EXECUTIVE SUMMARY
The project is on “STUDY AND ANALYSIS OF RECRUITMENT AND
SELECTION PROCEDURE OF DAMODAR VALLEY CORPORATION”.
The objective of my study is to understand and analyse the existing Recruitment
and Selection Procedure in the company. Every organisation has its own policy
in HR planning as employees form the major part of it, so HR planning forms a
very vital role in the success of the organisation in long run. A very important
principle is followed by all organisation in Recruitment i.e. “right person at
right place and at the right time”, this principle is fulfilled by different
organisation in different way. This report elaborately describes the policy and
process followed by DVC to recruit their employees.
This report is divided into 4 parts. The 1st
part includes a brief description of
theory related to Recruitment and Selection which a person should know prior
taking a practical knowledge of the Recruitment policy in an organisation. It
contains the definition, different types of Recruitment and Selection procedure.
The 2nd
part is a brief history, structure and functions of the organisation. The
Mission and Vision of the company, the no. of plants of DVC and its
infrastructure.
The 3rd
part contains a detailed process that is followed by DVC while
recruiting new employees. It also has a brief description of the HRD of DVC
and its function other than power generation is also given.
The 4th
part contains all the necessary annexure required to understand the
process. It has all the forms that are required in the recruitment process.
I hope my project will give all the details of the process of recruitment,
selection in DVC. I hope DVC finds my suggestions and recommendations to
be of some benefit to it in carrying out their activities more efficiently.

1. CONCEPT OF RECRUITMENT & SELECTION
1.1. Definition of Recruitment
The process of finding and hiring the best qualified candidate (
from within or outside the organisation) for a job opening, in a
timely and cost effective manner. The recruitment process includes
analysing the requirement of a job, attracting employees to that job,
screening and selecting applicants, hiring and integrating the new
employee to the organisation.
Recruitment is a core function of Human Resource Management.
Recruitment refers to the overall process of attracting, selecting
and appointing suitable candidates for job (permanent or
temporary) within an organisation. Recruitment can also refer to
processes involved in choosing individuals for unpaid positions,
such as voluntary roles or unpaid trainee roles.
Definition of Employee Selection
The process of interviewing and evaluating candidates for a
specific job and selecting an individual for employment based on
certain criteria. Employee selection can range from a very simple
process to a very complicated process depending on the firm hiring
and the position. Certain employment laws such as anti-
discrimination laws must be obeyed during employee selection.
In simple words, Selection is the process of differentiating between
applicants in order to identify and hire those with a greater
likelihood of success in a job. Selection on the other hand is
negative in its application in as much as it seeks to eliminate as
many unqualified applicants as possible in order to identify the
right candidate.

The term Roster in its oxford dictionary meaning means----
“a list or plan showing turns of duty or leave for individuals
or groups”. Therefore meaning of post based roster can be

2.1. HISTORY OF THE COMPANY:
DVC emerged as a culmination of attempts made over a whole century to
control and erratic Damodar River. The valley has been ravaged by floods
frequently at varying intensity. Serious floods occurred in 1730, 1823, 1848,
1856, 1882, 1898, 1901, 1916, 1923, 1935 and 1943. The river spans over an
area of 25,235 sq. kms covering the states of Bihar (now Jharkhand) and West
Bengal. The catastrophe caused by 1943 flood, led to serious public indignation
against the govt. As a result the govt. of West Bengal appointed a Board of
Enquiry Committee with the Maharaja of Burdwan and noted physicist Dr.
Meghnad Saha as members for suggesting remedial measures. The Damodar
Food Enquiry Committee suggested the creation of an authority similar to the
Tennessee Valley Authority (USA) and recommended the construction of dams
and storage reservoirs at the sites with a total capacity of 1.5 millions acre ft.
and highlighted the possibility of multipurpose development in the valley area.
In August 1944, Mr. L. Voorduin’s (senior engineer of TVA) “Preliminary
Memorandum” suggested a multipurpose development plan designed for
achievement of flood control, irrigation, power generation and navigation in the
Damodar Valley. Four consultants appointed by govt. of India examined it. By
April 1947, full agreement was practically reached between the three govts of
Central, West Bengal and Bihar on the implementation of the scheme and in
March 1948, the Damodar Valley Corporation Act (Act No. XIV of 1948) was
passed by the central legislature, requiring the 3 governments, the central govt.
and the state govt. of west Bengal and Bihar to participate jointly for the
purpose of building the Damodar Valley Corporation. The corporation came
into existence on 7 July, 1948 as the first multipurpose river valley project of
independent India.
Command Area:
24,235 sq. kms spread across the Damodar basin.
Jharkhand: 2 districts fully (Dhanbad & Bokaro) and parts of 8 districts
(Hazaribagh, Kodarma, Chatra, Palamau, Ranchi, Loherdaga, Giridh and
Dumka).
West Bengal: 5 districts (Burdwan, Hooghly, Howrah, Bankura, Purulia)
The damodar Valley Corporation has been generating and transmitting power
since 1953.

