Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. 1. VITIMIZAÇÃO
• Policiais vítimas são aqueles que sofrem, interna (estresse
ocupacional, abusos, direitos relegados, assédios) ou externamente,
lesões e traumas de toda a ordem no exercício da profissão.
• Poucos dados disponíveis - dados inconsistentes;
• Resistências das instituições em divulgar e reconhecer o problema -
demonstração de “fraqueza”.
• Questão econômica do Estado – direitos dos profissionais;
• Policial/Bombeiro – Ethos do Herói (superior a tudo).
• NO BRASIL MORRE UM POLICIAL A CADA 32h (2012).
• Em 2016 já morreram cerca de 150 policiais
3. 1. VITIMIZAÇÃO
• CONSEQUÊNCIAS:
• Suicídios (7,2% maior que a população em geral);
• Depressão, estresse (físico, mental), traumas psicológicos;
• Mortes;
• Dificuldades de relacionamentos (divórcios), alcoolismo, isolamento,
depressão; (expectativa de vida de um militar é 6,2 x menor do que a
expectativa de vida da população)
• Desempenho profissional afetado.
• SÍNDROME DE BURNOUT :
• Distúrbio psíquico de caráter depressivo, precedido de esgotamento físico e
mental intenso, definido por Herbert J. Freudenberger como "(…) um estado
de esgotamento físico e mental cuja causa está intimamente ligada à vida
profissional
4. 2. VULNERABILIDADE
• Pessoa (ou grupo de pessoas) susceptível de ser exposto a danos físicos ou morais
devido à sua fragilidade.
• A vulnerabilidade também se prende com as condições sociais e culturais.
• Neste contexto, os praças da PM e do BM, são os mais vulneráveis de todos os
atores envolvidos na temática segurança pública.
• Estão na ponta do sistema;
• São os primeiros a chegar;
• Vivem o dia a dia da violência;
• O modelo militar os cobra sobremaneira, sendo que muitas vezes não dá as
condições devidas para o desempenho da função;
• Não raras vezes são “culpados” na prática, pela má gestão, falta de
investimentos, falta de política de segurança pública (são os praças que são
hostilizados no dia a dia por conta das deficiências dos estado e do modelo de
segurança pública)
• O estado os cobra, os gestores os cobram e a sociedade os hostiliza.
• Internamente são os mais suscetíveis de abusos de poder, torturas física e
psicológicas (vide regulamentos arcaicos).
• Resultados negativos para a segurança e para o profissional.

EPI - EQUIPAMENTO DE PROTEÇÃO INDIVIDUAL - arma, Colete,
algemas -PM; mascarás, roupas especiais para atuação em incêndios (BM)
No caso da policial e ou bombeira, fardamento que respeite a peculiaridades da mulher.
• Somente em SC cada policial possuem seu EPI, mesmo assim, nem todos.
• Nos outros estados a arma, o colete e a algema, são passados de policial para policial
na troca de turno.
• Seria como se cada Juiz, Promotor tivesse que passar seu Código para o seu colega cada
vez que fosse trabalhar, mas com uma diferença, no caso do colete, imaginem um PM,
após 12 ou 24 horas de serviço, usando um colete, no calor, no final d seu turno,
passasse este colete todo suado a outro, para que este o utilizasse por mais 12 ou 24
horas, e assim sucessivamente (é antigênico – saúde).
• Para além desta questão de saúde e higiene, surgem todos os dias denúncias de coletes
vencidos (risco para o profissional).
• Armamentos ultrapassados, velhos, e com defeitos.

• VIATURAS
• Aquisição de veículos sem levar em conta terrenos, durabilidade, manutenção
futura, isolamento entre policiais e eventuais conduzidos, etc.
• Após aquisição não ocorre uma manutenção periódica, o que traz desgaste, quebras
constantes, riscos para policiais e bombeiros.
• Tempo mínimo de uso não estabelecido (frota roda até não ter mais condições).
• Constante denúncias de veículos sem as mínimas condições de uso (pneus,
manutenção) e/ou com documentação vencida, o que gera litígios no dia a dia do
trabalho, acirrando mais ainda o antagonismo entre sociedade e policiais (os da
ponta).
• Falta de blindagem e película nas viaturas, o que põe em risco a vida os policiais no
dia a dia.
• Policias por vezes, fazem “vaquinha” para concertar viaturas e poder trabalhar.
• Não raras vezes, falta combustível

