Saint Louis University would be honored to receive a bid for the 2017 NCAA Men’s Basketball Regional
Tournament. We believe the city of St Louis is a perfect fit to accommodate an unforgettable tournament
experience for student athletes and basketball fans. Within this bid document we have provided our
proposal to host the tournament. We ensure that the city and its people fully support our efforts in hosting
such an event.
Our city’s most prominent attraction is the 630-foot tall, 17,246 ton Gateway Arch, a magnificent monument
that represents the history of the city of St Louis. As we welcome outstanding basketball programs to our
city we recognize that we are a gateway to their ultimate goal. We are The Gateway to the Final Four.

support from an administrative standpoint during the bid process, during the tournament, as well 
as after. Whether it is funding, staffing, or allocating resources, our University is ready to serve 
in anyway possible.  
 
Our athletic department has been diligently working on this proposal and when meeting with 
directors in our department I believe SLU provides the best leadership to execute this event. If

are a perfect candidate to receive a bid to host the NCAA Regional. I can assure you as a

SECTION A – NCAA GENERAL BID SPECIFICATIONS
HOST INSTITUTION
Saint Louis University is the home of Billiken athletics. Over the past 20 years the university has dedicated
a substantial amount of time and resources to bettering the athletic facilities. Perhaps the most prominent
of these facility additions is Chaifetz Arena which was dedicated in 2008. The $81 million, on-campus
multipurpose facility is home to the Billikens women's basketball, men's basketball and volleyball. In 2005
the Saint Louis University Billikens joined the Atlantic 10 Conference. Saint Louis University is the only
NCAA Division I school in St. Louis and competes on 18 different Division I teams including baseball,
basketball, cross country, field hockey, soccer, softball, swimming and diving, tennis, track and field, and
volleyball.
As the host institution, Saint Louis University understands our responsibility to follow all obligations listed
out in the bid document. We anticipate an audit from the NCAA and will be prepared with the proper
documentation to adequately prove our due diligence.
SAFETY AND SECURITY PLAN
Scottrade Center has an in-house security manager and 24-hour building security patrols who are able to
design a comprehensive security program for each unique event. This particular security plan will cover not
only the grounds of Scottrade Center, but also practice facilities and ancillary events. The security plan will
address both internal and external venue grounds and all other venues used for any NCAA official events.
Our plan will adhere to all NCAA requirements and include protocol for everything from natural disasters,
terrorist attacks/threats, and violence to entry screening and crowd control. All spectators who enter
Scottrade Center will be screened and bags will be opened to make sure no unauthorized materials enter
the venue. Trained and qualified security personnel will be at all NCAA required positions throughout the
tournament.
MARKETING PLAN
We have put together a marketing plan that reflects the timeline and budget of all promotions. To review the
specifics please see Attachment B.
EMERGENCY MANAGEMENT PLAN
St. Louis will be in full compliance of all NCAA requirements regarding emergency management. All NCAA
event and practice facilities will have proper medical services including but not limited to: medical
personnel, first aid, and ambulance service.

CHAMPIONSHIP HOST PERSONNEL
As the host institution Saint Louis University takes responsibility of appointing all game management
personnel. We will provide all necessary game management staff in addition to an official scorer, timer,
shot clock operator, scoreboard operator, public address announcer, statistics crew, trainer, dressing room
attendants, tournament physician, practice coordinator and ball kids. Our institution values diversity and we
are committed to giving minority and women-owned businesses the opportunity to provide their goods and
services anytime we have the choice. Furthermore, we plan to form a local organizing committee to take on
additional responsibilities.
PRACTICE, COMPETITION AND ANCILLARY EVENT VENUES
Saint Louis University will secure permits at the venues intended for practice, competition, and ancillary
event. The following venues will be in good-condition for participating universities to use during allotted
practice time: Chaifetz Arena, The Fieldhouse, and Mark Twain Building. These venues will come at no
cost to the NCAA, and will be fully equipped with locker rooms, showers, restrooms, multiple practice
courts, and a medical training room.
Saint Louis University: Chaifetz Arena – The Chaifetz Arena is home to the Saint Louis
University Billikens and is located on the campus of Saint Louis University. The facility includes two
practice basketball courts, and is equipped with locker rooms and showers. The Chaifetz Arena is
located approximately 2 miles from the Scottrade Center.
Washington University: The Fieldhouse – The Fieldhouse at Washington University is home of
the Bears. Their facility was renovated in 1984 and has a rich history of hosting various teams and
events. The facility has two full sized basketball courts for practice as well as locker room
accommodations. The Field House is located approximately 8 miles west of the Scottrade Center.
University of Missouri at St. Louis: Mark Twain Building – The Mark Twain Building is home to
the University of Missouri St. Louis Athletics. The facility opened in 1971 and has seen a wide
range of upgrades. It is equipped with two regulation size basketball courts as well as locker rooms
and showers. The Mark Twain Building is located approximately 11.5 miles from the Scottrade
Center.
Each team practice at Scottrade Center will be open for general admission at no cost if specified by the
NCAA. Concession stands, programs, and merchandise will be open during open practices. Throughout the
tournament each participating institution will have a 24/7-host contact for any questions. These contacts will
be familiar with the St. Louis area and have answers regarding scheduling, compliance, drug testing,
ticketing, and city restaurants and attractions.
Memorial Plaza, Aloe Park, Poelker Park, and Eternal Flame Park are maintained by the city and are
located just outside of the Scottrade Center. These public parks stretch over seven blocks in downtown St.
Louis and will be utilized as a fan zone where spectators can get the full March Madness experience.