2.3. MISSION AND VISION OF DVC
2.3.1 MISSION:
The Mission at the time of its inception was----
 Flood control
 Promotion and operation scheme for irrigation
 Water supply for industrial and domestic use
 Navigation and Drainage
 Generation, Transmission and Distribution of
electrical energy
 Promotion of afforestation and control of soil erosion
in the valley area
 Promotion of public health, agriculture, Industrial,
economical and general wellbeing in Damodar valley
2.3.2 VISION:
 To establish DVC as one of the largest power majors
of Eastern India while discharging the responsibilities
of its other objects adequately.
2.4 COMPANY INFRASTRUCTURE
DVC developed and expanded its infrastructure to six thermal
power stations’ (7410 MW) and three hydroelectric power stations
with a capacity of 147.2 MW which contribute to a total installed
capacity of 7557.2 MW. Presently DVC has 45 sub stations and
receiving stations more than 8900 circuit km of transmission and
distribution lines. DVC has also 4 dams, a barrage and a network
of canals (2494 km) that play an effective role in Water
Management. The construction of check dams, development of
forests and farms and upland and wasteland treatment developed
by DVC play a vital role in eco conservation and environment
management.

DVC
3.3. TYPES OF SOURCES OF RECRUITMENT
Basically, DVC goes through two types of sources of Recruitment-----
 Internal
 External
3.3.1. Internal Source of Recruitment refers to the
process of identifying, selecting and placing the
vacancies internally i.e. Candidates for the
required place will be selected from the company
itself. Various types of internal recruitment are as
follows------

3.3.2. Whereas, External Source of Recruitment refers to
the process of attracting employees for a vacant
post from outside of the company. Here in this
case, DVC advertises for the particular posts and
places employees through proper channel and
interview. The different types of advertising for a
particular post are as follows----

3.4. PROCESS OF RECRUITMENT AND SELECTION:
1. Vacancy is identified for new and unfilled post.
2. Roster is followed to categorise the vacancy.
3. Job Analysis is done for new post.
4. Preparation of advertisement for employment news, DVC websites,
leading newspapers.
5. Preparation of application format for development of online application
form by IT cell of DVC.
6. Shortlisting of candidates in terms of qualification requirement.
7. Issuing the call letters/ notification on DVC website for interview/ written
post.
8. Constitution of Selection Board for interview.
9. Conducting of written test/ interview/ GD/ PT as the case may be.
10. Preparation of merit list in descending orders of marks obtained.
11. Preparation of Selection/ Reserve panel.
12. After approving approval from the competent authority, the selection
panel is sent to the employee and succession benefit.
The process is again transferred to the Employee and Succession Benefit
Section who sends offer letter to candidate and keeps a record of
candidate who actually joined.
3.5. JOINING AND PRE-JOINING FORMALITIES
 3.3.1. PRE-JOINING FORMALITIES
3.5.1.1. Medical Fitness:
For the purpose to pursue a central govt. job at DVC, a candidate has to
be medically fit. The medical team of DVC shall check the concerned
candidate prior to joining of his duty and provide the signal accordingly.
 3.3.2. JOINING FORMALITIES

# Before making the job offer, a reference check is to be done for candidates in
following two stages-----
1) Mandatory reference checks by HR must be done for all positions
Through persons approved or agreed by the candidate. These references are
given in the data form submitted by the candidate.
2) For all positions in Group 3 and above after the initial reference check by
HR, a detailed reference check shall be done through an external agency.
Offer of appointment will be issued only after reference checks, police
verification and medical test being positive.
3.3.3. REIMBURSEMENTS
3.3.3.1. For Group-A posts
 The candidates are entitled to single ‘to and fro’ AC-
III tier Railway Fare by the shortest route for the
journey performed to attend the interview.
3.3.3.2. For Group-B posts
 The candidates are entitled to single ‘to and fro’
sleeper class Railway fare by the shortest route for the
journey performed to attend the interview.
The shortest route for this purpose will be from the place to which the interview
call letter was mailed to the appointed place of interview or the place from
where the actual journey commenced, whichever is nearer.
3.6. RESERVATIONS AND RELAXATIONS
3.6.1. Reservations for SC/ST:
A person who belongs to a caste or tribe declared by the Central Govt. to be a
Scheduled Caste or a Schedule Tribe for the area of which he/she is a resident.
Further a person claiming to be of SC community should profess either a Hindu
or a Sikh or a Buddhist religion. A person who is of SC community may profess
any religion. The individual has to be SC/ST by birth.
Relaxations:
 Maximum age limit relaxed up to 5 years for all posts
 Shortfall for minimum standard for qualification also
adjusted
 Candidates are fully exempted from fees for admission to
any examination for recruitment/selection.
 Separate interview will be held for SC/ST candidates so that
they are not adjudged along with general candidates.
3.6.2. Reservation for Other Backward Class:
OBC’s for purpose of reservation would comprise of the castes and
communities which are commonly mentioned in both the lists in the Mandal
Commission Report and State Govt. list.
Relaxation:
 Maximum age limit relaxed up to 3 years for all posts.
 Relaxation of standard for selection will be allowed for OBC candidates.
Reservation for Person with Disabilities:
Categories of disabilities are consideration are-----
 Blindness or low vision
 Hearing impairment
 Locomotor disability or cerebral palsy
Reservation is admissible only for those who suffer from not less than 40% of
relevant disabilities.
3.6.3. Reservation for Meritorious Sportsperson:
Eligibility----- Person who have represented
i) A state or the country in a national or international competition in any
of the games or sports.
ii) Their university in the inter-university tournaments conducted by the
inter-university sports and games.
iii) The state school teams in the national sports and games conducted by
the All India School Games Federation in any of the sports or games.
iv) Person who have been awarded National Award in physical efficiency
under Physical Efficiency Drive.
3.6.4. Reservation for Ex-Servicemen:
Ex-Serviceman refers to a person who has served in any rank (whether as a
combatant or a non-combatant) in the regular army, Navy or Airforce of the
Indian Union and the Territorial Army personnel.
Relaxation:
 3 years over and above the period of service rendered in the Army, Navy
or Airforce.
 For appointment in Group-C minimum educational qualification may be
relaxed at discretion of authority.
3.7. BUDGETARY CONTROL
 The budget regarding the recruitment and selection process is made each
year in June.
 The budget is then forwarded to the establishment section of the HR
department
 After getting concurrence from finance and after verifying the details a
budget is sanctioned to the recruitment section.
 The budget is divided into three categories which has many other
particulars in it.

