2. Storing and handling fuel presents risks and hazards in the workplace. In some
circumstances, fuel storage and handling create problems for the public and the
environment, as well.
All states of Australia have legislations regarding handling and storing of dangerous
goods or combustible liquids such as fuel. Both suppliers and users who store fuel in
bulk have legal obligations to keep the workplace, the public and the environment safe.
Australian Codes and Standards
Some of the codes and standards that define the requirements for handling and storing
fuel are:
The Australian Dangerous Goods Code
AS1940: The storage and handling of flammable and combustible liquids
AS1692: Steel tanks for flammable and combustible liquids
AS4897: The design, installation and operation of underground petroleum storage
systems
AS4976: The removal and disposal of underground petroleum storage tanks
Each state of Australia has guidelines to help different parties comply with the codes
and standards.
3. Best Practices
Large storage of fuel requires further caution. It is best to invest in tanks that can handle
needs of larger storage requirements and that exceed Australian standards.
Tank Signage
Tanks used for fuel storage must have appropriate signage. Product identification,
no smoking signs, and Hazchem signage (if appropriate) should be present and
highly visible. Tanks with emblazoned signage are preferable.
Pumping Equipment
Safety and environmental risks involved with fuel tanks are highest during fuel
transfers. Pump hoses and fittings must undergo periodic inspection and, when
found in poor condition, must be fixed immediately. A securely lockable pump bay
is ideal to make the pumping equipment weatherproof and theft-proof.
4. Safe and Easy Access
Accessing the tank should be safe and easy. All rungs have to be present, and
the ladder has to be sound and secure. A good tank design has a stable access
platform and a fold-out access ladder. Tanks that provide visibility underneath
allow convenient visual inspection and reduces the risks that come with lifting
and shifting.
Never compromise safety or ignore risks. Complying with legislations and adopting best
practices can help secure properties, personnel, the public and the environment.