COMMERCIAL IDENTIFICATION, SIGNAGE AND OFFICIAL MARKS
As tournament host we will comply with NCAA specifications regarding commercial identification, signage
and official marks. No advertisements will be displayed on the scorer’s table prior to or during the conduct
of championships. No video board content will be shown unless approved by the NCAA.
BROADCASTING, MEDIA AND INTERNET
Television Rights: We will ensure that only ESPN Turner/CBS can transmit a live feed in the facility during
games and practices. Footage of the NCAA Championships will not be distributed out unless there is
permission from the NCAA to do so.
Turner/CBS Access: Those in charge of the media right will ensure that all rules and regulation set by the
NCAA about the overall access the media has to collect footage will be followed. They will ensure that all
the media will be informed of all restricted areas and time and we will have a representative that will
enforce these restrictions. We will be able to provide areas where camera can be set up to ensure that the
media has the necessary space for their equipment while they shoot.
Television Monitors: Turner/CBS will provide one regular monitor and headset for the standby official and
timeout coordinator and Hammond Communication equipment will provide other necessary equipment.
Miscellaneous TV Policies: All policies will be followed to ensure they meet NCAA regulations and
provide an efficient way to execute the event.
Media Coordinator Responsibilities: The media coordinator, Ryan Kunderman, will be responsible for all
general media operations. He will ensure that all requirement meeting will be organized and conducted. He
will designate staff members, sports information directors and other media professionals and provide them
with specific position and tasks. Personnel includes:
● 4 quote-takers
● 2 floor photo stewards
● 1 upper photo steward
● 1 photo workroom coordinator
● 2 photocopy operators
● 2 photocopy technicians
● 4 locker room stewards (1 per locker room)
● 2 media escorts
● 8 telecommunications assistants (2 per shift to cover all media workroom hours)
● 1 interview coordinator
● 1 press row coordinator
● 1 Turner/CBS liaison
● 1 moderator, main interview room
● 5 moderators, breakout rooms
● 2 microphone holders
● 2 credential distribution coordinators
● 2 note-compilers
● Messengers (1 person to each row of courtside media seats, 2 to the workroom, 1 to the official
table)

Media Services: Ryan Kunderman will oversee that all the media areas are set up. He will also ensure that
all necessary information and paperwork is displayed and provided to the media. The media will be
provided a buffet that will include hot meals and snacks throughout the day. We also ensure that the
necessary equipment (photocopiers, paper, televisions, and technicians) is provided.
Credentials: All individuals with access to the event level will be required to wear credentials at all times.
Ryan Kunderman, the media coordinator, will be responsible in distributing media credentials.
Telecommunications: The media will have all communication lines necessary for the event. The NCAA or
their communication group provider will provide this equipment.
FOOD AND BEVERAGE CONCESSIONS
Scottrade Center will provide the adequate staff to run normal concession operations. We will adhere to all
NCAA regulations regarding the restriction from any alcohol sales during the tournament. Concessions
may be vended before and between competition within the seating areas.
MERCHANDISE CONCESSIONS
We will ensure that Event 1, Inc. provides Saint Louis University and the Scottrade Center with the NCAA
merchandise that is needed for the event. We understand that Saint Louis University will receive 20% of
commission fee when we follow all requirements listed in the general bid document. We will ensure that
Event 1, Inc receives all necessary information including but not limited to the gross sales, remaining
inventory, and the complete inventory account of all merchandise sold. We will also ensure that there will
be no infringements upon Event 1, Inc. with any other merchandise that we sell.
SOUVENIR GAME PROGRAMS
Saint Louis University and the Scottrade Center understands that the NCAA has the rights to create,
market, sell and distribute game programs at any location and event that is associated with the
championships. We will ensure that we get the necessary documents with the correct format via digital or
hard copy from the NCAA 6 months before.
NCAA CORPORATE CHAMPION AND CORPORATE PARTNER PROGRAM
All proposed commercial involvement would receive prior NCAA approval. We will not permit involvement
by any corporations that are in competition with NCAA corporate partners. In agreement with Scottrade
Center we will cover any competing partners with the NCAA that are displayed around Scottrade Center
within reason (See Attachment A).

FAN FESTIVAL AND ANCILLARY EVENTS
The Gateway to the Final Four Fan Festival will be held at local parks including Memorial Plaza, Aloe Park,
Poelker Park, and Eternal Flame Park. This event will take place three hours before tip off and will be open
to all. Different organizations will be invited to host their own booth with the intention of providing activities
that all ages can participate in. It will also be a time for people to collect information and interact with local
organizations. Some activities include:
● 3-pt shootout contest
● Inflatable obstacles courses for children
● Local food trucks zone
● Local Organization Booths
● Sponsor Booths
● VR experience
● Basketball clinic with SLU Men’s and Women’s Basketball Organizations
After the conclusion of the first day of competition there will be a concert performance at the famous St.
Louis Arch. The concert will headline a nationally known artist, someone like hometown musical artist Nelly,
and will include a post-concert firework show.
Saint Louis University will host a basketball clinic with SLU Men’s and Women’s Basketball teams free of
charge for children between the ages of 5-12. This event will be hosted at Chaifetz Arena located on the
Saint Louis University campus.
We will also host health and wellness clinics providing information on diet, exercise and how to live an
overall healthy life. This will provide activity that adults and children can partake in during their time in St.
Louis.
GOVERNMENT GUARANTEES
Ambush Marketing:
Commercial Free Zone: If requested by the NCAA, Saint Louis University will have a commercial
free zone. The zone will be free of any advertising, marketing, promotional and commercial activity.
Merchandising/Trademark Enforcement: Saint Louis University will provide full cooperation with
the NCAA in preventing any unauthorized use of NCAA official trademarks/intellectual property.
Saint Louis University will assist in pursuing any legal enforcement measures.
Public Safety/Security: Saint Louis University will provide adequate security staffing through our various
venues.
Event Safety Commitment: As the host, Saint Louis University will be financially responsible for
any charge for public security/safety outside of the competition, practice and/or ancillary event
venues.