3.8. TRAINING & INDUCTION PROGRAMME
 3.6.1. Induction and Management Development Programme
 Providing basic knowledge of Management and know-
how of the job profile. Theoretically explaining the
candidate about the job and its relevance with the
company mission and vision.
 3.6.2. Skill-up gradation, on-the job training
 The candidate is asked to join in the job and through
regular work culture he/she would enhance the skill
required, also referred to as on the job training.
 3.6.3. Simulator training
 A virtual medium through which various types of
skills can be acquired. Training simulations can be
used in a wide variety of genres, however they are
most commonly used in corporate situations to
improve business awareness and management skills.
 3.6.4. Customized Training
 Preparing the employee according to the requirement
of the job. The employee will be trained as the job
demands.
3.6.5. Induction Programme:
Training is imparted to new employees is categorised in two categories---
1. Technical Training:
This type of training is given to technical persons especially to engineers
who will be working on sites and working technical stuffs.
2. Non-technical Training:
This is more of official job which requires non-technical training
including accounting sector, HR sector, Law department of the company
etc.

 What is Information?
3.9.1. Right to Information under the act
1. A citizen has the right to seek such information from a public authority
which is held by the public authority or which held under its control. The
right includes inspection on work, documents and records.
2. The act gives the right to information at Par with the members of
Parliament and Members of State Legislature.
3. A citizen has the right to obtain an information in the form of diskettes,
floppies, tapes, video cassettes or in any other electronic mode or through
print outs provided such information is already stored in a computer or in
any other device from which the information may be transferred to
diskettes etc.
4. The information to the applicant should ordinarily be provided in the
form in which it is sought. However the supply of information sought in a
particular form would disproportionately divert the resources of the
public authority or may cause harm to the safety or preservation of the
records, supply of information in that form may be denied.
5. The act gives the right to information only to the citizen of India. It does
not make provision for giving information to corporation, association,
company etc.
6. Only such information is required to be supplied under the act which
already exists and is held by the public authority or held under the control
of the public authority.
3.9.2. Exemptions from disclosure
The right to seek information from a public authority is not absolute. Sec
8 & 9 of the act enumerate the categories of information which are
exempt from disclosure. At the same time schedule II of the act contains
the names of the intelligence and security organisations which are exempt
from the purview of the act.
3.9.3. Central Public Information Officers
Application for seeking information should be made to an officer of the
public authority who is designated as Central Public Information Officer.

Hydel Power Generation, Transmission & Distribution, peripheral activities for a sustained and eco-
friendly growth of the Valley Area spread across the states of West Bengal (Durgapur, Purulia & Bankura
Districts) and Jharkhand (Bokaro, Dhanbad & Koderma Districts) with its Head Quarters in Kolkata. It
has an annual turnover of 7358 Crore (Financial year 2011-12) having an installed capacity of 5357.2 MW.
The present installed capacity increased many folds in the years to come. DVC has taken a massive capacity
addition programme and within a span of next 2-3 years, DVC is going to touch 10,000 MW Thermal
capacity which as double of the present installed capacity.
2. DVC invites ONLINE applications from young and promising Indian Citizens having good academic
record to join the organization for the following posts with details under Table I & II for its various Power Plants,
Sub-stations, Offices, Hospitals spread across the State of West Bengal & Jharkhand. Please read the
advertisement carefully and ensure eligibility criteria before submitting On-Line application. The eligibility
criteria regarding prescribed educational qualification, experience, age and other relevant details including
modality as to how to apply are mentioned below.
Candidates who are otherwise eligible as per Qualification Requirements (QR) & experience read with other terms
& conditions given in the detailed Advertisement in the DVC website www.dvc.gov.in may only apply. The

