De kenniswaardeketen De kenniswaardeketen vormt een basaal ordeningskader om kennis te managen. In elk van de vijf fasen van het model dient aandacht te bestaan voor culturele en technologische condities. Darnaast dient het beheer van een kennissysteem (als zesde fase) niet te worden onderschat; een adequaat beheer vormt een randvoorwaarde en de achilleshiel voor effectief kennismanagement. Verzameling en beheer worden op basis van convenanten toebedeeld aan kennisleveranciers. Voor de explicitering van impliciete kennis is een protocol ontwikkeld en voor auteurs eb redacteuren zijn opleidingen in voorbereiding om web gebaseerd te schrijven. Aangezien het gaat om de inrichting van een kennisorganisatie in een complexe omgeving waarin veel partijen acteren en waar sprake is van een sterk ontwikkelde beroepscultuur, is een onderzoeksprogramma opgezet om de veronderstellingen achter de kenniswaardeketen te toetsen. Dit programma wordt gefinancierd door de Commissie Politie en Wetenschap.
Portal with four learning services The Cepol portal will give entrance to EPLN as a secured environment with four integrated functionalities: EPDN The Discussion network consists of closed and open platforms. As stated earlier there will be learning communities and communities of practice. In closed platforms a limited number of users who are given entrance by a moderator will share information and expertise. The conclusions of a discussion or development has to be transformed to the knowledge database of EPKN. EPKN The knowledge network gives entrance to the content, modelled by the options of the Police Knowledge model. Every option has been translated in a so called basis page consisting of templates or formats. The number of basis pages can grow depending of the demand of the users. EPSN The study network offers the possibility for distant learning. This means there will be modules on certain fields where distant learning seems to be cost-effective. The advantages of distant learning or e-learning are saving in time and freedom of learning at the moment best fitting in the time schedule of the student. Expert Bank A bank with profiles of experts in order to increase the transparency of the different national police organisations. The profiles can be found with a searching machine but will also be connected to the knowledge domain of the expert. As a matter of fact the content in the learning space will not contain operational information or sensitive matters which could be misused in the wrong hands of hackers.
