I dati elaborati a partire dal Programma di Stabilità mostrano come, per dedicare al mercato del lavoro risorse ‘fresche’ e strutturali raccolte tramite la ripartizione, non si possa fare a meno di liberare porzioni di finanziamento a ripartizione oggi assorbite dal sistema pensionistico e dal sistema sanitario (prestazioni acute e di Ltc).
Da questo vincolo di risorse movimentabili tramite la ripartizione deriva la necessità che l’ammodernamento degli ammortizzatori del mercato del lavoro sia concepito il più possibile come un tassello di una riforma sistemica e organica di tutto il welfare, e legato alla trasformazione multipilastro di pensioni e sanità e, con riferimento a quest’ultima, anche alla realizzazione di un universalismo di tipo selettivo.
Tale visione di insieme è sempre mancata in Italia, e questa assenza si deve purtroppo registrare anche oggi. L’intervento sulle pensioni del Governo “Monti” non ha compiuto progressi sul fronte della riduzione dell’aliquota di contribuzione obbligatoria , ha eluso ogni riferimento alla trasformazione multipilastro, e non ha avuto collegamenti espliciti e funzionali con l’ammodernamento degli ammortizzatori del mercato del lavoro. Medesima valutazione per quanto riguarda la sanità, lì dove non si sono compiute né scelte verso la selettività dell’universalismo , né concreti progressi verso la trasformazione multipilastro .
Tutti tasselli che si influenzano a vicenda, che si reggerebbero positivamente l’un l’altro in prospettiva riformista, e che restano davanti, da affrontare. Se da un lato l’urgenza della crisi non ha favorito la messa a punto di un intervento ad ampio respiro, dall’altro lato l’investitura di un Governo tecnico si giustifica proprio per la capacità di intervenire in tempi stretti sulla base di conoscenze già accumulate sui problemi e sull’agenda più adatta a risolverli.
Suggerire una linea di policy che recuperi la visione di insieme adesso, mentre il disegno di legge sul mercato del lavoro è in discussione parlamentare e la manovra sulle pensioni già fatta, è difficile. Fatto sta che si deve prendere consapevolezza che la riorganizzazione strutturale del nostro welfare system, e la connessa riqualificazione della spesa per welfare, non possono dirsi compiute né dall’ultimo intervento sulle pensioni, né dalle innovazioni, pur di rilievo, contenute nel disegno di legge sul mercato del lavoro. Il percorso è ancora lungo e i mesi che ci separano dalla scadenza delle legislatura andrebbero messi a frutto per predisporre un disegno di legge di riforma complessiva del welfare, dettagliato per quanto riguarda la fase di transizione, e da lasciare come preziosa eredità al prossimo Governo, qualunque esso sia.

With the bulls running, issuers rushed to refinance seasoned loans and finance dividends. Leveraged loan volume climbed to a post credit crunch high between January and March. Two-thirds were refinancings, however. Thus, the market's technicals tilted further in favor of issuers.

In October, loan issuance shot up to €3.7 billion from €2.3 billion; HY issuance came down to €3.5 billion from €7.2 billion; default rates stabilized. Going forward, no significant changes to the quantative easing policies from the ECB; extremely short window of opportunity before the end of the year.