A. VERY VERY IMPORTANT
Applications for the posts under Sl. No. 1 to 12 of Table-I are to be submitted ONLINE for which please refer
to Point No. 8 on “How to Apply”.
Candidates are advised to ensure before applying through ONLINE that they exactly have the same educational
qualification as shown under Table-II. In other words, equivalent subject/stream would not be accepted.
Where % of marks is not awarded by the Institute/University and only Grades (CGPA/SGPA) are awarded,
the same should be converted to the exact equivalent % of marks as per their University/Institutions
formula. In case the results are shown in Grade Point but the University/Institution does not provide any
formulae to convert SGPA/CGPA into equivalent % of marks, candidates of such University/Institutions
would not be eligible to apply.
Wherever CGPA/ SGPA/ CPI/ DGPA or letter grade in degree is awarded, equivalent % of marks should be
indicated in the application as per norms adopted by concerned University/ Institute. Please also obtain a certificate
to this effect from the Univ. / Institute Percentage of marks are to be calculated as per the criterion adopted by the
University / Institute.
Candidates from Universities/Institutes awarding degree based on ratings/ grades other than numerical marks
(i.e.CGPA/GPA/any other form), please note that if the equivalent aggregate percentage of marks is not mentioned
in the mark sheet/ certificate, candidates are required to get a letter from the head of the Institute/ Controller of
Examination of the University, stating clearly, the methodology of conversion of the grades into percentage
(conversion formula) and the numerical marks equivalent to their rating/grades.
A candidate can apply for only one post.
The candidates are requested to ensure before applying that they fulfil strictly the eligibility criteria (viz. age,
qualification and post-qualification experience) for the post as per advertisement. Appearing to written test will
be purely provisional without verification of age/qualification/category (SC/ST/ OBC/ PWD) etc. of the
candidates with references to documents. Candidature will be subject to verification of details/documents of the
candidate when they report for the personal interview.
Only those who satisfy the required age, qualification and experience need apply. Candidates may apply for one
post only. Candidature of the applicant is liable to be cancelled if it is found that they have applied for multiple
posts. Applications which do not meet with the requirements will be rejected and no correspondence in this regard
will be entertained.
The cut off date for determining Qualification and post qualification experience will be the closing date of
ONLINE Registration i.e. 06.05.2013.
Only full time regular courses will be considered.
All qualifications must be from UGC recognized Indian University / UGC recognized Indian Deemed University
or AICTE approved courses from Autonomous Indian Institutions/Statutory Council.
Minimum percentage of marks in the essential qualification as specified shall be aggregate of all semesters to be
calculated taking average of all semesters/ years, irrespective of the weightages given to any particular semester/
year by the Institute/University.
Wherever CGPA/SGPA/CPI/DGPA or letter grade in a Degree is awarded, equivalent percentage of marks should
be indicated by the applicant as per norms adopted by concerned University/ Institute.
QR will remain the same for both the departmental and external candidate.
B. RESERVATIONS AND RELAXATIONS:
Reservations and relaxations for SC/ST/OBC (non-creamy layer)/PH candidates will be provided as per GOI
Directives.
Category (UR/SC/ST/OBC-Non Creamy)/PH once filled in will not be changed and no benefit of other category
will be admissible later on.
The upper age limit is relaxable by 5 years for SC/ST, 3 years for OBC (Non-Creamy Layer) & 10 years for PH
candidates. PH candidates belonging to reserved category will get age relaxations on both PH and the respective
reserved category.
Ex-Servicemen will be entitled to Age-relaxation as per GOI Rules.
There is no age bar for DVC candidates meeting the eligibility criteria.
For claiming any of the above relaxations, SC/ST/OBC/PH/Ex-Servicemen category candidates have to submit
attested copy of relevant latest certificate in GOI format.

certificate, APPENDIX-II for OBC(Non Creamy Layer) Certificate, APPENDIX-III for forwarding certificates
in respect of departmental(DVC) candidates, APPENDIX-IV for Disability certificates &. APPENDIX-V for
NOC in case of employees working in Govt./Semi-Govt./Public Sector Undertakings.
C. PAYMENT OF APPLICATION FEE:-
Candidates applying for any post have to pay the fee through online system of DVC only. To pay the fee, please
visit: www.dvc.gov.in The site is functional from 13:00 hours of 13.04.2013 to midnight of 06.05.2013 for
ONLINE posts.
General & OBC candidates are required to pay a Non-refundable Fee of 300/-( Three Hundred only) for
posts from SL No. 1 to 4 and a Non-refundable Fee of .200/-( Two Hundred only) from SL No 5 to 10 under
Table - 1 with service charge as applicable to the bank. SC/ST/PH & DVC Candidates are exempted from payment
of fees.
State Bank of India (SBI) has been authorized by DVC to collect the application fee, in a specially opened DVC
Account No. 31728459593 (Power Jyoti Scheme) at SBI, CAG branch, Kolkata (9998) on behalf of DVC. For
payment of fees, the candidate has to approach the nearest SBI branch with a Challan in triplicate (1st copy-