Fire and Medical Emergency Agencies: Local fire and EMS services will be provided at championship
events and any other event related to the championship at no cost to the NCAA.
Insurance Requirements: Saint Louis University will have proof of at least $1 million of general liability
insurance for both on-campus and off-campus.
TICKET POLICIES OPERATIONS
Ticket Design/Printing: Saint Louis University will cover all expenses regarding ticket printing. The NCAA
logo will be used on the front or back of the ticket, unless specified by the NCAA. “Hosted by Saint Louis
University” will be included on the front of the ticket as well as the ticket booklet.
Ticket Pricing: Includes admission to all regional games
● Level 1: $200.00 - Includes all 300 level seats (Section 301-334)
● Level 2: $300.00 - Includes all 100 level seats, and 200 level non-premium seats
● Level 3: $450.00 - Includes premier level seats (Section P1-P18) and suites
● To purchase a suite, all tickets within each suite must be purchased along with an extra fee of
$5,000.00 per suite.
Control of Ticket Sales: The NCAA shall control all ticket sales for the championship and assign any
needed duty to the host school. The host school will confirm the use of the venue’s ticket scanning system
at all general public access points into the competition.
FINANCIAL INFORMATION
The following financial agreement shall apply to the event: The NCAA shall receive a minimum guarantee
for selected championships, the LOC/host may receive an approved allocation for carrying out
championship game responsibilities, the NCAA may receive reimbursement of various championship
expenses identified in the championships budget, revenue sharing opportunities between the NCAA and
the LOC/host for any receipts in excess of the accepted budget.
To complete the financial report we will express championship receipts and championship expenditures.
We will also provide the NCAA with the following for review:
● One year of the LOC’s most recent audited 41 financial statements
● The actual financial information via the approved NCAA Championships Host Reporting System no
later than 60 days after the last date of the competition
● The budget and events that were proposed to the NCAA and approved
● The most accurate details of the revenue and expenditures.
COMMUNITY ENGAGEMENT/LEGACY PROGRAMS
We are honored to be able to bring an event of this caliber to St Louis and strive to execute an event that
allows for as much community engagement as possible. We believe that community engagement will be
possible in many ways. Locals will be able to join the excitement of the fan festival either as vendors or as
participants. Local businesses will be able to set up booths at the fan festival. We will also be working Saint
Louis University and other local schools to reach out to their fan bases and alumni as a marketing initiative.

SECTION B – MEN’S BASKETBALL
SPECIFIC BID SPECIFICATIONS
COMPETITION VENUE SPECIFICATION
Game Management/Operations
Game Operations: All rules shall be followed in accordance to NCAA rules and regulations. The NCAA will
oversee competition operations including but not limited to: starting times, intermissions, team benches,
squad sizes, uniform colors, basket assignments, and national anthem. We will be in full compliance with
the NCAA throughout the entire tournament as well as during transition after competition.
Game Management Personnel: As the host school, Saint Louis University will provide an experience
collegiate basketball staff. Bryton Curtis, Events and Facilities Manager for Saint Louis University Athletics,
will manage this staff.
Equipment: The NCAA will be responsible for providing the following equipment: basketballs/ball racks,
chairs, towels, cups, coolers, water bottles, and traction devices.
Regional Championship Trophy Presentation: An NCAA staff representative will be responsible for
coordinating a rehearsal presentation with Saint Louis University. The NCAA is responsible for providing
the official celebration apparel, while Saint Louis University will provide volunteers to help distribute the
apparel. Saint Louis University liaison will be responsible for storing the trophy, ladder, and scissors which
will be provided from the NCAA.
Transportation
Various forms of transportation between NCAA facilities shall be readily available for participating
institutions, NCAA staff, officials, media, and volunteers. Once travel plans have been finalized for NCAA
representatives and teams, arrangements will be made from Lambert-St Louis International Airport to the
host hotels. Transportation will also be setup in order to ensure these individuals are capable of making it
safely and conveniently to and from the select NCAA facilities during the duration of the tournament. Each
team will receive a courtesy bus in order to travel between the hotel and facilities throughout the duration of
the their stay. Police escorts will be given each time the team travels regardless of whether it is for practice
or game day. Vans and shuttles will be set up on a certain schedule between specific hours to provide
individuals from the media the allotted time necessary to interact with the teams. Shuttles will leave every
20 minutes from the media host hotel to and from the Scottrade Center. These trips will be available before
and after practices and game days, as well as for news or press conferences. Fans arriving for the
tournament are encouraged to use St. Louis Transportation systems such as MetroBus and MetroLink
which are bus and light rail systems that travel through and around the city to reach a multitude of
destinations such as the Scottrade Center. Another option is Metro Call-A-Ride which has curb to curb
service for the general public, and allows for reservations in advance.

Bands, Spirit Squads and Mascots
Communications and Staffing: Saint Louis University will appoint Billikens’ band director Austin Turner as
the NCAA Division I Men’s Basketball Championship trained liaison to oversee band and spirit squad
communications and operations throughout the tournament. He will be available to each squad before,
during, and immediately following the duration of their respective university’s tournament participation time.
Each university will be assigned a host who will assist each group with tournament activity and serve as an
escort for the squad when they are inside the facility.
Entrances and Seating: Bands, spirit squads, and mascots will have a designated entrance into Scottrade
Center. There they will meet their tournament liaison and host, receive wristbands, and be escorted to their
appropriate location. Each university will have reserved seating located on floor level in corrals behind the
baskets. The corrals will comfortably accommodate all band members and affiliates with proper seating and
a water cooler.
Storage/Warm-Up Area: Appropriate spirit squad and band warm-up and storage area will be provided for
each university. The selected area is conveniently located near the floor entrance, is carpeted with high
ceilings, and is reserved exclusively for bands, spirit squads, and mascots.
Drug Testing
NCAA Drug-Testing: As the tournament host, Saint Louis University understands the importance of drug
testing and will be fully prepared to conduct them if selected by the NCAA to do so. Arike Mercer, Saint
Louis University’s Assistant Director of Athletics / Compliance, will be the NCAA drug testing coordinator
who has no other responsibilities or other obligations during the tournament, and she will be prepared to
adhere to all NCAA policies regarding drug testing. Additionally, on site spaces in compliance with NCAA
regulations will be reserved exclusively for drug testing.
Officials
All information regarding the officials will be kept confidential. Within 24 hours of receiving the list of officials
for a given game we will announce the site specific information to the officials. Officials will be provided a
liaison that will coordinate transportation and facility information. The officials will have an all-access pass
to the event and will have designated entrance to the game. The media will be notified who the officials are
after the teams have be notified. The officials will also have their designated locker room that will be located
on the map.
MARKETING
Brent Gallagher will be appointed as the marketing liaison. He is the Director of Marketing and Social media
for Saint Louis University.
Ticket Sales and Phases: NCAA will be providing the different sales and phases of the tickets sales to
ensure an effective and efficient process.
Resources: Within this section we will designate a team to research the target audience in the St. Louis
area and those interested in traveling to the event. They will be able to communicate with the NCAA as

