i) 8 Years (1978 t0 1986) as a Marine Engineer on Board the Foreign Going Ships in
the Shipping Corporation of India. As a marine Engineer, worked on various types
of ships, viz. Cargo Vessels, Bulk carriers, Oil tankers and vary large crude carriers.
Worked in different capacity on Foreign Going Ships such as 5th Engineer Officer &
Directly as 3rd Engineer Officer. The nature of work was operation maintenance &
repair of ships machineries such as main engine (20000+20000 bhp), ,Boilers, , Diesel
Generators, Pumps, Oily water separator, fresh Water Generator, Refrigeration &
Air conditioning Deck Machineries, Cranes & testing /examination of Pressure
Vessels/Lifting tackles, Stores & Inventory Control etc.
ii) IRRIGATION: Earth Moving Machineries & Administration
5 Years (1987 to 1992) as a Deputy Engineer (Mechanical) in Irrigation Department,
Government of Maharashtra. I was in charge of Sub-Division having 400 workers
strength. Administration & Execution staff / Earth work of Moving Machineries.
Valuation and Write-off of these machineries, Stores and Inventory Control etc.
INDUSTRIAL SAFETY & HEALTH
iii) a) 17 Years ( 1992 to 2009) as a Deputy Director , Industrial Safety & health, Claas-1
thro’ Public Service Commission. Has been appointed as an Inspector for enforcement of
under Factories Act, 1948 and Rules made there under The Factories Act, 1948 is a Social
Legislation passed by Parliament of India to Ratify International Labour Organization
(ILO ) Convention on Occupational Safety and Health of Workers working in different
types of Factories. The Factories such as Hazardous Processes Industries, Large Engg.
Chemicals, Major Accident Hazards Factories, Petrochemicals, Large Oil Refineries,
Pharmaceuticals, Pesticides Factories, Thermal Power Stations, and many more are visited

for Enforcement &Inspection purpose. We see that Health & Safety Policies, Emergency
Management Plans and Safe Guarding of Machineries are in place and implanted by
Management of Factories. Emphasis is given to working environment of factories is safe &
healthy to workers and population in the vicinity. Enforcing to carry out the Medical
Examination of workers through Certifying Surgeons. Safety, Health, Welfare working
hours, prohibiting Child Labour and women employment in dangerous operations
b) Has been appointed as an Inspector under Environment Protection Act, 1986 for
enforcement of Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989. To
locate Major Accident Hazards (MAH) Units as per threshold quantities of chemical given
is done at first instance. Then concerned MAH units are asked to carry out/ prepare Safety
Studies such as Safety Audit as per IS-14489 or any other relevant national or international
standards, HAZOP/HAZAN, Maximum Credible Loss Scenario, Dispersion Modeling,
and Hazard Identification & Risk Analysis. This helps to prepare District off- Disaster
Management Plan which is done by us. The District Off- Disaster Management Plan
prepared by me in 1998 for Navi Mumbai became Model Plan for Whole Maharashtra as
declared by committee appointed by Govt. of Maharashtra. All these studies are
scrutinized by y us and necessary instructions are given to the Management for
compliance.
c) I was Chairman District Crisis Group constituted under Chemical Accidents, Emergency
Planning, Preparedness & Response Rules, 1996 to help District Administration for
Management of Manmade Disasters.
d) Has been appointed as an Inspector under Child Labour (Prohibition & Regulation) Act.
In 1997, I was in Active Group to conduct Child Labour Survey.
e) Has been appointed as a Member of Central Board of Workers Education,
Mumbai/Thane Region.
f) I formed Mutual Aid Response Group in Thane, Navi Mumbai, Akola, Yeotmal,
Amravati Buldana Districts; about 200 Mock Drills including surprised mock drills were
conducted in Member Industries, Prepared MARG Manual for Important Tel. Nos. and
Resources to be made available in case of Emergency. Safety Drawing Competitions were
conducted every year for school children
g) In association of Thane Belabur Industries Association “ Continuous Education
Programme “ was started in1998 for workers of Small Scale Factories/ unorganized Sector
to Impart training of safe handling of chemicals, Fire Fighting, First Aid, Machine
Guarding , Electrical Safety, accident prevention, and Emergency Management.1500
workers trained.
h) 4th March to 11th, March Safety Week was organized extensively every year for
Industries, Workers and Public at Large.
i) Conducted Many Training Programmes in Emergency Management for Police, Fire
Brigade Personnel Drivers transporting hazardous chemicals in Thane Belapur Area that
time Large Chemical Zone.