Bank’s copy) downloaded from DVC website www.dvc.gov.in The
Challan printed from the DVC website should only be used for depositing the fee for proper crediting of amount
in the allocated account. On receipt of the money, the bank will issue a unique Journal Number and a Branch Code
of the bank collecting the money. Candidates are required to collect the “candidates copy” and ‘DVC Copy” from
the bank. They are also required to ensure that bank puts “payment received” stamp and Journal No. on all three
parts of the Challan. This journal number and the branch code are to be filled up by the candidate during online
registration for posts from SL No. 1 to 10 at the appropriate places in the Application Format. The original receipt
copy meant for DVC showing Journal No. and Branch Code of the fee collecting branch need to be sent along
with hard copy of Application as a proof of fee deposit along with other enclosures as shown in the Check-List.
DVC will not be responsible in case the candidate deposits the fee in a wrong account. There will not be any other
mode of payment of application fee.
Application Fee once paid will not be refunded under any circumstances. Candidates are, therefore, requested to
verify their eligibility before paying the application fee.
D. COMPENSATION PACKAGE:
Selected candidates will be placed in the Pay Band with the corresponding Grade Pay as shown in Column 6 of
the above Table- I. Besides basic pay, candidates will also be paid Central Dearness Allowance (CDA). Other
Allowances and benefits such as Leave, Medical treatment, Leave Travel Allowance, Provident Fund, Gratuity,
Conveyance Allowance, NPA and HRA etc admissible as per Corporation Rules in force from time to time.
E. SERVICE AGREEMENT BOND:
The selected candidates will have to execute a service agreement bond of Rs.2 Lakhs to be submitted in the
prescribed format at the time of joining in DVC for serving at least 3(Three) years after successful completion of
one-year probation period for the posts under Sl. 2, 3, 5, 6, 7, 8.
F. SELECTION PROCESS
Selection will be on the basis of Educational Qualification, Experience and performance in personal Interview.
However in case of more number of candidates, screening test may also be held. DVC may at their discretion call
for Personal Interview depending upon number of applications.
Candidates who are shortlisted based on the QR & experience will be called for Written Test / Personal Interview
(as the case may be) provisionally without verification of age/qualification/category (SC/ST/ PWD/OBC) etc. of
the candidates with reference to documents. Only those candidates who meet the QR & experience as decided by
DVC shall be allowed for Personal Interview and the decision of DVC in this regard shall be final.
In case of screening test, the written test would generally comprise of Objective Tests on (i) Test of Reasoning
Ability, (ii) Quantitative Aptitude, (iii) General Awareness & (iv) English Language and (v) On Professional
Knowledge/Subject. The nature shown here is only indicative. In some cases (except in cases of GETs/JEs), there
may be some descriptive questions also, if so decided.
The answer of question papers except that of compulsory paper of English, should be allowed to be written in
Hindi and such question papers should be made available both in Hindi and English. In interviews too, there
should be option to converse in Hindi.
The DVC reserves the right to modify/amend/reverse/cancel any or all the provisions of the recruitment process,
without assigning any reason thereof. Depending upon the requirement, DVC reserves the right to cancel /restrict
/ curtail / enlarge the recruitment process, if need so arises, without any further notice and without assigning any
reason thereof.
No correspondence will be entertained from any ineligible and non-selected candidate. DVC shall not furnish the
mark-sheet of selection process to candidates. In all matters regarding eligibility, the selection process, the stages
at which the scrutiny of eligibility is to be undertaken, documents to be produced for the selection process,
assessment, prescribing minimum qualifying standards in the selection process, number of vacancies,
communication of results, etc., DVC’s decision shall be final and binding on the candidates and no correspondence
shall be entertained in this regard.
DVC reserves the right to change the selection procedure, if necessary. The change, if any, shall be hosted in DVC
website in advance.
Identity Verification: - While appearing for PI, the candidate should produce his/her Identity Card of the
organization where he/she works containing photo & signature as a proof of identity. In case the Identity card is
not available, the same may be corroborated with other proof of identity such as Voter Card, Pan Card, Driving
License, Passport etc. If the identity of the candidate is doubtful, the candidate will not be allowed for PI.
The candidates who have been shortlisted will only be called for the Written Test / PI (as the case may be) and
their details such as date, time and venue of the Written Test/Interview will be hoisted on the DVC website
www.dvc.gov.in Please note that Call Letters of the shortlisted candidates will not be sent to the individual
candidate by Post. Hence, candidates are advised to keep track of their application status by visiting DVC website
from time to time during the recruitment process. No correspondence or personal enquiry shall be entertained by
DVC. Please note that no other mode of communication pertaining to the interview process other than mentioned
above, will be followed.
However, appointment of selected candidate is subject to his/her being found medically fit as per the Corporation
norms. Such appointments shall also be subject to the service & conduct rules of the Corporation.
G. GENERAL INFORMATION AND INSTRUCTIONS:
Only Indian Nationals are eligible to apply.
Before applying, the candidate should ensure that he/she fulfils the eligibility criteria and other norms mentioned
in the advertisement as well as on the website www.dvc.gov.in.
Candidates with Degree/Diploma as mentioned in the Table –II of the respective post not having approval by the
AICTE are not eligible to apply for the posts. Candidates in this connection are advised to bring proof of AICTE
approval in the form of a print-out of AICTE notification from their website showing the name of the
College/Institution and the course or any other documentary proof issued by the College/University/Institution.
Onus lies on the candidate to prove his/her eligibility in all respects by submitting the required documents.
Candidate should arrange to have 4 (four) identical colored passport photographs (not older than 3 months from
date of application)duly signed by self. Different styled photograph(s) may lead to rejection of the candidature.
The colour photograph should be with clear front view of the candidate without cap and sunglasses. Photocopy of
photograph is not permitted.
Candidates are required to sign in the prescribed place provided in the Form in running hand and not in Block
Capital or disjointed letter. During physical verification, all signatures should be identical. Different styled
Signature at various occasions during Recruitment activities may lead to the rejection of the candidature.
Candidature of the Registered Candidate is also to be rejected if Registration slip with all necessary documents as
mentioned in the checklist is not received within the stipulated date. Wrong/erroneous entry and incomplete
Registration Slip will lead to the rejection of the application.
Candidates employed with Government Departments/Public Sector Undertakings/Autonomous Bodies will be
required to produce “No Objection Certificate” from their present employer at the time of interview positively.
The candidates will appear for the Personal Interview at the allotted centres at their own risk and DVC will not be
responsible for any injury/losses etc. of any nature.
It is advisable to furnish the permanent address as temporary addresses can lead to inconvenience while delivering
the appointment letter, if selected. If there is any change in address or the candidate does not reside at the
permanent address, the candidate should in his/her own interest arrange with the post office concerned for
redirection of the communication from old (permanent) to new (correspondence) address.
The candidate claiming to belong to SC/ST/OBC (Non-creamy layer)/PH/Ex-Servicemen category has to submit
attested copy of caste /PH certificate in the prescribed format issued by the competent authority specified by GOI
Rules/Orders. In case of OBC (Non Creamy Layer) candidates, latest caste certificate (not older than six months)
needs to be submitted. (Please refer to APPENDIX in DVC website for prescribed GOI format of Caste
Certificate).
No fare will be paid to candidates called for written examination. However, if called for interview, candidates
would be reimbursed to & fro actual rail fare by the shortest route from the nearest railway station from the place
as shown in the correspondence address to the place of interview subject to production of ticket/ticket number as
a proof of journey undertaken. The fare would be equivalent to a maximum of First Class rail fare for posts having
Grade Pay of Rs.5400/- and above & Second Class for posts carrying Grade Pay below Rs 5400/- in the common
Express/Mail trains (excluding Rajdhani, Shatabdi, Duranto Express etc .having exclusive fares).Journey made
by road is not reimbursable.
If the candidate desires to be considered against a specific category as filled by him/her in the application,
subsequent representation for change of category status will not be entertained under any circumstances.
The OBC candidates who belong to “Creamy Layer” are not entitled for OBC concession and such candidates
have to indicate their category as General.
Candidature is liable to be rejected at any stage of recruitment process or after recruitment, if any information
provided by the candidate is found to be false or not in conformity with eligibility criteria mentioned in the
Advertisement. The decision of DVC in all matters relating to eligibility, acceptance or rejection of applications,
penalty for false information, mode of selection, and interviews, selection and allotment of posts and places of
postings to the selected candidates shall be final and binding on the candidate. No enquiry/correspondence or
telephonic discussion will be entertained in this regard. If any shortcoming is detected after appointment, the
services of such candidates are liable to be terminated.
It is brought to the knowledge of the candidates that if the situation so demands due to unforeseen reasons
or otherwise, the interview may continue even on the next working day(s) beyond the fixed dates, candidates
should make their own arrangements for stay for attending interview.
DVC also reserves its right to cancel the advertisement, modify the educational qualifications/experience without
assigning any reason thereof.
Any subsequent amendment/notice/clarification etc., if any, will be made available in DVC website only. As such,

