Lady Reading Hospital
Lady Reading Hospital is one of the oldest and largest teaching institutions of the
country, which provide state of art and excellent Curative and Preventive services
to the living Humanity of the Khyber Pukhtoonkha Province.
Mr. Lard Reading Viceroy of the Subcontinent from 1921 to 1926 happens to visit
Peshawar. He was a companied by his spouse lady Reading, she was fascinated by
the view of the city from Balahisar where they had lodge .she expressed her
desire to see the city as she was returning back to the Fort the horse took the
fright causing fall of the lady from the horse back. This resulted in some injuries to
the lady Reading, none availability of medical aid instantly made her unconscious;
she was rushed to Agerton Hospital where the facilities were scantly.
Uncomforting to cater for the requirements, she was shifted to the Royal Artillery
Hospital now called CMH Peshawar where she was given proper treatment. The
immense impact of this incidence on her made it imperative to construct a
hospital on retirement of lady Reading in 1926, she come to Peshawar from Delhi
and companied to construct a standard Hospital in place of Agerton Hospital. This
new Hospital was subsequently named as LADY READING HOSPITAL. Mr. Khan
Bahadar Abdu’s Samad khan had been the first medical Supurtendent of the
Hospital. Dr Muhammad Ayaz khan was appointed the First administrator of the
Hospital in 1973, this Hospital become affiliated to Khyber Medical College in
1955,with Medical, Surgical, ENT, TB, words over up is going above 2500 patients
per day and the casualty attendance of A and E departments is more then 1500 or
1800 per day . Every Machine of this Hospital is running round the clock and so
are the Doctors and Nurses.

Social Services Unit in LRH Peshawar
The first social services unit in LRH was established in 1967. Before that year there
was no system of providing social services to the patients. But the question here
is that why this unit was established? This was due to the unclaimed
patients and dead bodies—Lanais. The social services unit was established to
deal with such cases. The first social medical officer, on the other hand, was
appointed in 1982 who was Sir. Ibrar Anjum. The social services unit is headed by
RMO—Resident Medical Officer.

Zakat Cell
The section in which the social medical officer is working is called Zakat and social
welfare cell. Total Zakat fund for the year is 82, 50,000 /Rs. This is a fixed
fund, neither increases nor decreases. The fund is provided in two
installments per year.

There are three main sources of funds with the Social Welfare Section, these are

Zakat fund is given by the federal Government to help poor patients for their
treatment.
ProcedureforIndoorPatients
When the patient is in treatment in the ward and he is so poor
that he cannot afford the treatment expenses, then he comes to the

Zakat cell with a Zakat Istehqaq form duly signed by the chairman local
Zakat committee and district Zakat committee. The photo copy of NIC is
compulsory to attach with the form. The patient shows the form to the
in charge of the concerned wards who makes a list of all necessary medicines
and other necessary implements of treatment on a pro-forma and gives it to the
patient.
Now these four forms, Zakat form + prescription pro-forma +
NIC photocopy, and Local Purchee (description of Medicines) move on to the
social welfare cell of LRH. The form is signed by

W h e n a l l t he do c u m e n t a t i o n r e q u i r e me n t s a r e m e t b y t he
p a t i e n t t h e n t h e a p p r o v e d contractors for the year, who come
through the tenders, take the prescription of the doctor and gives
medication to the patient. The contractors give discount to the Government on
the medicines. It can be 5%-10%.Indoor patients can have treatment
expenditure from Zakat cell up to 20, 000/ Rs. The amount can be
raised in special cases
Procedureforout-doorPatients
The procedure for outdoor patient is the same but the doctor’s pro-
forma is not needed in these cases. The outdoor patients can have a treatment
expenditure of up to 1, 000/ Rs from Zakat cell. The medicines to the long lasting
diseases patients are given on monthly bases. The dosage of one month is given
to the patients. Room # 65 is the medical store for Zakat cases.

