AmericanexpertonthepoliticsandgovernmentofGreatBritain.Inaddition,Beerwasa

1936-1937)andawriterforFortune1937-1938)beforereturningtoHarvard,wherehe
earnedhisPhDinpoliticalsciencein1943.HeservedwithanArmyartilleryunitinWorld
WarIIintheEuropeanTheatre1942-1945),earningabronzestarduringtheinvasion
ofNormandy.BeerrosetotherankofcaptainandwasstationedinGermanyaspartof