recruitment process of the post.
Legal jurisdiction will be only at any appropriate court in Kolkata in case of any dispute.

In case of equal marks/scores to two or more candidates, the short list of such candidates will be as per their dates

Selected candidates may be posted to any Project / Unit / Sub-station / Office of the Corporation.
Incomplete and unsigned applications are liable to be rejected straightaway.
The post applied for may be super-scribed on the top Centre of the envelope.

Mode of Application: Candidates should apply through DVC’s Online Registration System only. The

One scanned photograph, signature & left thumb impression (LTI) to be uploaded while applying. Besides,
Candidate should arrange to have 4 (four) identical colored passport photographs (3.5 cm x 3.5 cm) duly self

of this advertisement.
The Departmental (DVC) candidates shall have to provide Employee No., date of joining in DVC, present
designation, place of posting. They have to apply ONLINE like outsiders and then submit the Registration Slip
along with the required documents within the due date to their respective Controlling Officers to enable them to
forward the same (as shown in the APPENDIX-III) so as to reach the Sr. Manager (HR)-®, HRD Dept., DVC,
Kolkata – 54 within a maximum period of 7(seven) working days from the Closing Date. No cognizance of the
applications should be given, if received at this end within the above mentioned period.
After having arranged all information/documents, candidates should log on to www.dvc.gov.in and follow the
instructions given therein for Online Application for the said post. After successful submission of the online data
including uploading of scanned photo, a Unique Registration/Form Number will be generated and thereafter
candidates need to take a printout of the application so made. Printout without system-generated number will not
be accepted in any case.
Candidates are advised to take 2(two) nos. print outs of the Registration Slip and send one of them after pasting
his/her recent passport size photographs (3.5 cm x 3.5 cm) as mentioned above) at appropriate place and getting
itself attested putting his/her signature at the allocated place and putting his/her LTI on the place allocated in the
Registration Slip. The thumb impression must be clear and complete. Ridges of the thump impression must be
clearly visible. The other copy should be kept with the candidate for reference.
Candidates will have to apply as per the format given in DVC website www.dvc.gov.in available from the
Opening date as mentioned below along with the required attested copies of certificates & testimonials (Please
refer to the Check List).
Non-submission of attested copies of certificates & testimonials including date of birth proof, certificates,
individual mark sheets of all semesters/years, proof of approval of the course by AICTE/Govt. Agency, Proof of
Specialization, application Fee wherever required will render the applications liable for rejection.