j) MARG was formed foe Special Economic Zone SEEPZ, Mumbai. The Creation of
Common Crèche for children women workers and Common Medical centre in SEEPZ are
Land Mark jobs done by me.
iv) 6 Years (2009 to 30.06.2015) as a Joint Director, Industrial Safety and Health. This is
Regional Level Top supervisory Class -1 Post in Directorate of Industrial Safety & Health
a) Represented the Government of Maharashtra through Director, Industrial Safety and
Health, Maharashtra State to National Disaster Management Authority (NDMA) Govt. Of
India, ILO Delhi, Central Crisis Group of Ministry of Environment& Forest (MOEF),
Ministry of Labour & Employment , Director General Factories Advice Service & Labour
Institute, Mumbai, Many Working Groups of Amendment to Factories Act, 1948 and Rules,
Chief Inspector of Factories National Conference.FICCI
b) I Was Member of Selection Committee of “Competent Person (Pressure Vessels and
Lifting Tackles)”. I was Chairman of selection Committee of “Authorized Certifying
Surgeon and First Aid Training Institute “ for State of Maharashtra.
c) Active Part for starting of Mahashramm web site from BPR to final.
d) Conducted Safety Drawing Competition for Municipal School if Mumbai Every Year
(More than 800 Students per year) from 2009 t0 2013.
e) Represented State of Maharashtra for “ 53rd,All India Conference of Chief Inspector
Factories “ in May at Bhopal, May at Jamnagar & June, 2014 atMumbai
f) Member of Many “Technical Working Groups” to amend The Factories Act, 1948 and
Rules made there under formed by Director General of Factories Advice Service & Labour
Institute
g) Many Rules and simplification of Annual Return i.e. Form no.27 and web site formed for
the same for easy use to Management
h) Conducted 15 Programmes of school Children for Safety Drawing & Poster Competition

i) Delivered Lectures on eve of Safety week every year since Joining 21 years on industrial
safety & Health in many Factories .Total Out reach 15000 workers.

125 Mock Drills have been conducted in different industries in last 23 months.
2. Seminar on Fire act & Regulations-27th Sept-13: Outreach more than 200
participated in this seminar.
3. Seminar on Power press & M/c guard safety-21st Oct-13 = Outreach more than
260 participated in this seminar.
4. Seminar on safe handling of chlorine-23rd Jan-14= Outreach more than 100
participated in this seminar.
5. Seminar on PPE &Work permit system-7th Feb-14 & Emergency drill award for
MAH industries-7th Feb-14 = 2000
6. In March 2014 : Safety week celebrations: Outreach to specially abled children --
1st time in Nashik= 159, 879 students from 67 schools in Sinnar Taluka, Also in
Dindori & Igatpuri taluka= 100 each. Unique and uniform banners regarding
safety & health displayed during safety week in 150 factories.
7. Worked as a safety officer in command staff of DDMA Nashik in the National
Level Off-Site Mock Drill conducted in June 2014 b y NDMA for preparation of
upcoming Kumbha Mela.
8. Multi Scenario Mock Drill i.e. Bomb threat & explosion of one bomb in LPG
filling area converted to Industrial Disaster in HPCL LPG bottling plant on 8th

Seminar on Fire act & Regulations-27th Sept-13: Outreach more than 200 participated in this seminar. 3. Seminar on Power press & M/c guard safety-21st Oct-13 = Outreach more than 260 participated in this seminar. 4. Seminar on safe handling of chlorine-23rd Jan-14= Outreach more than 100 participated in this seminar. 5. In March 2014 : Safety week celebrations: Outreach to specially abled children -- 1st time in Nashik= 159, 879 students from 67 schools in Sinnar Taluka, Also in Dindori & Igatpuri taluka= 100 each. Unique and uniform banners regarding safety & health displayed during safety week in 150 factories. 7.