• O local de trabalho é um espaço social onde o indivíduo passa boa parte de seu tempo de
vida.
• Quartéis, geralmente no interior, em péssimas condições (insalubres, verdadeiras pocilgas,
sem condições de higiene (sanitários, cozinha)).
• Com base na NR 15, o termo insalubridade é usado para definir o trabalho em um
ambiente hostil á saúde.
• Utilização de módulos e trailers em alguns estados sem as mínimas condições, beirando o
ridículo.
• Alojamentos (para escalas de 24 horas – somos contra esta escala), sem as mínimas
condições (sem colchões, camas, banheiros, aquecimento e ou refrigeração).
• Blindagem nos postos e bases da PM (móveis ou não).
• Não previsão de locais específicos para policiais e bombeiros femininas (banheiros,
alojamentos).

• A violência ameaça a segurança pública e assim um direito básico do
cidadão.
• É ai que as Policias entram como indispensáveis, para servirem,
protegerem a sociedade e assegurarem seus direitos e deveres.
• Não se pode perder de vista que o Policial, é antes de tudo, um SER
HUMANO, UM CIDADÃO.
• Neste contexto, respeitar o ser humano policial é fundamental para o
desempenho de sua função.
• HIERARQUIA E DISCIPLINA NÃO PODEM SER CONFUNDIDOS COM
ABUSOS DE PODER, HUMILHAÇÕES E DESRESPEITOS.
• O modelo militarizado de segurança não pode servir de à paixões e egos
a ponto de seduzir alguns com o poder da coação e arbítrios.
14. 2. CONDIÇÕES DE TRABALHO - Humanas
• No meio militar temos um cenário potencialmente favorável
para a prática da agressão física e moral, bem como de
assédios.
• Este terror físico e psicológico imposto ao trabalhador;
• Situações violentas, consistindo em um mecanismo de
destruição de sua condição psíquica através de
constrangimentos, humilhações, de forma contínua e
ininterrupta em seus ambientes laborais, extensivas até
mesmo aos horários e locais nas quais a jornada já tenha tido
fim;
• Instituição secular ainda arraigada a dogmas ultrapassados e
que precisam ser superados de imediato.
15. 2. CONDIÇÕES DE TRABALHO - Humanas
• PEDAGOGIA DO SOFRIMENTO
• Privação de sono, pauladas, tarefas em salas impregnadas de
gás lacrimogêneo e pimenta, almoço misturado com água e
consumido com as mãos imundas de terra e pus, humilhação e
assédio moral praticados por superiores. RJ-2015
• "A crença geral é que o treinamento baseado em violência
psicológica, moral e até física é necessário para condicionar
o corpo e a mente dos soldados para vencer o medo e o
perigo e ter coragem para o embate no que seria uma guerra
urbana", Cap. Fábio França - "herança ditatorial" das PMs.

• A reprodução comportamental gera um circulo vicioso de
assedio e violência psicológica que fere o membro da
corporação e o insere num processo vitimador que o incapacita
para a atividade a qual poderia desempenhar com excelência e
como consequência, diminui-lhe a estima a sonegar seus mais
basilares direitos humanos.
16. 2. CONDIÇÕES DE TRABALHO - Humanas
• PORTARIA INTERMINISTERIAL 02/10
• Diretrizes Nacionais de promoção aos
DHs.
• Embora existam normas que denotam a
previsibilidade de punição ao perpetrador
da prática dos mais diversos tipos de
violência, este ainda é pouco para
responder positivamente a esse fato social
existente e expurgar definitivamente este
mal prejudicial os profissionais.
17. 2. CONDIÇÕES DE TRABALHO - Relações Humanas
• RELAÇÕES HUMANAS:
Conjunto de interações que mantêm os indivíduos no seio de uma sociedade.
Sem interação, comunicação e participação, não existe relações humanas.
O assunto relações humanas está vinculado ao RESPEITO PESSOAL e ao
relacionamento profissional baseado na ÉTICA.
O meio militar, prima por relações de subordinação cega, que tem por base
unicamente a hierarquia e disciplina, as quais deturpam-se, possibilitando abusos e
autoritarismo.
Na maioria dos códigos disciplinares vige ainda a regra dos círculos hierárquicos,
sendo que os círculos “não se misturam”.
A DESTRUIÇÃO DAS CLASSES e círculos é condição sine qua non para um modelo
de segurança pública inclusivo e democrático.
Tal integração não ocorrerá caso não tenhamos A CARREIRA ÚNICA, modelo em
que um comandante, para chegar lá, precisará passar por todas as etapas da vida
produtiva dos policiais.
18. 2. CONDIÇÕES DE TRABALHO - Formação
• ADESTRANDO HOMENS OU FORMANDO CIDADÃO POLICIAIS
• Todas as pessoas tem direito à cidadania e de ser respeitado como
ser humano livre e tratado com dignidade.
• Declaração Universal dos Direitos Humanos, CF/88.
• CIDADANIA:
• Fundamento da República Federativa do Brasil.
• É o exercício dos direitos e deveres civis, políticos e
sociais estabelecidos na Constituição de um país.
• Cidadãos são os membros de uma comunidade política, tornando-
os autores e destinatários do ordenamento jurídico.
• Participação dos cidadãos nas decisões políticas da sociedade sob
várias formas.
• Todas as vezes que um cidadão discute ou opina, exerce sua
cidadania (policiais não podem discutir ou opinar)

