 4-year phase followed from 2020
“Innovative Regional Fruit Fly Control System in West Africa -
SyRIMAO”.
DADR to experiment with the methodology for implementing its
vision and strategy of Research Action Development (RAD)

Vision
The Agricultural Research Action Development
component of ECOWAS aims to:
Establish close links between research, innovation,
training and development;
Resulting in a real adoption by producers of effective and
environmental friendly prevention and control practices
against transboundary pests
ECOWAS-RAD vision – Strategies & Methodologies

Strategies
1- Strengthening regional and national research
systems: Establish functional network of researchers
/ research centers for research in line with the regional
vision & strategies
2- Large-scale dissemination: Implementation of the
development and large-scale dissemination of efficient
and sustainable control technologies

Strengthening regional
and national research
systems
CNS plays the role of regional
coordination and harmonization
research activities
CNS will strengthen the capacity of
NARS through : i) training of
laboratories' staff; ii) provision of
biological material (parasitoids).
NARS will assist NCs in producer
training
The NCs :
Identify and validate the research
challenges and needs (subject of a
call for proposals)
M&E of the research activities &
annual country surveys of
stakeholder (effects and prospects
for impact of the research)
Financial management of research
activities at the regional and
national level
Methodology

Methodology Development and large-scale
dissemination of efficient and
sustainable control technologies
How to make external technologies
more relevant, easier to assess,
and more adapted to local contexts
and needs and supported by
private actors so that they can be
adopted sustainably and by the
communities?
Stakeholder Learning Group: a
participatory approach to the
development of pest management
technologies coupled with capacity
building including the development
of training materials - fact sheets
and videos - and the training of
trainers and producers

Support for the regional reference laboratory
(CNS-FL) in its role of regional coordinator from
NCS to RCE
Functioning
Technical committee
Scientific advisory committee
Support for the country laboratories
Support for country laboratories functioning
Capacity building & laboratory technician training
Case study _ SyRIMAO

September 22, 2022
A functional network of researchers/research
centers for research consistent with the regional
strategy has been set up:
CNS-FL (Regional coordination of research)
Technical committee (protocols validation)
Scientific committee (Advices & Recommendation)
NARS team ( protocol implementation)
Results-Strategy-1
Results- Strengthening regional and national research systems
12. 12
September 22, 2022
Digital and physical collection of fruit fly
specimens of all species present in West Africa and
related regions has been set up at CNS-FL
Technical platform (computer, software, adapted
binoculars) to identify all specimens from the West
African sub-region
Core of 3 technicians trained in the use of this tool
Manual indicating the process and the material
necessary for the sending of specimens by the
various countries is drawn up and made available
Support monitoring & prompt action in the event of
the invasion of new species
Results-Strategy-1
Results- Strengthening regional and national research systems

Regional coordination from NCS to RCE
CNS-FL Diagnostic/evaluation has been made and the
conclusions and activities to be setup by the CNS-FL to
fulfill criteria of RCE has been shared with the
administration (CNS-FL & ECOWAS)
3 Criteria (2,3 & 6) of RCE have been fulfilled by
the CNS-FL
Coordination by CNS of multi-local testing of the biological
efficiency of end technologies developed (Senegal, Benin,
Burkina, Cote d’Ivoire, Gambia, Ghana)
strengthening of the CNS-FL technician capacity
strengthening of the NARS capacity ( 120 trainers )
Results- Strengthening regional and national research systems

Activities-Strategy-2
Consolidation into end technology of the best control
options tested under researcher management
Registration of the end technology
Training and extension: trainers & producers
Dissemination of research results