needed and they will be able to work with them to ensure the necessary marketing is in place. We will focus
on ensuring that effective marketing is in place for social media, pool ticketing, the NCAA experience,
NCAA ticket exchange and any other events that help promote the actual games.
Budget: With our marketing budget we will be reaching out to our target audience to ensure that our Cost
per Thousands are low. This will ensure that we are reaching those who are interested in the event. The
budget will reflect the dollar amount that we plan to spend on the different mediums: print, out of home,
television, radio, social media and digital.
Digital and New Media: The use of digital media is very important to us. Through the NCAA websites, our
own website, and social media account we will be able to promote and reach out to a variety of audiences
that will be interested in this event.
Hospitality: Locations and rooms will be provided for hospitality.
Merchandising and Game Programs: NCAA will control all merchandise branding and their logo belongs
to them.
Saint Louis University and the Scottrade Center will incorporate the ticket sales phase into the marketing
plan. We will be able to follow the schedule and ensure that each section is sent out at the right time.
As the host we will create a marketing committee specifically for this event. We will also ensure individuals
on this committee will be trained and prepared to work with the NCAA marketing committee. The team will
be prepared for the many different marketing meetings, strategy development, and marketing plan
formation. Those responsibilities include:
● Monthly marketing and ticket sales meeting
● Complete and maintain marketing pan
● Develop marketing goals (ticket sales and increased attendance)
● Develop marketing budget
● Schedule marketing plan
● Explore traditional media and develop innovative grassroots tactics
● Develop effective strategies to sell the team ticket pool.
St. Louis will not focus on the creative aspect of marketing, the NCAA will establish all create and we will
distribute it out to the necessary mediums that we find fit for the marketing strategies.
LODGING SPECIFICATIONS
Saint Louis University is fully aware of its responsibilities regarding lodging during the tournament. We have
appointed Gina Trapani, SLU Athletics Administrative Assistant, as the lodging liaison who will work directly
alongside Anthony Travel, as well as a representative from the St Louis Convention and Visitors Center to
address all lodging matters. See Section C for further information.
EVALUATION CRITERIA FOR HOST
Throughout the bid process we followed the necessary evaluation criteria when deciding what was
necessary for our location and other aspects of the bid document.

BID SUBMISSION REQUIREMENTS
Throughout this document we have addressed all the necessary issues and other specification that were
expressed by the NCAA. All necessary information can be found in the previous pages. We have also
provided all necessary attachments that outline the details for specific sections.
TERMS AND CONDITIONS AGREEMENT
Saint Louis University agrees to the conditions and regulations in the above document and will administer
an approved event. We agree to comply with the information that we have provided above and ensure that
once the bid is approved we will follow what has been stated and submitted.

SECTION C – HOTEL AGREEMENT
Hotels have been selected and blocked for an NCAA headquarters hotel and media, the four participating
institutions, and officials. All selected hotels are first class with meeting rooms and proper amenities. All
hotels are in close proximity to all practice facilities, less than one mile from Scottrade Center, and within
walking distance to all downtown attractions. While the participating institution’s hotel will serve as that
institution’s official hotel, we have also arranged for additional hotels to block rooms for fans and
spectators. All detailed hotel information can be found in Section J - ATTACHMENT E - Prelim Rounds
Room Block Allocations.

SECTION D – VENUE LEASE
The following terms are expected with the leasing of Scottrade Center:
Upon the terms, covenants, and conditions contained in this Agreement, and the NCAA Championships
General Bid Specifications and the Division I Men’s Basketball Preliminary Round Sport-Specific Bid
Specifications, (hereinafter collectively called “Bid Specifications”) and Saint Louis University’s responses
to those Bid Specifications incorporated by reference and attached hereto as Exhibit A, Saint Louis
University and Scottrade Center grant to the NCAA and the NCAA accepts from Saint Louis University and
Scottrade Center a right for the NCAA to use and occupy the Scottrade Center and “surrounding,
exterior area” owned or controlled by the Scottrade Center attached hereto as Exhibit B located in the City
of St Louis , Missouri. Scottrade Center shall be utilized to conduct a designated preliminary round of
the NCAA Division I Men’s Basketball Championship (“Championship”) and all related activities designated
by the NCAA, including but not limited to fan festivals, fan hospitality, and entertainment.

SECTION H – CATERING MIX
Catering services will be provided by Kenrick’s Catering which will cover breakfast, lunch, and dinner
everyday for the 100 plus people in media, teams, NCAA representatives, volunteers, etc. Hot foods and
meals will be provided at buffets for breakfast between the hours of 7 to 9 AM, lunch between the hours of
11 30 to 1 30, and dinner from 6 to 8 PM. Kenrick’s is 8 miles away from the Scottrade Center which makes
delivery of food at all times of the day a simple task. Also, Kenrick’s specializes in their variety of fresh
meats, barbeque, prepared meals, and foods famous to the area of St. Louis. For each individual person
we assumed each meal would be worth $15 and the location of the meals would be outside the Chick
Hearn Room by the loading docks. Refer to the map of Scottrade Center

OPPORTUNITIES FOR GUESTS
Many of the cities main attractions are free. The Art Museum, The History Museum, and the Zoo are all
free. There are great free events like Shakespeare plays performed in Forest Park and the Muny, the US’s
largest outdoor musical theater venue, has free tickets. And, while going up the Gateway Arch costs a few
bucks, standing under it and taking priceless photos is literally price-less.
● Butterfly House in Chesterfield, you walk through a tropical glass enclosure while exotic butterflies
swirl all around you and inevitably land somewhere on you
● Missouri Botanical Gardens, walk all the way back to the Japanese garden where you can feed
gigantic goldfish from a bridge. Stop in the Climatron on your way out, the first geodesic dome to
be used as a nursery, and it houses a tropical climate
● St. Louis is home to incredible live music. Check out Beale on Broadway, BB's, or the Broadway
Oyster Bar for fabulous, down and dirty live jazz and blues music
● The City Museum is constructed entirely of recycled materials, and the main objective of the
museum is to explore all the floors, and find some slides. Children and adults of all ages enjoy the
museum which is constantly changing and under construction. There are frequently new additions
to the museum and new exhibits. The City Museum is not your average museum, greeting visitors
with a giant whale that’s becomes a tunnel into a maze of caves and containing a 10-story slide
and an aquarium
● St. Louis is home to about 20 wineries and breweries. There is a bike trail that connects all of them.
If you're an avid biker or nature enthusiast and love wineries and breweries, you can spend a day
biking the Katy Trail and visiting these wineries. Also there is a shuttle at the end of the day for
those who had a little too much fun
● The Saint Louis Zoo is considered one of the best zoos in the country. And, it is located on the
historic site for the 1904 World’s Fair
● The Gateway Arch is a 630-foot tall stainless steel monument built in the form of an inverted,
weighted catenary arch, it is the world's tallest arch, the tallest man-made monument in the
Western Hemisphere, and Missouri's tallest accessible building. Built as a monument to the
westward expansion of the United States, it is the centerpiece of the Jefferson National Expansion
Memorial and has become an internationally famous symbol of St. Louis. It is a must for anybody
visiting the city

