Survey based on perception, rather than impact or likelihood

Again this could be down to perception as the survey was live during the Paris attacks
Worth noting that a study by Aon showed that 2015 was the most lethal year in a decade for terrorism in Europe.
One third of organizations not conducting a trend analysis, so how do they know what their threats are.
Of those who do, one third do not use it, so what’s the point.
Despite the Horizon showing that for all but four of the listed threats, the levels of concern are rising, 11% of organizations are still having their budgets cut.
