Main features of big data include Volume, Velocity and Variety which connect to value creation
instead of data complexities even if IDC or Mckinsey defines differently. In indispensable analysis
methodologies for realization, text-opinion mining, social network analysis and cluster analysis are
focused as atypical data analysis. Establishments of solution systems for data storage, batch
distribution parallel processing, data streaming processing would be expected to apply to service
for more comprehensive insights to customers of car, eco energy, health care, medicine,
telecommunication, distribution etc.
However, what I would like to say here is not industries which have concern to big data utilization
but present and future city itself which co-live with people and things with big data. Above half
of worldwide population live in cities and urban population growth rate has increased dramatically
since 20th century. McKinsey projects that China’s urban population will expand from 572 million
in 2005 to 926 million in 2025 and by 2030, China’s urban population is on track to reach one
billion. Currently not nation but city competes for human resource, idea and capital and smartness
of city become to be powerful advantage for development. To make better city, lots of cities
including Songdo of South Korea have pursued to seek out smart city standards with advanced
technologies. Smart city solution enables city not only to provide more efficient service with citizen
but also affect behaviors of government officer, business and citizens for sustainable development.
Intelligent infrastructure of smart city is composed of sensor, cloud and infra sharing environment,
civil data collected from operation management continuously. Through activation of construction
of smart cities, scale of big data would be built on ICT smart city initiatives in area of administration,
security, traffic control, energy, health medicine, climate change and related others.
Nowadays, Ubiquitous City (U-City) concept in South Korea becomes to be generalized to public
thanks to associated organizations from government to media. To build U-City to maximize the
utilization and functionality of space as well as increase the well-being value of the city, various
2. hybrid technologies like NFC, RFID, USN, IPv6, sensing devices, monitoring, auto-control, real-time
management are applied to establish U-City platform and infrastructure. Based on smart business
service models from park to building, people receive real-time urban services from healthcare to
safety. Is Urban Informatics the same as U-City? Partially it is right. However, Urban Informatics with
Big Data is differentiated from U-City because it does not concentrate on achievement of innovative
technologies application as a whole. The design and implementation of urban informatics
applications and processes have core bases of the specific attributes of modern urban
environments—mobility, spectacle, anonymity, speed of change, among others. Let's start with
"Awareness-Adaptation" in present story.
In Helsinki, Finland, travelers could find their current location and possible route paths for arrival
by utilizing city transportations associated with Google map. They also check real-time traffic and
transport information of visualization of traffic flows on smart phone application and call to related
contacts who manage specific transportation. On this time, travelers are in "Situation-Awareness"
to build up, represent, carry and share knowledge of city traffic and transportation for more efficient
and effective travel in Helsinki. Their self-awareness perception leads them to adapt behavior for
their context for more useful ways. 2 years ago, on 26th, July, capital Seoul of South Korea
experienced extensive damage due to localized torrential downpour. Individual members of online
community created picture database for inundation situations of above 50 places making use of
location-based information collected by Google map, updated it on real-time and distributed it into
mobile phone, SNS, online board adding local movie they produced depending on their residency.
Their activities resulted in useful benefits for residents who were moving to other areas. After that,
Seoul city benchmarked their community map, proceeded practical preparation for protection of
flooding. Moreover, San Francisco city in USA have had effect for criminal prevention by dispatching
manpower resources after analysis of criminal record of areas and Milano city in Italy has supplied
optimized services of transport guide based on synthesized analysis of various information sources.
Such cases prove clearly that “Awareness-Adaptation” references are increased gradually by
governmental experiments and trials in worldwide.
In which step of this progress, urban informatics plays a role significantly? It proves through
3. informatics that facilitates behavior change of human can be affected and coordinated extending
to City management. Urban Informatics has responsibility to systemize this total process from
awareness to adaptation of behavior by acquisition, integration and analysis of information
connected to city. Convergence of mobile and positioning technologies drive Urban Informatics to
interact with people, to create space for communities and taking advantage of Urban Life in better
mode. However components and whole entity are not defined easily and identified in parallel in
process of operating framework of Urban Informatics according to user context.
Space plays a fundamental role in this mechanism. In short: elites are cosmopolitan, people are
local. The space of power and wealth is projected throughout the world, while people’s life and
experience is rooted in places, in their culture, in their history. (Castells, 2000)
Therefore, I propose the basic framework of Urban Informatics in following diagram dividing entity
and city itself.
1) City (Entity) Awareness
City Awareness includes acquisition and analysis of information from a variety of domains:
environmental (temperature, humidity, noise etc.), people biometric (heart rate, body temperature,
etc.), communications (telecommunication, SNS activities etc.), traffic (transportation flow, accident
rate, etc.) regarding human and surrounding space conditions by technical devices. Massive context
information from domains, after processed by data mining and artificial intelligence, are stored and
matured with unique life cycle adjusted by policies and needs.
* City means human and non-human entities consisting of Urban Life.
2) City (Entity) Adaptation
Using analyzed data profiling, people and things adapt to better interact and improve reactions
themselves. In case of smart phone, it can be customized to control to modify setting depending
on several variables, such as location, battery charge capacity automatically. Buildings open and
close blind of windows regulating sun lights by analysis of light (direction, depth, frequency)
information. All modified information are flowed and protected in own right management system
for privacy and ethnic establishments.

As information sources are fragmented and distributed with non-compliance, Urban Behavior is
executed to retrieve and simplify meaningful contexts from various City (Entity) extracted sources
of information. Integration of Urban Information is progressed and each parties for decision making
in City act for improvement in City design, plan and operation management.
4) Urban Improvement
Every entity has right and responsibility for access and utilization about Centered Urban Context
Database according to its unique role. Seeing improvement of Urban Life would give each entity
pride to share consciousness of participation in phase of Urban Improvement. Urban Improvement
is not closed eternally by connecting to City (Entity) Awareness with Urban development
sustainability.
Looking at these emerging informatics flows described above, we can read a sketch full of promise
for advanced framework of urban informatics, indicating the value in an active, positive government,
citizens and industries’ intimated network. It will not be enough to establish framework
fundamentally without a transformed attitude within multidisciplinary and community collaboration
focusing on citizens. There, progressive and innovative collaboration methods are transforming the
practice of informatics architecture, scientific cycle process and social utilization. Scientific
perspectives and applications give off brighter light with multidisciplinary integration of social
science, philosophy, even arts because human-centered areas have potential to improve disciplines
and domains of Urban Informatics beyond system view for convergence era.
And Urban Informatics is similar to Big Data in life cycle but totally different in engagement of
