Beer’sinvolvementasateacher,writer,advisor,consultant,andpoliticalactivist,and
illuminateshisroleasadistinguishedAmericanscholarofBritishpoliticsandawide-
rangingtheoristofAmericanfederalism,withtheheaviestconcentrationofmaterialdating
from1946to2002.Thenatureofthecollection—amixofcomprehensivenotesonlectures,
articles,andbookaswellasmemosandothercorrespondencewithpoliticalactorsand

politicaltheory,andcomparativegovernment.Beerwasacknowledgedastheleading
AmericanexpertonthepoliticsandgovernmentofGreatBritain.Inaddition,Beerwasa
life-longmemberoftheDemocraticParty,activeinMassachusettspolitics,andnational
chairmanofAmericansforDemocraticActionfrom1959to1962.
BornonJuly28,1911,inBucyrus,Ohio,BeerreceivedhisABfromtheUniversityof
Michiganin1932andaBAfromBalliolCollege,Oxfordin1935.Aftergraduation,Beer
workedasastaffmemberfortheDemocraticNationalCommittee,anoccasionalspeech
writerforFranklinDelanoRoosevelt1935-1936),apolicereporterforTheNewYorkPost
1936-1937)andawriterforFortune1937-1938)beforereturningtoHarvard,wherehe
earnedhisPhDinpoliticalsciencein1943.HeservedwithanArmyartilleryunitinWorld
WarIIintheEuropeanTheatre1942-1945),earningabronzestarduringtheinvasion
ofNormandy.BeerrosetotherankofcaptainandwasstationedinGermanyaspartof
