FOREWORD
We hail this latest treatise on
Constitutional Law from one of our
distinguished colleagues in the le-
gal profession and law academe,
Prof. Alvin Claridades, who has
published several books on various
subjects.
This book on Constitutional
Law 2 is an essential sequel to his
well-received maiden book on Constitutional Law 1, which
covered the provisions of the 1987 Constitution such as the
Preamble, the National Territory (Article I), the Declaration of
Principles and State Policies (Article II), and the three (3) ma-
jor pillars of the Government, namely, the Legislative Depart-
ment (Article VI), the Executive Department (Article VII), and
the Judicial Department (Article VIII).
In this work, Atty. Claridades focuses on the fundamen-
tal and inherent powers of the State -- the police power, the
power of eminent domain, and the taxing power -- which are
apportioned among the major branches of government. He
also extensively discusses the Bill of Rights, which is a list of
the fundamental rights and freedoms guaranteed by the
Constitution, or a charter of liberties for the citizens which
2. limits the exercise by the State of its lawful powers over
them.
I am elated to be a part of this work, knowing that those
who may have the opportunity to lay their hands on it and
assimilate its contents are certain to become more well-
versed, proficient, and well-grounded on as important a sub-
ject as Constitutional Law.
I offer may warmest felicitations to Atty. Alvin
Claridades for writing about what many consider a rather in-
tricate subject matter that not too many lawbook writers dare
venture into. That he dabbled into a topic usually reserved
for great constitutionalists such as Fr. Joaquin Bernas, Jus-
tice Isagani Cruz, to name a few, is indeed a testament to his
diligence, resourcefulness, and legal acumen.
I wish Atty. Alvin Claridades all the best in his continuing
effort to provide the law academe as well as the legal profes-
sion with the educational and research materials needed for
the field.