  • 6. 2 SECTION A – NCAA GENERAL BID SPECIFICATIONS HOST INSTITUTION Saint Louis University is the home of Billiken athletics. Over the past 20 years the university has dedicated a substantial amount of time and resources to bettering the athletic facilities. Perhaps the most prominent of these facility additions is Chaifetz Arena which was dedicated in 2008. The $81 million, on-campus multipurpose facility is home to the Billikens women's basketball, men's basketball and volleyball. In 2005 the Saint Louis University Billikens joined the Atlantic 10 Conference. Saint Louis University is the only NCAA Division I school in St. Louis and competes on 18 different Division I teams including baseball, basketball, cross country, field hockey, soccer, softball, swimming and diving, tennis, track and field, and volleyball. As the host institution, Saint Louis University understands our responsibility to follow all obligations listed out in the bid document. We anticipate an audit from the NCAA and will be prepared with the proper documentation to adequately prove our due diligence. SAFETY AND SECURITY PLAN Scottrade Center has an in-house security manager and 24-hour building security patrols who are able to design a comprehensive security program for each unique event. This particular security plan will cover not only the grounds of Scottrade Center, but also practice facilities and ancillary events. The security plan will address both internal and external venue grounds and all other venues used for any NCAA official events. Our plan will adhere to all NCAA requirements and include protocol for everything from natural disasters, terrorist attacks/threats, and violence to entry screening and crowd control. All spectators who enter Scottrade Center will be screened and bags will be opened to make sure no unauthorized materials enter the venue. Trained and qualified security personnel will be at all NCAA required positions throughout the tournament. MARKETING PLAN We have put together a marketing plan that reflects the timeline and budget of all promotions. To review the specifics please see Attachment B. EMERGENCY MANAGEMENT PLAN St. Louis will be in full compliance of all NCAA requirements regarding emergency management. All NCAA event and practice facilities will have proper medical services including but not limited to: medical personnel, first aid, and ambulance service.
  • 7. 3 CHAMPIONSHIP HOST PERSONNEL As the host institution Saint Louis University takes responsibility of appointing all game management personnel. We will provide all necessary game management staff in addition to an official scorer, timer, shot clock operator, scoreboard operator, public address announcer, statistics crew, trainer, dressing room attendants, tournament physician, practice coordinator and ball kids. Our institution values diversity and we are committed to giving minority and women-owned businesses the opportunity to provide their goods and services anytime we have the choice. Furthermore, we plan to form a local organizing committee to take on additional responsibilities. PRACTICE, COMPETITION AND ANCILLARY EVENT VENUES Saint Louis University will secure permits at the venues intended for practice, competition, and ancillary event. The following venues will be in good-condition for participating universities to use during allotted practice time: Chaifetz Arena, The Fieldhouse, and Mark Twain Building. These venues will come at no cost to the NCAA, and will be fully equipped with locker rooms, showers, restrooms, multiple practice courts, and a medical training room. Saint Louis University: Chaifetz Arena – The Chaifetz Arena is home to the Saint Louis University Billikens and is located on the campus of Saint Louis University. The facility includes two practice basketball courts, and is equipped with locker rooms and showers. The Chaifetz Arena is located approximately 2 miles from the Scottrade Center. Washington University: The Fieldhouse – The Fieldhouse at Washington University is home of the Bears. Their facility was renovated in 1984 and has a rich history of hosting various teams and events. The facility has two full sized basketball courts for practice as well as locker room accommodations. The Field House is located approximately 8 miles west of the Scottrade Center. University of Missouri at St. Louis: Mark Twain Building – The Mark Twain Building is home to the University of Missouri St. Louis Athletics. The facility opened in 1971 and has seen a wide range of upgrades. It is equipped with two regulation size basketball courts as well as locker rooms and showers. The Mark Twain Building is located approximately 11.5 miles from the Scottrade Center. Each team practice at Scottrade Center will be open for general admission at no cost if specified by the NCAA. Concession stands, programs, and merchandise will be open during open practices. Throughout the tournament each participating institution will have a 24/7-host contact for any questions. These contacts will be familiar with the St. Louis area and have answers regarding scheduling, compliance, drug testing, ticketing, and city restaurants and attractions. Memorial Plaza, Aloe Park, Poelker Park, and Eternal Flame Park are maintained by the city and are located just outside of the Scottrade Center. These public parks stretch over seven blocks in downtown St. Louis and will be utilized as a fan zone where spectators can get the full March Madness experience.
  • 8. 4 COMMERCIAL IDENTIFICATION, SIGNAGE AND OFFICIAL MARKS As tournament host we will comply with NCAA specifications regarding commercial identification, signage and official marks. No advertisements will be displayed on the scorer’s table prior to or during the conduct of championships. No video board content will be shown unless approved by the NCAA. BROADCASTING, MEDIA AND INTERNET Television Rights: We will ensure that only ESPN Turner/CBS can transmit a live feed in the facility during games and practices. Footage of the NCAA Championships will not be distributed out unless there is permission from the NCAA to do so. Turner/CBS Access: Those in charge of the media right will ensure that all rules and regulation set by the NCAA about the overall access the media has to collect footage will be followed. They will ensure that all the media will be informed of all restricted areas and time and we will have a representative that will enforce these restrictions. We will be able to provide areas where camera can be set up to ensure that the media has the necessary space for their equipment while they shoot. Television Monitors: Turner/CBS will provide one regular monitor and headset for the standby official and timeout coordinator and Hammond Communication equipment will provide other necessary equipment. Miscellaneous TV Policies: All policies will be followed to ensure they meet NCAA regulations and provide an efficient way to execute the event. Media Coordinator Responsibilities: The media coordinator, Ryan Kunderman, will be responsible for all general media operations. He will ensure that all requirement meeting will be organized and conducted. He will designate staff members, sports information directors and other media professionals and provide them with specific position and tasks. Personnel includes: ● 4 quote-takers ● 2 floor photo stewards ● 1 upper photo steward ● 1 photo workroom coordinator ● 2 photocopy operators ● 2 photocopy technicians ● 4 locker room stewards (1 per locker room) ● 2 media escorts ● 8 telecommunications assistants (2 per shift to cover all media workroom hours) ● 1 interview coordinator ● 1 press row coordinator ● 1 Turner/CBS liaison ● 1 moderator, main interview room ● 5 moderators, breakout rooms ● 2 microphone holders ● 2 credential distribution coordinators ● 2 note-compilers ● Messengers (1 person to each row of courtside media seats, 2 to the workroom, 1 to the official table)
