3. Emirates Hospitals Association:
1. NAME & LEGAL INCORPORATION - First Proposed Oct 2014
1.1 Two names proposed include Emirates Hospital Association (EHA) and Emirates
Private Hospital Association (EPHA). The first is simple and generic allowing for clear
marketing messages and a “catch-all” category.
As Government-owned hospitals operate under regulatory authorities the need for a
representative association does not arise thereby removing the need to specify ‘private’
or ‘independent’
1.2 It is proposed that The EHA will be incorporated as a non-profit organisation under the
charter of The Dubai Chamber of Commerce. Our group has consulted with attorneys
Al Tamimi & Co. to seek a legal opinion and the best options available.

4. EHA OBJECTIVES
• The Emirates Hospital Association (EHA) will provide a single forum for the private hospital and
healthcare sector in the UAE, within which issues of common concern can be jointly identified, acted
upon and resolved.
• The EHA will represent the interests of the private healthcare sector and provide a forum to both
exchange information across the sector and as a direct channel to UAE Government and regulatory
bodies on public consultations, national policy/guidelines and related issues of common interest.
• The EHA will represent the private hospital and healthcare sector in coordinating and positively
contributing to the improvement of healthcare services and patient outcomes in the UAE.
• The EHA will rigorously maintain its independence from government institutions or any one particular
private interest group or company.
• EHA activities are aligned to its aim to support its Members in delivering a high performance health
system, which provides patients with easy access to quality services at an affordable price.

19. Recommendations: - For Discussion
• Agree that ‘Affordable Excellence’ encompassing the whole
healthcare value chain should be the UAE’s goal
• Agree that the Emirates Hospitals Association represents the whole
private hospital sector in the follow up to this Forum
• Identify comparable leadership in the private education sector –
needed for the innovation component of the value chain
• Identify UAE public sector leadership to support the EHA and the
UAG the evolution of the “UAE Healthcare Excellence Roadmap”
• Working with UAG define this general goal into a series of actionable
SMART objectives (i.e. Specific, Measurable, Achievable, Realistic
and Time bound) using comparator data and experience from
Switzerland and Singapore
