4. Family planning is the planning of when to
have children, and the use of birth control and
other techniques
to implement such plans. Other techniques
commonly used include sexuality education
prevention and management of sexually
transmitted infections,
pre-conception counseling and management, and
infertility
management.
8. Methods of Family Planning
Article 2 This Method applies to the following categories of non-permanent
residents of childbearing age:
1. Those who have resided in this province for more than 30 days but with their
permanent residences registered outside this province;
2. Those with their permanent residences registered in this province but who have
lived outside this province for more than 30 days;
3. Those with their permanent residences registered in this province but who have
resided for more than 30 days in other district or township/town than the place where
their permanent residences s are registered;
4. Pregnant women outside their place of permanent residence who have lived in
their present residences for less than 30 days.
9. This Method shall not apply to those who live outside of
their place of permanent residences for business and
others as designated by the provincial family-panning
administration.
Article 7 Entities that organize migrant labors to
This Metho projects outside their place of permanent
contract
residences shall, prior to their departure, sign a family
planning responsibility agreement with the host
township/town government or neighborhood committee
and shall be responsible for the family planning
management of these persons.
10. Article 8 Those who are supposed to take birth control
measures shall take such measures before departure;
those with an unplanned pregnancy shall terminate
pregnancy before departure and sign a family planning
contract with the township/town government or
neighborhood committee of the place of permanent
residence and apply for a Family Planning Certificate for
Floating Population.
Article 11 Members of the floating population shall,
within five days of arrival, sign a family planning contract
with the host government with a Family Planning
Certificate for Floating Population and, upon inspection
and verification of that certificate, proceed to apply to
relevant departments for Temporary Residence Permit,
Business License and Work Permit.