  • 9. 5 Media Services: Ryan Kunderman will oversee that all the media areas are set up. He will also ensure that all necessary information and paperwork is displayed and provided to the media. The media will be provided a buffet that will include hot meals and snacks throughout the day. We also ensure that the necessary equipment (photocopiers, paper, televisions, and technicians) is provided. Credentials: All individuals with access to the event level will be required to wear credentials at all times. Ryan Kunderman, the media coordinator, will be responsible in distributing media credentials. Telecommunications: The media will have all communication lines necessary for the event. The NCAA or their communication group provider will provide this equipment. FOOD AND BEVERAGE CONCESSIONS Scottrade Center will provide the adequate staff to run normal concession operations. We will adhere to all NCAA regulations regarding the restriction from any alcohol sales during the tournament. Concessions may be vended before and between competition within the seating areas. MERCHANDISE CONCESSIONS We will ensure that Event 1, Inc. provides Saint Louis University and the Scottrade Center with the NCAA merchandise that is needed for the event. We understand that Saint Louis University will receive 20% of commission fee when we follow all requirements listed in the general bid document. We will ensure that Event 1, Inc receives all necessary information including but not limited to the gross sales, remaining inventory, and the complete inventory account of all merchandise sold. We will also ensure that there will be no infringements upon Event 1, Inc. with any other merchandise that we sell. SOUVENIR GAME PROGRAMS Saint Louis University and the Scottrade Center understands that the NCAA has the rights to create, market, sell and distribute game programs at any location and event that is associated with the championships. We will ensure that we get the necessary documents with the correct format via digital or hard copy from the NCAA 6 months before. NCAA CORPORATE CHAMPION AND CORPORATE PARTNER PROGRAM All proposed commercial involvement would receive prior NCAA approval. We will not permit involvement by any corporations that are in competition with NCAA corporate partners. In agreement with Scottrade Center we will cover any competing partners with the NCAA that are displayed around Scottrade Center within reason (See Attachment A).
  • 10. 6 FAN FESTIVAL AND ANCILLARY EVENTS The Gateway to the Final Four Fan Festival will be held at local parks including Memorial Plaza, Aloe Park, Poelker Park, and Eternal Flame Park. This event will take place three hours before tip off and will be open to all. Different organizations will be invited to host their own booth with the intention of providing activities that all ages can participate in. It will also be a time for people to collect information and interact with local organizations. Some activities include: ● 3-pt shootout contest ● Inflatable obstacles courses for children ● Local food trucks zone ● Local Organization Booths ● Sponsor Booths ● VR experience ● Basketball clinic with SLU Men’s and Women’s Basketball Organizations After the conclusion of the first day of competition there will be a concert performance at the famous St. Louis Arch. The concert will headline a nationally known artist, someone like hometown musical artist Nelly, and will include a post-concert firework show. Saint Louis University will host a basketball clinic with SLU Men’s and Women’s Basketball teams free of charge for children between the ages of 5-12. This event will be hosted at Chaifetz Arena located on the Saint Louis University campus. We will also host health and wellness clinics providing information on diet, exercise and how to live an overall healthy life. This will provide activity that adults and children can partake in during their time in St. Louis. GOVERNMENT GUARANTEES Ambush Marketing: Commercial Free Zone: If requested by the NCAA, Saint Louis University will have a commercial free zone. The zone will be free of any advertising, marketing, promotional and commercial activity. Merchandising/Trademark Enforcement: Saint Louis University will provide full cooperation with the NCAA in preventing any unauthorized use of NCAA official trademarks/intellectual property. Saint Louis University will assist in pursuing any legal enforcement measures. Public Safety/Security: Saint Louis University will provide adequate security staffing through our various venues. Event Safety Commitment: As the host, Saint Louis University will be financially responsible for any charge for public security/safety outside of the competition, practice and/or ancillary event venues.
  • 11. 7 Fire and Medical Emergency Agencies: Local fire and EMS services will be provided at championship events and any other event related to the championship at no cost to the NCAA. Insurance Requirements: Saint Louis University will have proof of at least $1 million of general liability insurance for both on-campus and off-campus. TICKET POLICIES OPERATIONS Ticket Design/Printing: Saint Louis University will cover all expenses regarding ticket printing. The NCAA logo will be used on the front or back of the ticket, unless specified by the NCAA. “Hosted by Saint Louis University” will be included on the front of the ticket as well as the ticket booklet. Ticket Pricing: Includes admission to all regional games ● Level 1: $200.00 - Includes all 300 level seats (Section 301-334) ● Level 2: $300.00 - Includes all 100 level seats, and 200 level non-premium seats ● Level 3: $450.00 - Includes premier level seats (Section P1-P18) and suites ● To purchase a suite, all tickets within each suite must be purchased along with an extra fee of $5,000.00 per suite. Control of Ticket Sales: The NCAA shall control all ticket sales for the championship and assign any needed duty to the host school. The host school will confirm the use of the venue’s ticket scanning system at all general public access points into the competition. FINANCIAL INFORMATION The following financial agreement shall apply to the event: The NCAA shall receive a minimum guarantee for selected championships, the LOC/host may receive an approved allocation for carrying out championship game responsibilities, the NCAA may receive reimbursement of various championship expenses identified in the championships budget, revenue sharing opportunities between the NCAA and the LOC/host for any receipts in excess of the accepted budget. To complete the financial report we will express championship receipts and championship expenditures. We will also provide the NCAA with the following for review: ● One year of the LOC’s most recent audited 41 financial statements ● The actual financial information via the approved NCAA Championships Host Reporting System no later than 60 days after the last date of the competition ● The budget and events that were proposed to the NCAA and approved ● The most accurate details of the revenue and expenditures. COMMUNITY ENGAGEMENT/LEGACY PROGRAMS We are honored to be able to bring an event of this caliber to St Louis and strive to execute an event that allows for as much community engagement as possible. We believe that community engagement will be possible in many ways. Locals will be able to join the excitement of the fan festival either as vendors or as participants. Local businesses will be able to set up booths at the fan festival. We will also be working Saint Louis University and other local schools to reach out to their fan bases and alumni as a marketing initiative.
  • 12. 8 SECTION B – MEN’S BASKETBALL SPECIFIC BID SPECIFICATIONS COMPETITION VENUE SPECIFICATION Game Management/Operations Game Operations: All rules shall be followed in accordance to NCAA rules and regulations. The NCAA will oversee competition operations including but not limited to: starting times, intermissions, team benches, squad sizes, uniform colors, basket assignments, and national anthem. We will be in full compliance with the NCAA throughout the entire tournament as well as during transition after competition. Game Management Personnel: As the host school, Saint Louis University will provide an experience collegiate basketball staff. Bryton Curtis, Events and Facilities Manager for Saint Louis University Athletics, will manage this staff. Equipment: The NCAA will be responsible for providing the following equipment: basketballs/ball racks, chairs, towels, cups, coolers, water bottles, and traction devices. Regional Championship Trophy Presentation: An NCAA staff representative will be responsible for coordinating a rehearsal presentation with Saint Louis University. The NCAA is responsible for providing the official celebration apparel, while Saint Louis University will provide volunteers to help distribute the apparel. Saint Louis University liaison will be responsible for storing the trophy, ladder, and scissors which will be provided from the NCAA. Transportation Various forms of transportation between NCAA facilities shall be readily available for participating institutions, NCAA staff, officials, media, and volunteers. Once travel plans have been finalized for NCAA representatives and teams, arrangements will be made from Lambert-St Louis International Airport to the host hotels. Transportation will also be setup in order to ensure these individuals are capable of making it safely and conveniently to and from the select NCAA facilities during the duration of the tournament. Each team will receive a courtesy bus in order to travel between the hotel and facilities throughout the duration of the their stay. Police escorts will be given each time the team travels regardless of whether it is for practice or game day. Vans and shuttles will be set up on a certain schedule between specific hours to provide individuals from the media the allotted time necessary to interact with the teams. Shuttles will leave every 20 minutes from the media host hotel to and from the Scottrade Center. These trips will be available before and after practices and game days, as well as for news or press conferences. Fans arriving for the tournament are encouraged to use St. Louis Transportation systems such as MetroBus and MetroLink which are bus and light rail systems that travel through and around the city to reach a multitude of destinations such as the Scottrade Center. Another option is Metro Call-A-Ride which has curb to curb service for the general public, and allows for reservations in advance.