2-Bait-ul-Mal Fund
The Baitulmal fund is also a system developed for poor patients to have a free
treatment. This fund is given by the federal Government.
The process is somewhat the same as Zakat process. The patients who
come for Baitulmal fund bring a printed pro-forma from the provincial
Baitulmal office. This pro-forma is signed by the doctor of the concerned ward.
The doctor also writes the expenditure of the treatment+ the type of medicine, or
device + its market price.
Social welfare unit is the next place for the form. Here in the office, the form is
signed by

The form then moves on to the pharmacist in the pharmacy department
for verification of price + dosage + quantity. The form is taken to the
regional Baitulmal office for the next step. The regional Baitulmal office
in NWFP has its own procedure, according to which they deal with it.
The Baitulmal office sends the form to Islamabad. A cheque of national
bank is issued by the name of the doctor and patient. The cheque goes to the
Almoner of the hospital. The almoner is the person from the
administration, who gives medicines for the month according to
the doctor’s prescription.
3-Endowment fund
This fund has been started just few years ago. This fund is also called
hospital fund. This fund is given by the provincial Government. This fund
is only given for the Hepatitis “C” cases. Only the registered patients are
given the help through endowment fund. This fund is generated through

the interest of the Government funds in the banks. The
Government distributes the interest in different sectors. So health sector is one of
them.
Services of the Social welfare Office
Social welfare office provides many services to the patients of lady
Reading Hospital Peshawar such as,
UNCLAIMED(LAWARIS)CASES
How to deal with unclaimed patients?
Before going into the details the first question is how the LAWARIS
patient reached to the hospital? It is simple that most of the road and traffic
accident—RTA- cases are unclaimed. When an unclaimed patient is brought
to the A & E department in LRH, the DMS of the department writes a
CALL letter to the social welfare unit of the hospital. In the letter he
mentions that we have an unclaimed patient and he needs such and such
medicines, food, and clothing. The social welfare unit sends a social guide to the
patient. The social guide takes care of the patient’s food, medicine, and
clothing. The guide also provides social support to the patient.
The expenditures of food and clothing are met by the welfare fund
while the medication expenditure is met through Zakat fund.
When the patient becomes conscious he is then transported to his area.
The transportation expenditures are also met by the social welfare unit.
How to dispose off an unclaimed died body?
When a patient dies in casualty department, the deputy medical
superintendent of the department writes a CALL letter to the social
welfare unit. The social welfare unit (SWU) takes the photo of the dead
body and publishes it in the news paper. Mostly the daily Mashriq and AAJ
provide free advertisement of the unclaimed dead bodies. The Social

Work Unit calculates all the expenditures on the dead body e.g. food,
medicine, clothing, picture, and transportation.
If the exact address is known through some sourc e then the body
is transported to that address. If just the district is known then the
Police Station of the district is informed. But when there is no address and
no source for finding the area of the dead person then the social welfare unit
has only one option. The body is transported to the Khyber Medical
College
Where they keep the body safe for 10 days or may be a few days more.
After that time if no one claims for the dead body, then the
students of the medical college are free to make their experiments and
practices on the dead body.
1. Provides Medicines
The social welfare office provide many kind of medicines to the needy patients
who are admitted of come for OPD, such patients among them are HIV, Heart
patients, Chest Patients, Hearing aid patients, Eye patients and such patients who
are suffering from Cancer.
2. Blood Donations
Fresh blood is very important for the patients health, so volunteers come for
donation of blood for the needy patients, and some volunteers registered their
self with the social welfare office for the emergency need of blood, and the social
welfare office also arrange seminars and awareness programs for blood donations
in the educational institutions like, Schools, Colleges and Universities of the City.

The Role of Social Welfare office and Social Workers in Lady Reading
Hospital Peshawar
1. The social workers in lady Reading Hospital are to guide the patients to the
correct places such as the Doctor’s, OPD, X-Ray’s Room, ECG etc, this is also
called social scheme in OPD.
2. The social worker provides information about the Zakat procedure and the
admission in the Hospital to the needy and poor patients, And the social
welfare office provide well chairs and stretchers to the weak and poor
patients.
3. Some patients are referred to the Baitulmal fund for provision of their
treatment because some major disease, like Heart patients, Cancer patients
so the social workers connect the patients to the federal ministry of
Baitulmal.
4. The social worker help the patients to use the medicines in correct way and
the social welfare office provides ambulance service to the patients from
one Hospital to another.
5. Social welfare office to collect all the income of OPD, Casualty and
admission fees.
6. If someone wants to donate his/her eye then he also contacts with the
social welfare office.
7. The social workers contact with different NGO’s for the provision of
assistance of the needy victims.
8. The social workers arranges walks, workshops and seminars to spirit the
awareness about the diseases such as HIV, Aids etc.