  • 4. EXECUTIVE SUMMARY The project is on “STUDY AND ANALYSIS OF RECRUITMENT AND SELECTION PROCEDURE OF DAMODAR VALLEY CORPORATION”. The objective of my study is to understand and analyse the existing Recruitment and Selection Procedure in the company. Every organisation has its own policy in HR planning as employees form the major part of it, so HR planning forms a very vital role in the success of the organisation in long run. A very important principle is followed by all organisation in Recruitment i.e. “right person at right place and at the right time”, this principle is fulfilled by different organisation in different way. This report elaborately describes the policy and process followed by DVC to recruit their employees. This report is divided into 4 parts. The 1st part includes a brief description of theory related to Recruitment and Selection which a person should know prior taking a practical knowledge of the Recruitment policy in an organisation. It contains the definition, different types of Recruitment and Selection procedure. The 2nd part is a brief history, structure and functions of the organisation. The Mission and Vision of the company, the no. of plants of DVC and its infrastructure. The 3rd part contains a detailed process that is followed by DVC while recruiting new employees. It also has a brief description of the HRD of DVC and its function other than power generation is also given. The 4th part contains all the necessary annexure required to understand the process. It has all the forms that are required in the recruitment process. I hope my project will give all the details of the process of recruitment, selection in DVC. Definition of Recruitment The process of finding and hiring the best qualified candidate ( from within or outside the organisation) for a job opening, in a timely and cost effective manner. The recruitment process includes analysing the requirement of a job, attracting employees to that job, screening and selecting applicants, hiring and integrating the new employee to the organisation. Recruitment is a core function of Human Resource Management. Recruitment refers to the overall process of attracting, selecting and appointing suitable candidates for job (permanent or temporary) within an organisation. Recruitment can also refer to processes involved in choosing individuals for unpaid positions, such as voluntary roles or unpaid trainee roles. Definition of Employee Selection The process of interviewing and evaluating candidates for a specific job and selecting an individual for employment based on certain criteria.   • 17. 2.1. HISTORY OF THE COMPANY: DVC emerged as a culmination of attempts made over a whole century to control and erratic Damodar River. The valley has been ravaged by floods frequently at varying intensity. Serious floods occurred in 1730, 1823, 1848, 1856, 1882, 1898, 1901, 1916, 1923, 1935 and 1943. The river spans over an area of 25,235 sq. kms covering the states of Bihar (now Jharkhand) and West Bengal. The catastrophe caused by 1943 flood, led to serious public indignation against the govt. As a result the govt. of West Bengal appointed a Board of Enquiry Committee with the Maharaja of Burdwan and noted physicist Dr. Meghnad Saha as members for suggesting remedial measures. The Damodar Food Enquiry Committee suggested the creation of an authority similar to the Tennessee Valley Authority (USA) and recommended the construction of dams and storage reservoirs at the sites with a total capacity of 1.5 millions acre ft. and highlighted the possibility of multipurpose development in the valley area. In August 1944, Mr. L. Voorduin’s (senior engineer of TVA) “Preliminary Memorandum” suggested a multipurpose development plan designed for achievement of flood control, irrigation, power generation and navigation in the Damodar Valley. Four consultants appointed by govt. of India examined it. By April 1947, full agreement was practically reached between the three govts of Central, West Bengal and Bihar on the implementation of the scheme and in March 1948, the Damodar Valley Corporation Act (Act No. XIV of 1948) was passed by the central legislature, requiring the 3 governments, the central govt. and the state govt. of west Bengal and Bihar to participate jointly for the purpose of building the Damodar Valley Corporation. The corporation came into existence on 7 July, 1948 as the first multipurpose river valley project of independent India. Command Area: 24,235 sq. kms spread across the Damodar basin.   • 20. 2.4 COMPANY INFRASTRUCTURE DVC developed and expanded its infrastructure to six thermal power stations’ (7410 MW) and three hydroelectric power stations with a capacity of 147.2 MW which contribute to a total installed capacity of 7557.2 MW. Presently DVC has 45 sub stations and receiving stations more than 8900 circuit km of transmission and distribution lines. DVC has also 4 dams, a barrage and a network of canals (2494 km) that play an effective role in Water Management.   • 22. 3. RECRUITMENT & SELECTION PROCEDURE AT DVC 3.3. TYPES OF SOURCES OF RECRUITMENT Basically, DVC goes through two types of sources of Recruitment-----  Internal  External 3.3.1. Internal Source of Recruitment refers to the process of identifying, selecting and placing the vacancies internally i.e. Candidates for the required place will be selected from the company itself. Whereas, External Source of Recruitment refers to the process of attracting employees for a vacant post from outside of the company. Preparation of advertisement for employment news, DVC websites, leading newspapers. 5. Preparation of application format for development of online application form by IT cell of DVC. 6. Shortlisting of candidates in terms of qualification requirement. 7. Issuing the call letters/ notification on DVC website for interview/ written post. 8. Constitution of Selection Board for interview. 9. Conducting of written test/ interview/ GD/ PT as the case may be. 10. Preparation of merit list in descending orders of marks obtained. 11. The process is again transferred to the Employee and Succession Benefit Section who sends offer letter to candidate and keeps a record of candidate who actually joined. 3.5. These references are given in the data form submitted by the candidate. 2) For all positions in Group 3 and above after the initial reference check by HR, a detailed reference check shall be done through an external agency. Offer of appointment will be issued only after reference checks, police verification and medical test being positive. 3.3.3. REIMBURSEMENTS 3.3.3.1. For Group-A posts  The candidates are entitled to single ‘to and fro’ AC- III tier Railway Fare by the shortest route for the journey performed to attend the interview. 3.3.3.2. For Group-B posts  The candidates are entitled to single ‘to and fro’ sleeper class Railway fare by the shortest route for the journey performed to attend the interview. The shortest route for this purpose will be from the place to which the interview call letter was mailed to the appointed place of interview or the place from where the actual journey commenced, whichever is nearer.
  • 26. 3.6. RESERVATIONS AND RELAXATIONS 3.6.1. Reservations for SC/ST: A person who belongs to a caste or tribe declared by the Central Govt. to be a Scheduled Caste or a Schedule Tribe for the area of which he/she is a resident. Further a person claiming to be of SC community should profess either a Hindu or a Sikh or a Buddhist religion. A person who is of SC community may profess any religion. The individual has to be SC/ST by birth. Relaxations:  Maximum age limit relaxed up to 5 years for all posts  Shortfall for minimum standard for qualification also adjusted  Candidates are fully exempted from fees for admission to any examination for recruitment/selection.  Separate interview will be held for SC/ST candidates so that they are not adjudged along with general candidates. 3.6.2. Reservation for Other Backward Class: OBC’s for purpose of reservation would comprise of the castes and communities which are commonly mentioned in both the lists in the Mandal Commission Report and State Govt. list. Relaxation:  Maximum age limit relaxed up to 3 years for all posts.  Relaxation of standard for selection will be allowed for OBC candidates. Reservation for Ex-Servicemen: Ex-Serviceman refers to a person who has served in any rank (whether as a combatant or a non-combatant) in the regular army, Navy or Airforce of the Indian Union and the Territorial Army personnel. Relaxation:  3 years over and above the period of service rendered in the Army, Navy or Airforce.  For appointment in Group-C minimum educational qualification may be relaxed at discretion of authority.