  • 13. 9 Bands, Spirit Squads and Mascots Communications and Staffing: Saint Louis University will appoint Billikens’ band director Austin Turner as the NCAA Division I Men’s Basketball Championship trained liaison to oversee band and spirit squad communications and operations throughout the tournament. He will be available to each squad before, during, and immediately following the duration of their respective university’s tournament participation time. Each university will be assigned a host who will assist each group with tournament activity and serve as an escort for the squad when they are inside the facility. Entrances and Seating: Bands, spirit squads, and mascots will have a designated entrance into Scottrade Center. There they will meet their tournament liaison and host, receive wristbands, and be escorted to their appropriate location. Each university will have reserved seating located on floor level in corrals behind the baskets. The corrals will comfortably accommodate all band members and affiliates with proper seating and a water cooler. Storage/Warm-Up Area: Appropriate spirit squad and band warm-up and storage area will be provided for each university. The selected area is conveniently located near the floor entrance, is carpeted with high ceilings, and is reserved exclusively for bands, spirit squads, and mascots. Drug Testing NCAA Drug-Testing: As the tournament host, Saint Louis University understands the importance of drug testing and will be fully prepared to conduct them if selected by the NCAA to do so. Arike Mercer, Saint Louis University’s Assistant Director of Athletics / Compliance, will be the NCAA drug testing coordinator who has no other responsibilities or other obligations during the tournament, and she will be prepared to adhere to all NCAA policies regarding drug testing. Additionally, on site spaces in compliance with NCAA regulations will be reserved exclusively for drug testing. Officials All information regarding the officials will be kept confidential. Within 24 hours of receiving the list of officials for a given game we will announce the site specific information to the officials. Officials will be provided a liaison that will coordinate transportation and facility information. The officials will have an all-access pass to the event and will have designated entrance to the game. The media will be notified who the officials are after the teams have be notified. The officials will also have their designated locker room that will be located on the map. MARKETING Brent Gallagher will be appointed as the marketing liaison. He is the Director of Marketing and Social media for Saint Louis University. Ticket Sales and Phases: NCAA will be providing the different sales and phases of the tickets sales to ensure an effective and efficient process. Resources: Within this section we will designate a team to research the target audience in the St. Louis area and those interested in traveling to the event. They will be able to communicate with the NCAA as
  • 14. 10 needed and they will be able to work with them to ensure the necessary marketing is in place. We will focus on ensuring that effective marketing is in place for social media, pool ticketing, the NCAA experience, NCAA ticket exchange and any other events that help promote the actual games. Budget: With our marketing budget we will be reaching out to our target audience to ensure that our Cost per Thousands are low. This will ensure that we are reaching those who are interested in the event. The budget will reflect the dollar amount that we plan to spend on the different mediums: print, out of home, television, radio, social media and digital. Digital and New Media: The use of digital media is very important to us. Through the NCAA websites, our own website, and social media account we will be able to promote and reach out to a variety of audiences that will be interested in this event. Hospitality: Locations and rooms will be provided for hospitality. Merchandising and Game Programs: NCAA will control all merchandise branding and their logo belongs to them. Saint Louis University and the Scottrade Center will incorporate the ticket sales phase into the marketing plan. We will be able to follow the schedule and ensure that each section is sent out at the right time. As the host we will create a marketing committee specifically for this event. We will also ensure individuals on this committee will be trained and prepared to work with the NCAA marketing committee. The team will be prepared for the many different marketing meetings, strategy development, and marketing plan formation. Those responsibilities include: ● Monthly marketing and ticket sales meeting ● Complete and maintain marketing pan ● Develop marketing goals (ticket sales and increased attendance) ● Develop marketing budget ● Schedule marketing plan ● Explore traditional media and develop innovative grassroots tactics ● Develop effective strategies to sell the team ticket pool. St. Louis will not focus on the creative aspect of marketing, the NCAA will establish all create and we will distribute it out to the necessary mediums that we find fit for the marketing strategies. LODGING SPECIFICATIONS Saint Louis University is fully aware of its responsibilities regarding lodging during the tournament. We have appointed Gina Trapani, SLU Athletics Administrative Assistant, as the lodging liaison who will work directly alongside Anthony Travel, as well as a representative from the St Louis Convention and Visitors Center to address all lodging matters. See Section C for further information. EVALUATION CRITERIA FOR HOST Throughout the bid process we followed the necessary evaluation criteria when deciding what was necessary for our location and other aspects of the bid document.
  • 15. 11 BID SUBMISSION REQUIREMENTS Throughout this document we have addressed all the necessary issues and other specification that were expressed by the NCAA. All necessary information can be found in the previous pages. We have also provided all necessary attachments that outline the details for specific sections. TERMS AND CONDITIONS AGREEMENT Saint Louis University agrees to the conditions and regulations in the above document and will administer an approved event. We agree to comply with the information that we have provided above and ensure that once the bid is approved we will follow what has been stated and submitted.
  • 16. 12 SECTION C – HOTEL AGREEMENT Hotels have been selected and blocked for an NCAA headquarters hotel and media, the four participating institutions, and officials. All selected hotels are first class with meeting rooms and proper amenities. All hotels are in close proximity to all practice facilities, less than one mile from Scottrade Center, and within walking distance to all downtown attractions. While the participating institution’s hotel will serve as that institution’s official hotel, we have also arranged for additional hotels to block rooms for fans and spectators. All detailed hotel information can be found in Section J - ATTACHMENT E - Prelim Rounds Room Block Allocations.
  • 17. 13 SECTION D – VENUE LEASE The following terms are expected with the leasing of Scottrade Center: Upon the terms, covenants, and conditions contained in this Agreement, and the NCAA Championships General Bid Specifications and the Division I Men’s Basketball Preliminary Round Sport-Specific Bid Specifications, (hereinafter collectively called “Bid Specifications”) and Saint Louis University’s responses to those Bid Specifications incorporated by reference and attached hereto as Exhibit A, Saint Louis University and Scottrade Center grant to the NCAA and the NCAA accepts from Saint Louis University and Scottrade Center a right for the NCAA to use and occupy the Scottrade Center and “surrounding, exterior area” owned or controlled by the Scottrade Center attached hereto as Exhibit B located in the City of St Louis , Missouri. Scottrade Center shall be utilized to conduct a designated preliminary round of the NCAA Division I Men’s Basketball Championship (“Championship”) and all related activities designated by the NCAA, including but not limited to fan festivals, fan hospitality, and entertainment.