• Acima, treinamento utilizado em um Curso de Operações Especiais da PM do DF.
Policiais militares devem ingerir o vômito de colegas de curso.
• Humilhação, xingamentos e tortura: violações de direitos humanos marcam
formação de policiais militares brasileiros.

• As violações de direitos humanos na formação e treinamentos dos policiais
reflete-se diretamente na maneira como reagem no dia a dia de seus trabalho.
• Como um policial vai defender (e entender) direitos humanos, se os seus diretos
mais básicos são desrespeitados cotidianamente?
• A cultura de violência nasce com a desumanização e robotização do policial;

Cidadania
• CIDADANIA:
• Policial é um SUBCIDADÃO (não cidadão) pois a ele são negados
direitos básicos do cidadão, do trabalhador e, inclusive direitos do
indivíduo enquanto ser humano (Direitos Humanos).
• Vedação da Sindicalização e greve (utilização política da situação)
• A partir de 88, Soldados e cabos passam a votar.
• Meados anos 90, organização em associações
• Classe política “descobre” militares que votam
• Promessas, leis, em busca dos votos.
• Após eleitos, descumprimento de leis, surgem as reivindicações,
manifestações,.
• Utilização dos arcaicos regulamentos para punir, prender e expulsar
PMs e BMs.
• Prisão administrativa, sem HC (CF – Art. 142, § 2).
23. 2. CONDIÇÕES DE TRABALHO
Cidadania - regulamentos
• Regulamentos arcaicos, que primam pela instituição e seus dogmas em
detrimento do cidadão e do profissional
• Na maioria dos Estados é proibido ao policial publicar, divulgar ou contribuir para a
divulgação irrestrita de fatos, documentos ou assuntos administrativos ou técnicos de
natureza policial, possam concorrer para o desprestígio da Corporação Militar.
• CF - Art. 5º, IV - é livre a manifestação do pensamento, sendo vedado o anonimato;
• Ignacio Cano.
• “Imagina um professor que não pode falar de educação ou um médico que não
pode falar de saúde. Em muitos estados, o policial não pode falar de segurança
pública”.
• Segundo seu estudo, ao menos 10 unidades da federação possuem regulamentos
anteriores à Constituição, inspirados no Regulamento Disciplinar do Exército
(RDE). Alguns estados até adotam diretamente o RDE como regulamento nas
polícias militares. Isso foi determinado a partir de um decreto da ditadura,
o Dec.Lei 66769. O artigo 18 do decreto estabelece que: “As Polícias Militares
serão regidas por Regulamento Disciplinar redigido à semelhança do
Regulamento Disciplinar do Exército e adaptado às condições especiais de cada
Corporação”.
25. 2. CONDIÇÕES DE TRABALHO
Jornada de trabalho
• Militares estaduais não possuem jornada de trabalho definida em
lei
• A não definição de jornada de trabalho, gera insegurança,
impedindo o servidor de se organizar frente a sua vida pessoal,
familiar, social e, ainda, o impede de dar seguimento aos estudos
e/ou fazer uma Universidade.
• Escalas desumanas, desgastantes, geradoras de estresse, doenças
e por conseguinte afastamentos e precariedade na prestação do
trabalho, pois afetam a saúde, o humor, o equilíbrio deste
PROFISSIONAL QUE É UM SER HUMANO TAMBÉM.