My Observations in the Hospital
My observations are based on two points,
(1) Beneficial points
(2) Problematic points
Beneficial points
The Big achievement of the Hospital is to get the eyes cornea for
registered patients of the Hospital from Sri Lanka.
Another beneficial point is the computerized registration of the patient’s
for the OPD’s in this way the patient’s gets easy access to Doctor’s and
save their precious time.
Social welfare department arranges Bloods donations for sick, poor and
needy patients.
There are many sources for poor and needy patients to get medicines
under social welfare department such as, Zakat fund, Bait-ul-mal fund,
Hospital sources and some donations sources.
Different companies are also help the poor and needy patients of the
hospital by giving there medicines samples.
Prime Minister Fund is also using for the poor and needy patients in the
Hospital.

Problematic Points
The big problem in the Hospital which I observe is the lack of
separate counter for the disabled and for elderly people. So due to
this the senior citizens and disabled people are facing a lot of
problems, there should be a separate counter for disabled and senior
citizens so they can easily get access to Doctor’s room.
Another problematic point is the lack of motivation for blood
donations, some time the relatives of the patients are hesitated to
give blood to his relative. So there should be a psychotherapist to
deal such causes in the Hospital.
There is no social welfare teams for motivation of the patients who
are getting operations, some patients are start weeping and crying
when they are given the lesson to operation. So there should be a
social welfare team to convince the patients in the time of operation.
Another problematic point of the Hospital is the lack of social welfare
guides in the Hospital, there should be four guides in the each ward
of the Hospital to search out the problems.
There are also lack of social guides in the hospital due to the patients
are not getting easy access in the Hospital areas, so the social welfare
guides scheme should be improved.
The Most unfavorable thing in the OPD come in my Observation is
the use of the public Toilets on Contract; due to this the Poor public
and the patients are suffering a lot.

General Information’s about Social Welfare
Provincial Council of Social Welfare for Khyberpukhtoonkhwa
The Provincial Social Welfare Council (PSWC) was constituted through an
executive order in the year 1974. It has been re-activated and re-constituted in
order to work in accordance with its specified powers and functions. The Council
in the past could not properly function due to non provision of funds by the
National Council of Social Welfare as well as by the Provincial PE&D Department
and Finance departments. Re-constitution of the Council will go a long way in
coordinating and promoting the Social Welfare services.
Objectives of the Ministry
To formulate and implement plans and policies for promotion of Social Welfare
activities
To co-ordinate the assistance extended to Social Welfare agencies by various
departments of government.
To promote Social Welfare activities.
To render financial aid for Social welfare activities and programmes, to deserving
voluntary organizations or institutions registered under the voluntary Social
welfare agencies (Registration & Control) ordinance, 1961.
To educate public in the problems of Social Welfare and the ways and means in
solving those problems.
To hold seminars, conferences and workshops on Social welfare/social work.

Suggestions
1. The fund of Zakat is a fixed sum of 82, lacks which is coming from
decades so I suggest to the provincial Government to increase the
fund according to the population growth, so in which more poor
people can get benefit from it.
2. Present Baitulmal procedure is quite very long and difficult it is my
suggestion that there should be an office of Baitulmal like Zakat Cell,
in which the poor and serious Heat patients can easily reach there
and can get accurate treatment in time.
3. In the OPD the computer system should be improved for the
easiness of the patients.
4. The procedure of Zakat system is quite difficult for the people
because most of the public is illiterate so it should make easy and
compatible for the poor and illiterate public of KPK.
5. The toilets of OPD in LRH are being operating by a private contractor
and the sanitation system is quite miserable so it’s my strong
suggestion to the Government officials to take the toilets from the
contractor and properly repair them and give them for free public
use.
6. The Social Welfare office arranges awareness camps for the donation
of blood so the poor patients can easily get the donated blood.
7. It’s my state to the federal Government and to the Ministry of Social
Welfare to allocate such an enough amount for the Welfare of the
poor patients.