  • 22. 18 SECTION H – CATERING MIX Catering services will be provided by Kenrick’s Catering which will cover breakfast, lunch, and dinner everyday for the 100 plus people in media, teams, NCAA representatives, volunteers, etc. Hot foods and meals will be provided at buffets for breakfast between the hours of 7 to 9 AM, lunch between the hours of 11 30 to 1 30, and dinner from 6 to 8 PM. Kenrick’s is 8 miles away from the Scottrade Center which makes delivery of food at all times of the day a simple task. Also, Kenrick’s specializes in their variety of fresh meats, barbeque, prepared meals, and foods famous to the area of St. Louis. For each individual person we assumed each meal would be worth $15 and the location of the meals would be outside the Chick Hearn Room by the loading docks. Refer to the map of Scottrade Center

  • 25. 21 SECTION K – INFORMATION RELATIVE TO CITY AND OPPORTUNITIES FOR GUESTS Many of the cities main attractions are free. The Art Museum, The History Museum, and the Zoo are all free. There are great free events like Shakespeare plays performed in Forest Park and the Muny, the US’s largest outdoor musical theater venue, has free tickets. And, while going up the Gateway Arch costs a few bucks, standing under it and taking priceless photos is literally price-less. ● Butterfly House in Chesterfield, you walk through a tropical glass enclosure while exotic butterflies swirl all around you and inevitably land somewhere on you ● Missouri Botanical Gardens, walk all the way back to the Japanese garden where you can feed gigantic goldfish from a bridge. Stop in the Climatron on your way out, the first geodesic dome to be used as a nursery, and it houses a tropical climate ● St. Louis is home to incredible live music. Check out Beale on Broadway, BB's, or the Broadway Oyster Bar for fabulous, down and dirty live jazz and blues music ● The City Museum is constructed entirely of recycled materials, and the main objective of the museum is to explore all the floors, and find some slides. Children and adults of all ages enjoy the museum which is constantly changing and under construction. There are frequently new additions to the museum and new exhibits. The City Museum is not your average museum, greeting visitors with a giant whale that’s becomes a tunnel into a maze of caves and containing a 10-story slide and an aquarium ● St. Louis is home to about 20 wineries and breweries. There is a bike trail that connects all of them. If you're an avid biker or nature enthusiast and love wineries and breweries, you can spend a day biking the Katy Trail and visiting these wineries. Also there is a shuttle at the end of the day for those who had a little too much fun ● The Saint Louis Zoo is considered one of the best zoos in the country. And, it is located on the historic site for the 1904 World’s Fair ● The Gateway Arch is a 630-foot tall stainless steel monument built in the form of an inverted, weighted catenary arch, it is the world's tallest arch, the tallest man-made monument in the Western Hemisphere, and Missouri's tallest accessible building. Built as a monument to the westward expansion of the United States, it is the centerpiece of the Jefferson National Expansion Memorial and has become an internationally famous symbol of St. Louis.
