Established in 1999, Starburst Engineering is a specialist in the design, fabrication, installation,
commissioning and maintenance of shooting ranges and tactical training mock-ups for leading
security forces across Asia. Headquartered in Singapore, Starburst has been contributing
to the relentless improvement of its clients’ military units’ enforcement capabilities. Even

Starburst engineers various modern firearms-training facilities. We want
to reduce risks which may be faced by our clients’ right from the start,
and we believe a solid foundation is required for everything which we
do. Therefore, we have placed a heavy emphasis on the designs of
our facilities so that occupational and environmental risks are designed
out from the earliest stages to reduce hazards in the construction and
installation phases of the project.
We have our own in-house engineering design team which specialises in
firing ranges, close quarter battle houses, tactical training mock-ups, and
other training facilities. Holistic quality management and design audits are
carried out by accredited assessors as an extension of our commitment

4. The strength of our services is founded upon our proprietary line of ballistic protection technology
manufactured in-house under our stringent quality and safety controls.

Starburst has developed its own line of
SEARLSTM
anti-ricochet panels. SEARLSTM
panels are fire-retardant, non-toxic, odorless,
and durable; they are structurally resilient
and can absorb up to 10,000 rounds per m2
for shredded rubber panels and 4,000 rounds
per m2
for starboard panels, without suffering
significant degradation.

manufactured to be easily fitted to new
and existing shooting ranges (indoor and
outdoor), to provide a fire-retardant and
non-slip surface which is extensively
tested to meet both acoustic and anti-
ricochet requirements.

Interlocking Rubber Pavers
Starburst’s proprietary rubber pavers, made
from recycled shredded rubber, are structurally
resilient with extra shock absorption and
excellent wear resistance. They are thermal
insulating and have acoustic/vibration
dampening properties.

Starboard Anti-Ricochet Panels
The Starboard anti-ricochet panel is made
from cellulose plastic material that allows for
a flat-even surface which is easily cleaned by
sweeping, vacuuming or by washing. When
used as anti-ricochet flooring, these panels
can be coated with resinous polyutrethane
compounds to provide a seamless surface. The
Starboard panels have been extensively tested
to comply with Range Safety Regulations and
international standards.

Reconfigurable, Movable, Multi-
Directional Bullet-Resistant Partition Systems
The SEARLSTM
partition systems are a fully
reconfigurable and movable ballistic partition
system that have been tested in accordance
with international standards and proven to
comply with Range Safety Regulations for use
in close quarters training partition ranges.
They can absorb and contain splash-back of
projectiles of calibers up to 7.62mm. They come
with retractable bottom stoppers to keep spent
ammunition within. They can be outfitted with
your choice of anti-ricochet panels
Ballistic Absorbing Concrete
Starburst uses SACON®, a ballistic absorbing
concrete developed by GSL researchers at the
U.S. Army Engineer Research and Development
Center.
SACON’s bullet absorbing properties make it
ideal for urban or close combat live-fire training.
The angle of ricochet off SACON® is below 25
degrees from the plane of the material, making
for safe room-clearing training. The material is
also non-flammable, making it safe for use with
pyrotechnics and hand grenades.
Firearms remain indispensable to all modern militaries and law enforcement

firearms training require a good firing range. We at Starburst are dedicated

We engineer, construct, fit-out, retrofit, and maintain indoor & outdoor firing
ranges. We deliver ranges that are both safe and conducive for all of your

We understand that modern firearms-training is complex and that you may
have sophisticated demands. Through our extensive experience in the field,
we have the knowledge in range design and the technical expertise to
build ranges to your exact specifications and training requirements.
We don’t just engineer ranges; we can improve or upgrade your existing
range with one of our many suites of ballistic fit-out solutions.
We design, fabricate and install bullet containment/catcher systems which
can halt ricochets from fired rounds. We engineer ballistic fit-out fabrications
which incorporate the installation of anti-ricochet ceiling systems, anti-
ricochet wall and flooring rubber systems, and floor and ceiling baffles to
stop rounds from escaping the firing line.

5. Close-quarter battle (“CQB”) training’s importance only increases as modern
militaries increasingly focus on urban warfare and fighting in built-up areas
(“FIBUA”). CQB training can also be dangerous since the close proximity of
combat mean bullets’ tendency to ricochet are at their highest. In situations
like these, good ballistic fit-outs are more important than ever.
We can install anti-ricochet ceiling systems, anti-ricochet wall and flooring
rubber systems, and floor and ceiling baffles to make realistic and effective
training possible without compromising safety.