BUDGETARY CONTROL  The budget regarding the recruitment and selection process is made each year in June.  The budget is then forwarded to the establishment section of the HR department  After getting concurrence from finance and after verifying the details a budget is sanctioned to the recruitment section.  The budget is divided into three categories which has many other particulars in it. Induction and Management Development Programme  Providing basic knowledge of Management and know- how of the job profile. Skill-up gradation, on-the job training  The candidate is asked to join in the job and through regular work culture he/she would enhance the skill required, also referred to as on the job training.  3.6.3. Right to Information under the act 1. A citizen has the right to seek such information from a public authority which is held by the public authority or which held under its control. The right includes inspection on work, documents and records. 2. The act gives the right to information at Par with the members of Parliament and Members of State Legislature. 3. A citizen has the right to obtain an information in the form of diskettes, floppies, tapes, video cassettes or in any other electronic mode or through print outs provided such information is already stored in a computer or in any other device from which the information may be transferred to diskettes etc. 4. The information to the applicant should ordinarily be provided in the form in which it is sought. However the supply of information sought in a particular form would disproportionately divert the resources of the public authority or may cause harm to the safety or preservation of the records, supply of information in that form may be denied. 5. The act gives the right to information only to the citizen of India. It does not make provision for giving information to corporation, association, company etc. 6. On receipt of the money, the bank will issue a unique Journal Number and a Branch Code of the bank collecting the money. Candidates are required to collect the “candidates copy” and ‘DVC Copy” from the bank. They are also required to ensure that bank puts “payment received” stamp and Journal No. on all three parts of the Challan. This journal number and the branch code are to be filled up by the candidate during online registration for posts from SL No. 1 to 10 at the appropriate places in the Application Format. The original receipt copy meant for DVC showing Journal No. and Branch Code of the fee collecting branch need to be sent along with hard copy of Application as a proof of fee deposit along with other enclosures as shown in the Check-List. DVC will not be responsible in case the candidate deposits the fee in a wrong account. There will not be any other mode of payment of application fee. COMPENSATION PACKAGE: Selected candidates will be placed in the Pay Band with the corresponding Grade Pay as shown in Column 6 of the above Table- I. E. SERVICE AGREEMENT BOND:

The selected candidates will have to execute a service agreement bond of Rs.2 Lakhs to be submitted in the prescribed format at the time of joining in DVC for serving at least 3(Three) years after successful completion of one-year probation period for the posts under Sl. 2, 3, 5, 6, 7, 8. F. SELECTION PROCESS Selection will be on the basis of Educational Qualification, Experience and performance in personal Interview. However in case of more number of candidates, screening test may also be held. DVC may at their discretion call for Personal Interview depending upon number of applications. Candidates who are shortlisted based on the QR & experience will be called for Written Test / Personal Interview (as the case may be) provisionally without verification of age/qualification/category (SC/ST/ PWD/OBC) etc. of the candidates with reference to documents. Only those candidates who meet the QR & experience as decided by DVC shall be allowed for Personal Interview and the decision of DVC in this regard shall be final. In case of screening test, the written test would generally comprise of Objective Tests on (i) Test of Reasoning Ability, (ii) Quantitative Aptitude, (iii) General Awareness & (iv) English Language and (v) On Professional Knowledge/Subject. The nature shown here is only indicative. In some cases (except in cases of GETs/JEs), there may be some descriptive questions also, if so decided. The answer of question papers except that of compulsory paper of English, should be allowed to be written in Hindi and such question papers should be made available both in Hindi and English. In interviews too, there should be option to converse in Hindi. The DVC reserves the right to modify/amend/reverse/cancel any or all the provisions of the recruitment process, without assigning any reason thereof. Depending upon the requirement, DVC reserves the right to cancel /restrict / curtail / enlarge the recruitment process, if need so arises, without any further notice and without assigning any reason thereof. No correspondence will be entertained from any ineligible and non-selected candidate. DVC shall not furnish the mark-sheet of selection process to candidates.