Training Facilities
Starburst customises Method-of-Entry (MOE) buildings and facilities for both
mechanical method-of-entry (MMOE) and explosive method-of-entry
(EMOE). MOE facilities can be the ideal environment for law enforcement
and military personnel to receive training on the finer points of tactical entries
through doors and windows. Our MOE facilities are also compatible with the
usage of explosives. They are built to safely withstand repeated detonations
without suffering long term structural damage.
We have the experience and know-how to construct durable MOE buildings
that can become realistic arenas for effective training.

6. Tactical mock-ups are important for the simulation of important and
high-risk operations such as search and rescues. Much like close
quarter battle training, most tactical mock-up trainings take place in
confined quarters within aircrafts and ships. This again increases the
risks of unnecessary injury. But it is possible to minimise these risks without
compromising on the realism of the training.

We have delivered some of the most comprehensive tatical mock-ups
to various security forces around the world. In creating our mock-ups,
we do our best to strike that liminal point between realism and safety.
Our mock-ups provide the necessary background for realistic training
(with live or non-live rounds) simulations. We can create aircraft, ship,
and vehicle mock-ups; our mock-up designs come customisable to
your requirements.
Mock-up training scenarios we have been involved with include indoor
CQB training facilities, sniper training towers, and partial & full mock-ups
of passenger aircraft and ocean-going vessels.

regular ranges.
Our Modular Live Fire Ranges come in prefabricated modular
configurations. Starburst can provide customers with design facilities
that meet their particular and appropriate requirements. A Modular
Live Fire Range is a complete, self-contained, shooting range in a
bulletproof module, equipped with shooting booths, target retrieval
systems, bullet traps, lighting and HVAC systems.
Each range module provides a complete indoor range up that can
span 25, 50 or even 100 metres in length. Additional modules can be
added later to accommodate more shooting lanes.

7. To ensure that users continue to train within a safe environment, it is
important that these facilities are maintained to the original design
standards. The shooting ranges must be regularly monitored and
checked to ensure that they continue to meet international safety
standards.
Starburst can provide a full range of maintenance and repair services to
sustain optimal conditions as described in the initial design criteria and
maintenance manuals, whilst also being aware of potential updates
and changes to comply with the best international safety practices.
These critical facilities can be better maintained by Starburst, ensuring
that range usage is maximised, down time is minimised, and safety is
never compromised.

Leveraging on Starburst’s experience in engineering aircraft, ship and vehicle mock-
ups, Starburst is able to add fire training simulation to its array of products and services.
Starburst collaborates with its world leading business partners to support this service,
which provides the fire trainer simulation, integrated with system controls, to generate a
variety of fire scenarios to the mock-up. With provision of the mock-up scheme design
requirement, coupled with our years of experience in mock-up construction, we re-
engineer and modify the design to make it more realistic and ease of the mode of
construction. We can also integrate fire trainer systems into our mock-up; providing all
the mechanical and electrical components according to the design. With this mock-
up facility, civil aviation authorities or civil defence units can replicate fire scenarios
within and outside the mock-up and train their personnel to carry-out evacuation and
rescue in fire scenarios.

8. Starburst builds comprehensive suites of detention and security systems for detention facilities.
Door, Window, & Frame Systems
We provide doors, window panels, and
frames packaged and pre-assembled to
your specifications.
We use steel-stiffened hollow metal doors that
are highly impact-resistant, bullet-resistant,
blast-resistant, & fire-resistant to various levels
by ASTM & UL standards. Our windows are
impact-resistant, bullet-resistant, blast-resistant,
and fire-resistant to various levels by ASTM & UL
standards as well. The windows can be modified
with document deal access fittings or one-way
mirrored panels.
Security and
Detention Facilities
In addition, Starburst designs, fabricates and installs architectural steel
structures. Our expertise with precision designs extends the periphery
of military and law-enforcement related work.
We work with specialist curtain wall or space frame companies and re-
engineer designs to ease construction and lower cost; we also provide
3D-generated designs with a cutting list to assist you in purchasing the
accessories that accompany the steel fixtures.

One cell-surfacing option we offer is Padded
Surfaces, a range of padded cell surfacing
made with high quality silicone foam, kevlar
mesh, and high-tech coatings that are
most suitable for lining cells for violent and
uncontrollable detainees.
Also available is our own StarBoard detention
cell flooring designed to be durable,
impact & fire resistant. It is antifungal and
antimicrobial to make cells more hygienic
and maintenance-friendly.
